REQUEST FOR INFORMATION # 1 – SAN JUAN, PUERTO RICO

B.2 SCHEDULE OF SUPPLIES:

1. Schedule (p.5) references the 30-days shakedown period be included in the 90-day installation period. This is also stated in Para 23 (p.21) Delivery and Installation.

Q1 – The magnitude of the installation scope specified for items #1- #15 will require 90-120 days to successfully perform. By requiring the installation period to include the 30-day shakedown, will not provide sufficient time to complete the installation. Suggest the VA give consideration to 120-day installation period followed by 20-workday shakedown. This will ensure the successful bidder is able to complete all demolition, installation and testing work prior to the shakedown period.

Answer – In accordance with the solicitation – Period of Performance – Delivery & Installation:

PERIOD OF PERFORMANCE: DELIVERY & INSTALLATION

Delivery shall be made within 120 days after the notice of award. The required delivery date shall be annotated on the contract. Delivery dates specified may be adjusted by the Contracting Officer to coincide with the date the hospital will be ready to receive installation. The contracting officer will advise the successful Contractor(s) of the new delivery date at least 45 days prior to the original or adjusted delivery dates. Deliveries, cranes or haulage will be arranged so as NOT to interfere with normal ancillary hospital services such as nutrition/food service, laundry delivery, maintenance routes, etc.

Installation shall be completed within 120 calendar days on all line items after delivery for a total period of performance of 240 days for all line items from notice of award to complete installation.

After the installation of all equipment, a 20 work-day shakedown of all equipment is required. Training of operational employees and maintenance employees shall be accomplished during the 20-day shake-down of the equipment.

Q2 – Is the number of days in the shakedown period defined as “calendars days” or “production workdays”?

Answer – Work days.

B-3 STATEMENT OF WORK:

1. (p.13) States “Existing equipment shall not be moved, except to install new equipment and then replace back into current position.”

Q1 – Due to the extremely limited availability of open floor space to locate new equipment within the laundry (i.e. the 400-lb production dryer, blanket folder, 80/85-lb washer extractors), will the VA accept a proposal that repositions existing machines to permit installation of new equipment?

Answer – Yes. Due to the complexity of the project, number of items, and the possible relocation of the small washers and dryers and the possible redesign of the monorail system that was discussed at the pre-solicitation meeting, the VA will accept a proposal that repositions existing machines to permit installation of new equipment.
