About this file
This document includes an amendment to a solicitation for design and construction services as well as the original solicitation. The amendment provides responses to technical questions from offerors. It clarifies that representations and certifications will not count against page limits and that the acceptance period is 180 days as stated. It also updates instructions based on questions regarding subcontractor listings, past performance criteria, and required roles.
The original solicitation seeks proposals for the design and construction of a physical therapy and prosthetics building at the Omaha VA Medical Center in Nebraska. The project has a estimated budget between $10-20 million and will be awarded as a total SDVOSB set-aside. Offerors must submit Phase I proposals by July 30th, 2020 for evaluation, with Phase II pricing to follow. The period of performance is approximately 550 calendar days from notice to proceed. The NAICS code is 236220 with a $39.5 million size standard. The Department of Veterans Affairs will issue the request for proposal and administer the contract.

1. Would the VA like each offeror to include the SF 1442 and Amendments in their Phase I proposal submissions?
0. If the SF 1442 and Amendments are to be submitted in the Phase I proposal submission, we would like to request that they not count toward the page limitation set in the RFP. Please confirm.
Answer: Instructions to offeros section B Phase I proposal format and evaluation Phase I Volume I states “The SF 1442, Representations and Certifications, and acknowledged amendments shall all be part of the offer and will not count against the page limitations.”
1. Would the VA like each offeror to include Representations and Certifications in their Phase I proposal submission?
1. If Representations and Certifications are to be submitted in the Phase I proposal submission, we would like to request that they not count toward the page limitation set in the RFP. Please confirm.
Answer: see question 1
1. In block 13d. of the SF 1442, was left blank. Can you please provide the offer acceptance period?
Answer: that block is not blank. It states 180 days.
1. Phase I, Factor 2 Key Personnel Experience, requires that the offeror provide resumes for project management/design personnel but also “all identified major subcontractors.” We are also aware that the RFP “recognized that not all subcontractors may be identified at the time of proposal submission.” However, offerors will be able to provide subcontractors and required resumes in the Phase II submission during the pricing of this project and once it has been determined which contractors will be invited to propose in Phase II. Can the requirement to list major subcontractors in the Phase I proposal be removed and if necessary, be included in the Phase II proposal submission?
Answer: No, the requirement will not be lifted because it is not a requirement. The instructions to offerors states “list any known major subcontractors.” If your team has not identified subcontractors at this time, it is not required to list any.
1. Can you provide an estimated timeframe between the submission of the Phase I proposal and the time that contractors will be notified of who is asked to submit proposals for Phase II?
Answer: I cannot estimate the time it will take.
1. Can you please define the A-E Field Representative roles per the VA?
Answer: The key personnel required by the instructions to offerors are as follow:
The Offeror shall provide a resume for each of the following key A-E personnel: Architect, Mechanical Engineer – Plumbing, Mechanical Engineer – HVAC, Electrical Engineer, Civil Engineer, Hospital Planner, Geo-Technical Engineer, and Surveyor I do not see a reference to an A-E field representative.
1. On past project the Design Project Manager makes visits to the site during construction for design oversite continuity.
Is it acceptable for the Design Project Manager to be listed also as the A/E Field Representative?
Answer: I do not see a reference to an A-E Field Representative.
1. Considering the current unprecedented conditions and restrictions imposed by the COVID-19 pandemic, many government personnel are much more difficult to reach and more overloaded with critical priorities and have (when we can reach them) refused to fill out PPQ’s for projects they have already done so for. Will the government consider accepting previously completed PPQ’s for this factor?
Answer: the Instructions to Offerors states the following:
“If the Offeror is unable to obtain a completed PPQ from a client for a project before proposal closing date, the Offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project. The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. Although the Government may make attempts, it is not responsible for ensuring that complete PPQ information is provided and that the Government will evaluate past performance even if complete information isn’t provided. Offerors should follow-up with clients/references to help ensure timely submittal of questionnaires.”
1. The scope of work doesn’t seem to warrant the need for a “hospital planner”. Would the government consider removing this required role? If not, will the government please provide the expected qualifications, experience and responsibilities for the role of “hospital planner”?
Answer: if the hospital planner role is removed, the Architect needs to be able to demonstrate the ability or experience of laying out a new building incorporating multiple services/functions and their needs/requirements into a space; i.e. Security-Police Services, EMS, Logistics, Safe Patient Handling-Patient Safety, Safety, etc. we are not saying those services will physically be located in this building, but they all have requirements that need to be considered while designing this Physical Therapy and Prosthetics Building.
1. Are the Ceiling Mounted Patient Lift systems a part of this solicitation, or will they be procured at a later time?
Answer: They are part of the solicitation
1. What is the correct due date for Phase I proposals?
Answer: July 30, 2020 at 2PM ET.
1. Per the Factor 1, Past Performance, evaluation factor, it is stated that projects must be 100% completed for D-B-B or D-B. Due to the limited amount of projects which have been awarded, have applicable relevance and are 100% complete (10,000SF of new or complete remodel), will the VA change the requirement from 100% complete to at least 70% complete for projects by the prime contractor only (not A/E)?
Answer: Project(s) should be 100% completed for Design-Bid-Build (D-B-B) or D-B. Projects should be 100% completed for designs completed by the A-E firm in support of D-B or D-B-B. Offerors may submit projects that are not 100% complete, and shall indicate the completion percentage of any such current project. However, a project that is not 100% complete will not be rated as favorably as a project that is 100% complete, assuming the size, scope and complexity are similar.
This change has been reflected in the attached updated instructions to offerors.
1. Please clarify font requirements below:
Page 10: 2.7 Proposal Requirements, A. General, items 5-6
· 1-inch margins around the page perimeter
· Proposals shall be submitted using Times New Roman, with font no smaller than 11 point with normal proportional spacing
Page 10: 2.7 Proposal Requirements, B.I. Phase I Proposal Format and Evaluation, item 1 Phase I, Volume I
· All information (except for document numbers, page numbers, etc.) shall be provided in an image area of 7 X 9 inches [this would require 1.25” margins on left and right sides of the page] Fonts other than Arial are permissible in the presentation of graphic material only [Times New Roman is stated as required font above] Answer: please use 8.5X11 and Times New Roman Font. This has been updated in the instructions to offerors.
1. Regarding patient lifts for this project, Is Liko Hill Rom a brand name only requirement?
Answer: This is not a brand name only requirement. Liko Hill Rom is only the basis for design. The system proposed for patient lifts needs to meet the specifications provided in section 11 73 00.
