REQUEST FOR INFORMATION # 2 – SAN JUAN, PUERTO RICO

1. What is the expected role that the San Juan, Puerto Rico Engineering Department will play with regards to the above noted solicitation (specifically to the design, development, installation and maintenance of the proposed equipment)?

Answer – Specific roles of a department cannot be outlined in a solicitation. The Engineering Department will be as involved as the Director/Deputy Director of a VA Medical Center deems necessary.

2. What are the rules and regulations concerning the Engineering Department’s role? I have searched through the FAR regulations for some insight without much success.

Answer – As stated above, the role of the Engineering Department will be determined as deemed necessary by the Director/Deputy Director and cannot be outlined within a solicitation.

3. Who from the VAMC will be involved in the decision -making for the HVAC system? Who will be required to maintain the system after installation is complete?

Answer – The person appointed to make decisions regarding the HVAC system will be designated by the Directory/Deputy Director of the VA Medical Center. The COR will be designated to ensure the procurement is performed according to the contract. The HVAC system will be maintained by the facility after installation is complete.

4. Why isn’t Engineering involved in the decisions regarding the layout of the utilities?

Answer – The VA Medical Center determines how much involvement is placed into the layout of the utilities. Those responsibilities are delegated to whoever the Director/Deputy Director deems necessary.

5. Who will be responsible to support this integration?

Answer – The VA Medical Center is responsible for this project and will make all decisions through the Contracting Officer Representative (COR) to the Contracting Officer. Integration of all equipment is the responsibility of the contractor.

6. With regards to the substations: Are we only required to tie into existing breakers located inside the building or are we required to replace the full panels? If so, what will be Engineering’s role in this?

Answer – The Engineering Department will decide if existing breakers located inside the building need to be replaced with full panels.

Have the sub –stations been inspected and if so, may we have a written statement describing where they are located and the state of their condition?

Answer – Contractors are required to contact Facility Management Engineering Services in regards to sub-stations and there condition.

7. During my recent site visit I was able to locate all the in-house sub -panels. It is my understanding that we will be required to replace these. We do not have any idea of the condition of the primary feeds that lead from the sub-station to the panels. If they need to be replaced, where does the responsibility of replacement lie?

Answer – Contractors are required to contact Facility Management Engineering Services in regards to the in-house sub-panels and there condition. If Facility Management Engineering Service determine they need to be replaced, it will be the contractor’s responsibility to replace.

8. There has not been a study completed regarding the current condition of the transformers, voltage or requirements of the grid in relation to the new equipment. Even if we replace everything in the facility, how do we know that what is being fed to us is safe?

Answer – As you stated above #8, no study has been completed regarding the current condition of the transformers. If a study has been done since hurricane Maria, Facility Management Engineering Service would know and be able to provide this information.

9. Will you please provide specs on the steam being supplied?

Answer – No specifications on the steam that is supplied to the laundry is available. It is the contractor’s responsibility to contact the Facility Management Engineering/Boiler plant for information regarding concerns of steam being supplied.

10. Where are the headers located and what structural prints are available for determining their location?

Answer – No structural prints are available for this project.

11. This facility covers three buildings and a basement; contractors are required to have a Structural Engineer create prints but what prints are currently available? We did not receive any as built prints.

Answer – No prints are available for this project.

12. Did the hurricane that devastated Puerto Rico cause any changes in the regulation requirements as far as installation of the equipment to be placed on the roof?

If so, may we please have a copy of these?

Answer – The VA Medical Center Facility Management/Environmental Management Service should be contacted for any changes in the regulation requirements for the installation of equipment being placed on the roof.

13. It is well known that the Puerto Rico electrical grid is very damaged and unregulated. How do we base our guarantees of equipment performance on a grid that has these problems and will be running our machinery and controls?

Answer – The contractor is responsible for the electrical service to the laundry for equipment offered. The VA has powerful generators to supply service to the entire VA facility if the island of Puerto Rico’s electrical grid fails.

Has a power study been accomplished on the stability of the grid?

Answer – No. However, there is an existing 24/7 monitoring system for any electrical irregularities.

We require a maximum of 10% variance on voltage and amperage per leg.

Answer – No question asked

14. With the installation, are there any restrictions on hours of installation work inside and outside the buildings?

Answer – No. There are no restrictions on installation hours. Work can be performed during regular duty hours, 6:00 am – 2:30pm and after duty hours work can be perform as long as it is properly coordinated. Nevertheless, the work should have the least possible impact to our laundry and linen production.

15. Are we limited to the amount of noise that can be made during installation?

Answer – Yes. During regular working hours, 6:00am – 2:30pm, noise is limited to 90db.

16. What, if any, permits are required for this project?

Answer – It is the contractor’s responsibility to inquire at the facility if any permits are required for the installation of the new equipment.

17. How many pounds per hour must be produced in order to pass inspection?

Answer – In accordance with the Technical Specifications and the Statement of Work, there are no set pounds of linen that must be produced per hour in this contract. Equipment will be tested for moisture retention on the washers, dryness for the dryers, number of pieces fed for the blanket folder and spreader feeder etc.

Is it based on 5-day week, one shift or 35 hrs. a week?

Answer – Not Applicable

18. Is there post-sorting (sorting after washing) in this operation?

Answer – No
