SECTION 01 00 00
GENERAL REQUIREMENTS
1.1 GENERAL INTENTION
A. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for AE Research Addition VAMC JP campus as required by drawings and specifications.
B. Visits to the site by Bidders may be made only by appointment with the
Medical Center Engineering Officer.
C. Offices of PDT Architects, 85 Dartmouth Street, Portland, ME, as
Architect-Engineers, will render certain technical services during construction. Such services shall be considered as advisory to the
Government and shall not be construed as expressing or implying a contractual act of the Government without affirmations by Contracting
Officer or his duly authorized representative.
D. Before placement and installation of work subject to tests by testing laboratory retained by Department of Veterans Affairs, the Contractor shall notify the Resident Engineer in sufficient time to enable testing laboratory personnel to be present at the site in time for proper taking and testing of specimens and field inspection. Such prior notice shall be not less than three work days unless otherwise designated by the
Resident Engineer.
E. All employees of general contractor and subcontractors shall comply with
VA security management program and obtain permission of the VA police, be identified by project and employer, and restricted from unauthorized access.
F. Prior to commencing work, general contractor shall provide proof that a
OSHA designated “competent person” (CP) (29 CFR 1926.20(b)(2) will maintain a presence at the work site whenever the general or subcontractors are present.
G. Training:
1. All employees of general contractor or subcontractors shall have the
10-hour or 30-hour OSHA Construction Safety course and other relevant competency training, as determined by RE/COR acting as the
Construction Safety Officer with input from the facility Construction
Safety Committee.

2. Submit training records of all such employees for approval before the start of work.

1.2 STATEMENT OF BID ITEM(S)
A. ITEM I, GENERAL CONSTRUCTION: Project No. 523-307 AE Research Addition
VAMC, Jamaica Plain Campus: Provide all labor, materials, equipment, transportation, supervision, general demolition, general construction, alterations, mechanical and electrical work, testing and commissioning and certain other items within
650 Calendar Days.
B. DEDUCT ALTERNATE NO.1: Omit the interior Fit-up for second floor as indicated in the Contract Documents. Deduct 30 Calendar Days from performance period.
1. Construct to completion only the following: All rated walls, Stairs, Elevator, Toilet Rooms, IT-Data Room, Closet 2-18, and the Electrical
Room 2-17. Also construct to completion all work above the ceiling of Corridor CR-1-01, and all work within the existing corridor to which Stair 3 will connect. Work to include all components described in the contract documents except what is specifically deducted below.
See drawing AS005 (Deduct Alternates) for spaces not included in deduct. Provide deduct pricing for the construction of the following
Second Floor spaces: all corridors, labs, offices, consult rooms, and the HKP closet. Specific scope to be deducted from these spaces as follows:
a. Architectural: Except for rated partitions, do not construct the above referenced spaces (including gypsum wall board at exterior walls).
b. Electrical: Deduct all electrical lighting fixtures, receptacles, switches and associated branch wiring from the deduct spaces. Data and telephone jacks and associated copper and fiber optic cabling to local data closets on that or other floors will also be deducted. Fire alarm devices and associated wiring will not be deducted. Considering lighting fixtures will be deducted, add 10 surface mounted bracket type fixtures and connect to the Life
Safety circuit. Exit signs will not be deducted. All equipment in
GENERAL REQUIREMENTS 01 00 00 - 3 Project No. 523-307 electrical rooms will not be deducted including bus duct, panelboards, transformers, feeders, lighting fixtures, switches and power receptacles. All equipment in data closets and fiber optic and coax cable to the main building will not be deducted and will remain in the contract including patch panels, racks, ground bars, power receptacles and lighting in that room. All riser cables between data/telephone closets or to the ground floor closet and associated termination panels is not included in the deduct alternate.
c. Plumbing: deduct the drinking fountain (in corridor), mop sink, and branch piping to these fixtures.
d. Mechanical Ductwork: Install all ductwork and louvers over
Corridor CR-1-01 associated with ventilation of ground floor electric room. Install all ductwork shown in shaft through all floors. Install duct main penetrations through shaft with fire dampers. Deduct all supply and return ductwork distribution on this floor; cap mains at shaft. Install all exhaust ductwork mains on this floor, and all branches and grilles serving bathrooms and electric rooms. Provide 200W electric heater in electric room.
e. Mechanical Piping: Install all heating hot water piping mains throughout this floor and in shaft through all floors. Provide full coordination drawings demonstrating that piping will not interfere with any ductwork shown on plans. Deduct piping runouts to VAV terminal reheats; install valved and capped tee connections at mains for each runout. Install radiant heating panel in Patient
Toilet 2-02. Deduct all other radiant heating panels on this floor including runout piping; install valved and capped tee connections at mains for each runout. Contractor shall design and install hydronic finned tube heat for shell space; total capacity 30 MBH.
C. DEDUCT ALTERNATE NO. 2: Omit the interior Fit-up for third floor as indicated in the Contract Documents. Deduct 30 Calendar Days from performance period.
1. Construct to completion only the following: All rated walls, Stairs, Elevator, Toilet Rooms, IT-Data Room, Mechanical Closet 3-19, and the
Electrical Room 3-18. Also construct to completion all work within the existing corridor to which Stair 4 will connect. Work to include all components described in the contract documents except what is

Provide deduct pricing for the construction of the following Third Floor spaces: all corridors, all labs, offices, consult rooms, and the HKP closet. Specific scope to be deducted from these spaces as follows:
a. Architectural: Except for rated partitions, do not construct the above referenced spaces (including gypsum wall board at exterior walls).

d. Mechanical Ductwork: Install all ductwork shown in shaft through all floors. Install duct main penetrations through shaft with fire dampers. Deduct all supply and return ductwork distribution on this floor; cap mains at shaft. Install all exhaust ductwork mains on this floor, and all branches and grilles serving bathrooms and electric rooms. Provide 200W electric heater in electric room.
e. Mechanical Piping: Install all chilled water, steam, and condensate piping throughout this floor and in shaft through all floors. Install all heating hot water piping mains throughout this floor and in shaft through all floors. Provide full coordination drawings demonstrating that piping will not interfere with any

Deduct all other radiant heating panels on this floor including runout piping; install valved and capped tee connections at mains for each runout. Install fan coil units in stairways as shown.
Install all piping associated with rooftop air handling unit.
Contractor shall design and install hydronic finned tube heat for shell space; total capacity 30 MBH.
C. DEDUCT ALTERNATE NO. 3: Omit all work associated with eliminating the roof top elevator stop as indicated below. Deduct 15 Calendar
Days from performance period.
1. Changes to include:
a. Change the elevator from five stops to four stops.
b. Change the elevator rated load from 5,000 lb to 3,500 lb.
c. Eliminate Roof Access 4-01 and move Elevator Control Room
4-02 to 2nd Floor Consult 2-04, eliminating this consult room. Change the walls for room 2-04 to wall type S4B-2, aligning corridor side GWB. Apply the hardware set from eliminated door 4-02 to door 2-04.
d. Shift the 4th Floor exterior wall with eliminated door 4-01 to grid line C, maintaining the clear elevator hoistway dimensions (the other three exterior walls at the eliminated elevator stop to remain in current location).
Eliminate the ACM panel and furring from the exterior wall to be moved, turning the roof membrane up this wall and running under the parapet membrane per typical parapet details.
e. Eliminate the 4th Floor slab at the Roof Access corridor and the Elevator Control Room.
f. Lower the Top of Blocking (TB) elevation for the elevator roof parapet shown on the roof plan from 60’ 4” to 46’ 3” and adjust the structural steel elevations accordingly, maintaining 16’ – 0” clear to bottom of the elevator hoist beam. Maintain all other elements shown on the architectural roof plan.

1.3 SPECIFICATIONS AND DRAWINGS FOR CONTRACTOR
A. AFTER AWARD OF CONTRACT, one (1) electronic set in PDF format of specifications and one (1) electronic set in PDF format of drawings will be provided by the VA Contracting Officer.
1.4 CONSTRUCTION SECURITY REQUIREMENTS
A. Security Plan:
1. The security plan defines both physical and administrative security procedures that will remain effective for the entire duration of the project.
2. The General Contractor is responsible for assuring that all sub-contractors working on the project and their employees also comply with these regulations.
B. Security Procedures:
1. General Contractor’s employees shall not enter the project site without appropriate badge. They may also be subject to inspection of their personal effects when entering or leaving the project site.
f. In accordance with VA Directive 0735 Personal
Identity Verification of Federal Employees and
Contractors, all contractors on VA premises are require to obtain proper identification cards. The following information describes the criteria for each type of identification card:
1) PIV CARD is required for all unsupervised, full time, logical and/or physical access for more than 6 months OR more than 180 aggregate days in one year period. In this description unsupervised is to mean unescorted by VA personnel into areas
C. DEDUCT ALTERNATE NO. 4: Omit all work associated with subsurface drainage infiltration and parking lot improvements. Deduct 15 Calendar
Days from performance period.
1. Eliminate pavement sealcoat.
2. Eliminate Painted lines and re-striping of entire parking lot.
3. Eliminate all planted trees and or shrubs from contract.
4. Eliminate Subsurface Infiltration System and its appurtenances.
Eliminate all re-piping of existing catch basins and drainage manholes that are shown to connect to the subsurface infiltration system. The and new 12” roof drainage connection from the addition shall connect to the existing drainage manhole beside the 15” new connection.
GENERAL REQUIREMENTS 01 00 00 - 7 Project No. 523-307 off public corridors that would require the possession of a key or being granted access control privileges to enter through a secured door. Time onsite is determined by the Period of
Performance of the contract/task order and is to include all prime and sub-contractor personnel (to include sub-subcontractors) regardless of the actual personal time on site. The issuance of a PIV Card requires two forms of acceptable identification, a favorable SAC adjudication and an initiated National Agency Check with Written Inquiries (NACI).
2) Non-PIV CARD is required for all unsupervised, full time, logical and/or physical access for less than 6 months OR less than 180 aggregate days in one year period. In this description unsupervised is to mean unescorted by VA personnel into areas off public corridors that would require the possession of a key or being granted access control privileges to enter through a secured door. Time onsite is determined by the Period of Performance of the contract/task order and is to include all prime and sub-contractor personnel (to include sub-subcontractors) regardless of the actual personal time on site. The issuance of a PIV Card requires two forms of acceptable identification and a favorable SAC adjudication.
3) Flash Badge is required for common access ONLY for less than 6 months or less than 180 aggregate days in one year period. Time onsite is determined by the Period of Performance of the contract/task order and is to include all prime and sub-contractor personnel (to include sub-subcontractors) regardless of the actual personal time on site. The issuance of a Flash
Badge requires one form of acceptable identification.
g. Contractors are required to submit to the
Contracting Officer a list of personnel to be mobilized for the work associated with the contract/task order scope of work to be completed under this specification to the CO and COTR. The list is to include current status of SAC background investigation, i.e. – SAC + NACI, date completed;
SAC, date completed; None.
h. Determination of the level of identification required will be determined by the COTR based on
GENERAL REQUIREMENTS 01 00 00 - 8 Project No. 523-307 the contract/task order scope of work and level of access required.
i. Contractors are to contact the COTR regarding credentialing requirements.
j. COTR will facilitate contractor submission of information through the CO, PIV Sponsor and PIV
Office at the Medical Center to obtain proper credentials for each contractor personnel to be on campus to complete the contract/task order scope of work to be completed under this specification.
2. For working outside the “regular hours” as defined in the contract, The General Contractor shall give 3 days notice to the Contracting
Officer so that security arrangements can be provided for the employees. This notice is separate from any notices required for utility shutdown described later in this section.
3. No photography of VA premises is allowed without written permission of the Contracting Officer.
4. VA reserves the right to close down or shut down the project site and order General Contractor’s employees off the premises in the event of a national emergency. The General Contractor may return to the site only with the written approval of the Contracting Officer.
C. Guards: Not Applicable.
D. Newly Installed Key Control:
1. The General Contractor shall provide duplicate keys and lock combinations to the Resident Engineer for the purpose of security inspections of every area of project including tool boxes and parked machines and take any emergency action.
2. The General Contractor shall turn over all permanent lock cylinders to the VA locksmith for permanent installation. See Section 08 71 00, DOOR HARDWARE and coordinate.
E. Document Control:
1. Before starting any work, the General Contractor/Sub Contractors shall submit an electronic security memorandum describing the
GENERAL REQUIREMENTS 01 00 00 - 9 Project No. 523-307 approach to following goals and maintaining confidentiality of
“sensitive information”.
2. The General Contractor is responsible for safekeeping of all drawings, project manual and other project information. This information shall be shared only with those with a specific need to accomplish the project.
3. Certain documents, sketches, videos or photographs and drawings may be marked “Law Enforcement Sensitive” or “Sensitive Unclassified”.
Secure such information in separate containers and limit the access to only those who will need it for the project. Return the information to the Contracting Officer upon request.
4. These security documents shall not be removed or transmitted from the project site without the written approval of Contracting Officer.
5. All paper waste or electronic media such as CD’s and diskettes shall be shredded and destroyed in a manner acceptable to the VA.
6. Notify Contracting Officer and Site Security Officer immediately when there is a loss or compromise of “sensitive information”.
7. All electronic information shall be stored in specified location following VA standards and procedures using an Engineering Document
Management Software (EDMS).
a. Security, access and maintenance of all project drawings, both scanned and electronic shall be performed and tracked through the
EDMS system.
b. “Sensitive information” including drawings and other documents may be attached to e-mail provided all VA encryption procedures are followed.
F. Motor Vehicle Restrictions
1. Vehicle authorization request shall be required for any vehicle entering the site and such request shall be submitted 24 hours before the date and time of access. Access shall be restricted to picking up and dropping off materials and supplies.
2. Separate permits shall be issued for General Contractor and its employees for parking in designated areas only.

B. Fire Safety Plan: Establish and maintain a fire protection program in accordance with 29 CFR 1926. Prior to start of work, prepare a plan detailing project-specific fire safety measures, including periodic status reports, and submit to Project Engineer and Facility Safety
Officer for review for compliance with VHA Directive 2005-007, NFPA 101 and NFPA 241.Prior to beginning work, all employees of the contractor and/or any subcontractors shall undergo a safety briefing provided by the general contractor’s competent person per OSHA requirements. This briefing shall include information on the construction limits, VAMC safety guidelines, means of egress, break areas, work hours, locations of restrooms, use of VAMC equipment, etc. Provide documentation to the
Resident Engineer that all construction workers have undergone contractor’s safety briefing.

C. Site and Building Access: Maintain free and unobstructed access to facility emergency services and for fire, police and other emergency response forces in accordance with NFPA 241.
D. Separate temporary facilities, such as trailers, storage sheds, and dumpsters, from existing buildings and new construction by distances in accordance with NFPA 241. For small facilities with less than 6 m (20 feet) exposing overall length, separate by 3m (10 feet).
E. Temporary Construction Partitions:
1. Install and maintain temporary construction partitions to provide smoke-tight separations between construction areas and adjoining areas. Construct partitions of gypsum board or treated plywood (flame spread rating of 25 or less in accordance with ASTM E84) on both sides of fire retardant treated wood or metal steel studs. Extend the partitions through suspended ceilings to floor slab deck or roof.
Seal joints and penetrations. At door openings, install Class C, ¾ hour fire/smoke rated doors with self-closing devices.
2. Install one-hour fire-rated temporary construction partitions as shown on drawings to maintain integrity of existing exit stair enclosures, exit passageways, fire-rated enclosures of hazardous areas, horizontal exits, smoke barriers, vertical shafts and openings enclosures.
3. Close openings in smoke barriers and fire-rated construction to maintain fire ratings. Seal penetrations with listed through-penetration firestop materials in accordance with Section 07 84 00, FIRESTOPPING.
F. Temporary Heating and Electrical: Install, use and maintain installations in accordance with 29 CFR 1926, NFPA 241 and NFPA 70.
G. Means of Egress: Do not block exiting for occupied buildings, including paths from exits to roads. Minimize disruptions and coordinate with
Project Engineer and facility Safety Officer.
H. Egress Routes for Construction Workers: Maintain free and unobstructed egress. Inspect daily. Report findings and corrective actions weekly to
Project Engineer and facility Safety Officer //.

I. Fire Extinguishers: Provide and maintain extinguishers in construction areas and temporary storage areas in accordance with 29 CFR 1926, NFPA
241 and NFPA 10.
J. Flammable and Combustible Liquids: Store, dispense and use liquids in accordance with 29 CFR 1926, NFPA 241 and NFPA 30.
K. Standpipes: Install and extend standpipes up with each floor in accordance with 29 CFR 1926 and NFPA 241. Do not charge wet standpipes subject to freezing until weather protected.
L. Sprinklers: Install, test and activate new automatic sprinklers prior to removing existing sprinklers.
M. Existing Fire Protection: Do not impair automatic sprinklers, smoke and heat detection, and fire alarm systems, except for portions immediately under construction, and temporarily for connections. Provide fire watch for impairments more than 4 hours in a 24-hour period. Request interruptions in accordance with Article, OPERATIONS AND STORAGE AREAS, and coordinate with Project Engineer and facility Safety Officer. All existing or temporary fire protection systems (fire alarms, sprinklers) located in construction areas shall be tested as coordinated with the medical center. Parameters for the testing and results of any tests performed shall be recorded by the medical center and copies provided to the Resident Engineer.
N. Smoke Detectors: Prevent accidental operation. Remove temporary covers at end of work operations each day. Coordinate with Project Engineer and facility Safety Officer.
O. Hot Work: Perform and safeguard hot work operations in accordance with
NFPA 241 and NFPA 51B. Coordinate with Project Engineer. Obtain permits from facility Safety Officer at least __72__ hours in advance. Designate contractor's responsible project-site fire prevention program manager to permit hot work.
P. Fire Hazard Prevention and Safety Inspections: Inspect entire construction areas weekly. Coordinate with, and report findings and corrective actions weekly to Project Engineer and facility Safety
Officer.
Q. Smoking: Smoking is prohibited in and adjacent to construction areas inside existing buildings and additions under construction. In separate
GENERAL REQUIREMENTS 01 00 00 - 13 Project No. 523-307 and detached buildings under construction, smoking is prohibited except in designated smoking rest areas.
R. Dispose of waste and debris in accordance with NFPA 241. Remove from buildings daily.
S. Perform other construction, alteration and demolition operations in accordance with 29 CFR 1926.
T. If required, submit documentation to the Resident Engineer that personnel have been trained in the fire safety aspects of working in areas with impaired structural or compartmentalization features.
1.6 OPERATIONS AND STORAGE AREAS
A. The Contractor shall confine all operations (including storage of materials) on Government premises to areas authorized or approved by the
Contracting Officer. The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.
B. Temporary buildings (e.g., storage sheds, shops, offices) and utilities may be erected by the Contractor only with the approval of the
Contracting Officer and shall be built with labor and materials furnished by the Contractor without expense to the Government. The temporary buildings and utilities shall remain the property of the
Contractor and shall be removed by the Contractor at its expense upon completion of the work. With the written consent of the Contracting
Officer, the buildings and utilities may be abandoned and need not be removed.
C. The Contractor shall, under regulations prescribed by the Contracting
Officer, use only established roadways, or use temporary roadways constructed by the Contractor when and as authorized by the Contracting
Officer. When materials are transported in prosecuting the work, vehicles shall not be loaded beyond the loading capacity recommended by the manufacturer of the vehicle or prescribed by any Federal, State, or local law or regulation. When it is necessary to cross curbs or sidewalks, the Contractor shall protect them from damage. The Contractor shall repair or pay for the repair of any damaged curbs, sidewalks, or roads.
D. Working space and space available for storing materials is shown on the drawings for coordination purposes only and shall be finalized and
GENERAL REQUIREMENTS 01 00 00 - 14 Project No. 523-307 coordinated throughout the duration of the project with the Project
Engineer and Owner’s Representative. The working space and space for storing materials shall not affect any daily activities at the existing buildings and access to all surrounding buildings and access ways must be maintained at all times throughout the duration of the project by the
Contractor. Due to the location of the proposed work relative to existing buildings and access ways, the Contractor shall coordinate location and size of working and storing space throughout the duration of the project, in order to maintain access and activities throughout the duration of the project. The Contractor shall submit a construction sequencing plan to the Project Engineer and Owner’s Representative for review and approval prior to the commencement of work. The construction sequencing plan shall be updated and revised as necessary throughout the duration of the project in order to maintain access to the all surrounding buildings and access ways.
E. Workmen are subject to rules of Medical Center applicable to their conduct.
F. Execute work in such a manner as to interfere as little as possible with work being done by others. Keep roads clear of construction materials, debris, standing construction equipment and vehicles at all times.
G. Execute work so as to interfere as little as possible with normal functioning of Medical Center as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. Use of equipment and tools that transmit vibrations and noises through the building structure, are not permitted in buildings that are occupied, during construction, jointly by patients or medical personnel, and Contractor's personnel, except as permitted by Project Engineer where required by limited working space.
1. Do not store materials and equipment in other than assigned areas.
2. Schedule delivery of materials and equipment to immediate construction working areas within buildings in use by Department of
Veterans Affairs in quantities sufficient for not more than two work days. Provide unobstructed access to Medical Center areas required to remain in operation.
3. Where access by Medical Center personnel to vacated portions of buildings is not required, storage of Contractor's materials and equipment will be permitted subject to fire and safety requirements.

G. Utilities Services: Where necessary to cut existing pipes, electrical wires, conduits, cables, etc., of utility services, or of fire protection systems or communications systems (except telephone), they shall be cut and capped at suitable places where shown; or, in absence of such indication, where directed by Resident Engineer.
H. Phasing: Not applicable.
I. All existing Buildings will be occupied during performance of work; but immediate site areas for Addition will be vacated.
J. Construction Fence: Before construction operations begin, Contractor shall provide a chain link construction fence, 2.1m (seven feet) minimum height, around the construction area indicated on the drawings. Provide gates as required for access with necessary hardware, including hasps and padlocks. Fasten fence fabric to terminal posts with tension bands and to line posts and top and bottom rails with tie wires spaced at maximum 375mm (15 inches). Bottom of fences shall extend to 25mm (one inch) above grade. Remove the fence when directed by Project Engineer.
Construction fence is shown on the drawings for coordination purposes and shall be finalized and coordinated throughout the duration of the project with the Project Engineer and Owner’s Representative. The construction fence shall be located and oriented in a manner that allows access and daily activities at all surrounding buildings. Access to all surrounding buildings and access ways must be maintained at all times throughout the duration of the project by the Contractor. Due to the location of the proposed work relative to existing buildings and access ways the Contractor shall coordinate location and orientation of the construction fence throughout the duration of the project, in order to maintain access and activities throughout the duration of the project.
The Contractor shall submit a construction fencing plan to the Project
Engineer and Owner’s Representative for review and approval prior to the commencement of work. The construction fencing plan shall be updated and revised as necessary throughout the duration of the project in order to maintain access to the access ways, and all surrounding buildings.
K. When a building is turned over to Contractor, Contractor shall accept entire responsibility therefore.
1. Contractor shall maintain a minimum temperature of 4 degrees C (40 degrees F) at all times, except as otherwise specified.

2. Contractor shall maintain in operating condition existing fire protection and alarm equipment. In connection with fire alarm equipment, Contractor shall make arrangements for pre-inspection of site with Fire Department or Company (Department of Veterans Affairs or municipal) whichever will be required to respond to an alarm from
Contractor's employee or watchman.
L. Utilities Services: Maintain existing utility services for Medical
Center at all times. Provide temporary facilities, labor, materials, equipment, connections, and utilities to assure uninterrupted services.
