1. 8/14/2019 Drawing Sheet AS102-AS105 Key notes 1 refers to the fall deterrent detail located on Sheet AS322.

This sheet cannot be located nor does it appear on the drawing index. Some details are located on AS201. Please provide a detail regarding the size of the fall deterrent panels.

The details for the fall deterrent are on sheet AS201. Sheet AS322 does not exist. The elevations show the location and sizes of the panels.

2. 8/14/2019 Specifications 01 45 29 and 31 63 16 repeatedly refer to the geotechnical report which cannot be located. Please provide the geotechnical report.

A Geotechnical Report is available. See attached.

3. 8/19/2019 Please provide specifications and desired color for the wire mesh in the fall deterrent panels.

2x2 0.08 metal mesh coated with black vinyl coating.

4. 8/19/2019 Sheet CS101 refers to the proposed structure as a 3-level parking garage. However, in most of the renderings, it looks like a 5-story garage with the capability for a 6th level to be added. Please confirm it is the VA’s intent for this to be a 5-story garage with the capability to add a 6th floor.

The parking deck is 5-story to the north and 4-story to the south with expansion capacity.

5. 8/19/2019 The Period of Performance is listed at 300 days.

With the amount of precast, this is a very aggressive number. Will the VA consider adding more days to the Period of Performance?

No days will be added to the period of performance.

6. 8/19/2019 When is the Period of Performance intended start? If the Period of Performance is intended to included product lead time, administrative documents, safety plans, AHA’s, and other preconstruction documents this will not be enough time. Will there be an administrative NTP and then a construction NTP when the Period of Performance will start?

Period of performance will begin at the project kick-off meeting. All preconstruction documents must be submitted prior to the meeting.

7. 8/21/2019 Amendment #2 removed the $7M minimum for relevant past performance. Since these are large, complex projects, would the government consider swapping from a Lowest Priced Technically Acceptable to Best Value award type?

No.

8. 8/21/2019 Are the past performance projects more favorably rated if they are parking garages?

Yes.

9. 8/21/2019 It appears the column lines from 1-2 and 8-9 are spans that exceed the capabilities of precast manufactures, and an additional column may be needed. Would the government confirm that this additional column and associated footings are required to be added?

The designers have multiple examples of garage bays built with beams of this length. Additional columns and footings should not be required. A/E will review any proposed changes put forth by precast manufacturers if local producers do not have the capability to do this work.

10. 8/21/2019 Currently the slated NTP date is noted as 10/15/2019. We would request that date to remain as-is – we just completed the parking garage in Providence, RI and it was a nice project. It actually worked out better in some aspects to not have a delayed NTP. Will the government confirm that the Prime Contractors are required to include expenses associated with winter conditions?

The anticipated NTP date will remain 10/15/2019.

The intent is for the contractor to continue work through the winter, when it is feasible. Days may be added to the contract, in the event of inclement weather in which no work can be performed.

11. 8/21/2019 Will the government inspect the flood test? The government would not perform the flood test but shall be present during the testing.

12. 8/21/2019 Most of the time on VA parking garages we are required to install pipe guards at exposed piping or conduits. We are unable to locate a detail or quantity required on the drawings. Are pipe guards required for this project?

Yes, pipe guards will be added to the drawings and the specs will be updated.

13. 8/21/2019 The 09 06 00 specs call for precast panels to be non-colored, limestone. Will the precasters’ standard limestone mix designs be accepted? If not, what is the desired PCI finish? Is it required to be integrally colored or field applied?

Samples will be required for approval from the supplier. The limestone colors will match the new building. The COR has samples to match. If the standard color cannot match, color required would be integral to the concrete mix.

14. 8/21/2019 Are solid precast slabs acceptable in lieu of hollow-core slabs?

Yes, if solid slabs are capable of carrying indicated loads and geometry and updated loads imposed by the slabs are given to the precast manufacturers for wall design.

15. 8/21/2019 Are all exposed piping and conduits to be painted?

If so, what is the color requirement for each system?

No, painting of conduits and pipes is not required.

16. 8/21/2019 What are the reinforcing requirements for the Cast-in Place washes?

Connection to spandrels to be determined by precast manufacturer, use (5) #7 bars continuous bars horizontally

17. 8/21/2019 Who maintains the existing hospital security system including blue light call boxes?

VA staff maintains the security system.

18. 8/21/2019 Who maintains the existing hospital fire alarm system?

Simplex maintains the fire alarm system.

19. 8/21/2019 Drawing notes state that concrete sealer is required at all surfaces exposed to the sky. Does that include ramps or just horizontal parking levels?

G: Seal all parking deck top surfaces

20. 8/21/2019 The verbiage in specification section 14 21 00 – Electric Traction Elevators is set up to sound like a sole source through Kone Elevators, however I do not see a statement indicating it is a sole source.

Will the VA except other elevator vendors such as O’Keefe if they meet the specifications? I know they have done a lot of work in the area including work on the Omaha VA campus.

Other elevator manufacturers are acceptable. The KONE model is a basis of design.

21. 8/21/2019 The Elevator Schedule in specification 14 21 00-1

1.1 C states that the elevator is to only serve 3 of the

5 floors. There are other instances where the drawings state this is a 3-story garage instead of a 5-story garage. Please confirm this is a 5-story garage AND that the elevator is to have service all 5 of the floors.

The elevator will serve all floors per the plans.

22. 8/21/2019 Specification section 01 00 00-12 1.11 C states that “A copy of the soil report will be made available for inspection by bidders upon the request to the COR at the VA Medical Center, Omaha, Nebraska and shall be considered part of the contract documents.” Will the VA be providing this via an amendment? With out this, there is no way of accurately knowing how far down we have to drill for the over 170 auger cast piles. The drawings do not specify.

23. 8/22/2019 Reference Drawing M-101 – Keynote 4 states “discharge sump pump drain into CB-1” – CB-1 is not shown, nor is it listed on M-501 with the other drain details. What is CB-1 basis of design?

CB-1 is intended to be RD-1

24. 8/22/2019 Reference Drawing M-101 – Keynote 4 states “discharge sump pump drain into CB-1”. Since there is no sanitary sewer on the project, we can only assume the intent is to connect to storm sewer. Is that permissible to discharge the sump pump to storm?

Sump pump includes oil minder system. No issues with routing this water to storm system.

25. 8/22/2019 Reference Drawing M-101- Not 5 instructs to discharge condensate drain into DB-1- Since there is no sanitary sewer on the project, we can only assume the intent is to connect DB-1 to storm sewer. Is DB-1 to be recessed in the precast wall where shown on drawings? Can the piping be routed and surface mounted?

Piping is intended to drain to storm sewer. No issues with this routing to storm system.

This wall is called out to be furred out in Architectural plans. Route piping within furred out wall where possible. Drain box is not intended to be recessed in precast wall.

26. 8/22/2019 Specification 14 21 00 Electric Traction Elevator lists B.O.D. as Kone Monospace 500. Does this product meet the specifications required for the project?

Yes, it is a traction elevator for a low-rise commercial building.

27. 8/22/2019 Will the VA accept an electric traction MRL elevator since we have been approved to utilize and installed on other VA parking garage projects?

MRL elevator to match the basis of design of the KONE Monospace 500.

29. 8/22/2019 Who is the manufacturer and model number of the existing CCTV system? Does it have enough room and or licenses to add the additional cameras?

The current VA system is comprised of products from multiple vendors. VA is in the process of switching everything over to Siemens. Yes, there is enough room for additional cameras.

30. 8/22/2019 Is PCI MNL 117 specifically required for this project? This designation is for cladding projects, instead of a structural product with an architectural finish. PCI MNL117 will be more expensive. It is referenced in 03 45 00 numerous times.

Delete specification section 034500.

31. 8/22/2019 Are stainless steel connections required for the precast connections?

Yes

32. 8/22/2019 Can we use earth forms for the footings?

33. 8/22/2019 Do the steel fabricators and erectors have to be AISC certified?

34. 8/22/2019 Are there any liquidated damages? We do not see any in the RFP?

No.

35. 8/22/2019 Typically these projects take at least 12 months. Will the government extend the performance period to 360 calendar days?

No.

36. 8/22/2019 Will the determination of responsibility include a review of a firm’s bonding limits as reported in their SBA Profile?

37. 8/22/2019 Per 01 35 26-18-1.3 Are all workers required to have TB testing even though this project is not in the hospital?

TB testing will not be required.

38. 8/22/2019 Per 01 45 29-1.1 it states Testing and special inspections retained by the general contractor. 01 00 00 1.2.D states the testing laboratory will be retained by the VA. Which is correct?

Testing and inspections to be done by party retained by contractor.

39. 8/22/2019 Per 01 Per 01 35 26-15-D Will the VA require all workers to have 10-hour Osha training in addition to supervisors having 30-hour?

40. 8/22/2019 Can the Site Superintendent also serve as the SSHO and the QC Manager?

These roles must be filled by separate personnel.

41. 8/22/2019 Is this project tax exempt?

Submit a proposal that includes all applicable taxes in accordance with FAR 52.229-3. If the state offers a tax exemption on building materials for contractors making purchases on a tax exempt entity’s behalf, the exempt taxes should not be included in the proposal. The Government will sign a Nebraska Department of Revenue Form 17

- Purchasing Agent Appointment and Delegation of Authority for Sales Tax and Use Tax upon request from the prime contractor providing an exemption on building materials

42. 8/22/2019 Specification section 09 30 13 is for Ceramic/Porcelain Tiling, however looking through the drawings, I do not see tiling called out anywhere. Can you provide the room locations of where tiling would be located?

43. 8/22/2019 The Room finish schedule on sheet AS601 does not provide what the floor, base, and ceiling finishes are for any rooms listed. Can the VA please provide this information? If, then, there are room finishes that do not have a spec section, can the VA provide those as well?

There is no ceiling tile or wall base.

The stair tower floors are sealed concrete.

The paint colors are as follows:

1. Interior walls of the lobby and stair towers:

BM. CW-20 Geddy White

2. Exterior CMU walls: BM. CW-710 Bruton White

3. Handrails and Guards: BM. CW-330 Cochineal Red

4. Hollow metal doors and frames: BM. 2120-60 White Water Paint Elevator Control Room Ceiling P-1.

44. 8/22/2019 Sheet AS201 Keynote 1 says “FALL DETERENT, REFER TO SHEET AS322 FOR DETIALS.” Sheet AS322 is not included in the drawings, nor is it in the Sheet List on the drawing’s cover page. Respectfully, can the VA please provide this missing sheet?

See sheet AS201 for details of fall deterrent.

45. 8/22/2019 Specification Section 07 24 00 is for Exterior Insulation and Finish Systems (EIFS). However I am not sure this applies to the project. We cannot seem to find where any EFIS is called out on the drawings. If it is part of the scope of this project, can you provide locations?

Apply this under the canopy.

46. 8/22/2019 If we have a recently completed PPQ can we submit it in lieu of a requesting a new PPQ?

Yes, as long as the PPQ was completed by the owner of the project and their contact information is provided so they can be reached if necessary

47. 8/22/2019 If we have relevant, similar parking structures that are 100% complete, even though the overall contract completion has not reached 100% yet, would those be rated as technically acceptable if they are greater than 90% contract completion?

If the construction is 100% complete, yes it can be submitted. A PPQ must be submitted for the project

48. 8/23/2019 3/SB503 refers to “ACP schedule” – Where is this schedule located?

References in this detail are for the pile cap schedule on SB503. Reinforcement data for the individual piles can be found on 1/SB503.

49. 8/23/2019 Will the government accept the use of the industry leading Procore Project Management software as the primary submittal and data tracking tool for this project?

VA is open to using the software if it compatible with the current VA operating system and the COR is able to gain access.

50. 8/23/2019 Is the VA aware of any fees for utility connections that the GC will have to include in the proposal?

GC is responsible for all permits for the project.

Note the storm water connects to the city’s storm system within the R/W and the project will require a NPDES storm water permit.

51. 8/23/2019 Does the VA have any maintenance contracts with elevator companies for the existing elevators on site? If so, can the VA release the company names?

The VA does not currently have any elevator maintenance contracts.

52. 8/23/2019 Is the Geo tech report available? Yes, see attached.

53. 8/23/2019 8/23/2019 Will the Sign in sheet be released?

The sign in sheet will be posted with the amendment containing the answers to the technical questions.

54. 8/23/2019 Are Stormwater Pollution Prevention Plan (SWPPP) inspections to be provided and conducted by the contractor? Or is this project already a part of a larger ongoing SWPPP inspection contract? If it is not, is the contractor to provide this along with all associated costs?

Contractor shall provide a SWPPP plan, make sure it is maintained throughout the project duration, and is the responsible party during inspections provided through the state to ensure NPDES compliance.
