Department of MEMORANDUM Veterans Affairs

Date:August 5, 2019
From:Contracting Officer
To:All Potential Offerors for Solicitation 36E77619R0050
Subject:Answers to Questions Asked to Clarify Solicitation — 36E77619R0050

Upgrade CT Bldg1 Rm 142B for White River Junction VA Medical Center (VAMC) at White River Junction, VT

Purpose: The Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) is issuing this amendment to answer questions asked by offerors for all potential offerors to witness for the solicitation issued on the project to Upgrade CT Bldg 1 Rm 142B at the VAMC at White River Junction, VT. This memorandum will be structured in a question-answer format.

Q. Who has the responsibility for removing the existing imaging equipment from the exam and control rooms?

A. The vendor of the imagine equipment or the construction contractor will be responsible, the VA will not be removing the equipment.

Q. Is the VA responsible for confirming the existing structure and building systems are adequate for the new equipment being installed?

A. The VA has confirmed that the existing structure can hold the current equipment and support equipment of the same magnitude. The contractor will have a structural engineer confirm, with aid of the vendor drawings, that the new equipment is of the same magnitude and thus will be supported by the existing structure.

Q. Can you clarify the proposed project schedule listed in the Statement of Work?

A. Upon award of the project the contractor will have two hundred and seventy (270) calendar days to complete the work. This consists of seventy (70) days of design time, one hundred and ninety-seven (197) days of construction and equipment installation, and three (3) days to allow for any corrections.

Q. Must qualified General Contractors and Architect-Engineer firms have a history of working together on similar projects to be considered for award?

A. Refer to Attachment 1 Spec 00 11 21 C.4.A.1.

Q. Is there a sketch available of the wall seperating Rooms 142B and 149?

A. Offerors will have access to the record drawings of the White River Junction VAMC.

Q. Does the Phase I Proposal need to include Volume III Administrative Information?

A. Yes.

Q. Should the Phase I proposal follow the guidelines set forth in the Solicitation (pgs. 8 -12) or Attachment 1 Section 00 11 21 (pgs. 6 -9)?

A. Both, the guidelines set forth in the solicitation contain content that needs to be included, while the Section 00 11 21 contains formatting and evaluation information.

Summary: The above questions were asked by prospective offerors and after consulting with the assigned COR and the provided documents the provided answers were obtained during the allotted time period for technical questions. A record of the e-mails have been kept and filed into the project briefcase.
