RE: Pre-Renovation Asbestos Inspection Report
John L. McClellan Memorial Veterans Hospital 4300 West 75thStreet, Little Rock, AR 72205 NFS Food Production Renovation Project
Dear Ms. Bailey:
Attached please find the results of the pre-renovation asbestos inspection and bulk sampling performed at your request by TEM Environmental, Inc. (TEM). The inspection and sampling were limited to building materials scheduled for renovation of the NFS Food Production Areas at McClellan Memorial Hospital. The inspection and sampling were based on the 35% construction drawings issued by Bancroft Architects and performed on March 12, 2019 by TEM Environmental, Inc. representative Mr. Josh Roberson. Mr. Roberson is licensed by the Arkansas Department of Environmental Quality as an Asbestos Building Inspector.
Bulk material samples were collected from in compliance with the requirements of the United States Environmental Protection Agency (USEPA) Asbestos Hazard Emergency Response Act (AHERA) regulation (40 CFR Part 763) and the National Emission Standard for Hazardous Air Pollutants (NESHAP) regulation (40 CFR Part 61 Subpart M). Each sample was analyzed for asbestos content by TEM Environmental, Inc. utilizing Polarized Light Microscopy (PLM). TEM Environmental, Inc. is accredited by the National Voluntary Laboratory Accreditation Program (NVLAP) for the identification of asbestos fiber in bulk material samples, Lab Accreditation Code #101130.
Table I presents the results of the assessment, sampling and laboratory analysis.

Conclusions
The pre-renovation inspection and sampling has confirmed the presence of asbestos in selective areas of floor tile mastic, laboratory countertops, and the sealant on HVAC Ductwork. Additionally, asbestos is assumed to be present within the interior liners of the fume hood in Lab GC143
Recommendations
Asbestos Abatement - Removal and disposal of all asbestos containing materials required for renovation as identified in the table above. All abatement shall be by an Arkansas Licensed Asbestos Abatement Contractor per applicable EPA, OSHA and Arkansas Regulations.
Asbestos containing Duct Seam Sealant within the renovation area is not to be impacted during the renovation. Should disturbance to the material be required to complete the renovation, the Duct Seam Sealant shall be abated before disturbance.
Implement and adhere to all VA specifications and procedures.
Maintain project abatement records and air clearance results as required by applicable asbestos regulations and any project specifications.
Should suspect asbestos containing materials not listed in this report be discovered during renovation or demolition activities, stop work and perform representative sampling and analysis for asbestos identification prior to disturbance.
