AMENDMENT 00005 TO SOLICITATION 36C786-18-R-0287

RESPONSES TO RESQUESTS FOR INFORMATION FOR FORT SCOTT DB SECTIONS 18 & 19, PHASE II

QUESTION 1:Have there been any hydrologic studies completed for the site or the adjacent area. If so, can the studies be made available to the prospective bidders?
RESPONSE 1:No.
QUESTION 2:It is understood from the site visit, that cemetery staff has encountered ground water when excavating for interments. Has the volume of ground water encountered ever been sufficient to cause an open grave to collapse prior to or after placement of the casket?
RESPONSE 2:This information is not available.

QUESTION 3: Based upon responses to previously asked questions, it is understood that the contractor should "plan for site dewatering" during construction. Also based upon previously asked questions it is understood that "the design should eliminate the possibility of standing water within the pre-placed crypts", and the NCA has "no knowledge of any locations on or off site that would meet the requirements" necessary to "be used as a gravity fed groundwater discharge site for the subsurface drainage from the proposed crypt field". Given these three previous responses to questions, it is understood that some type of groundwater discharge system such as a lift station will be required to pump groundwater from the crypt field under drain system into the shallow storm water manhole located outside of the stone wall west of the pump station. Does the NCA have standard specifications for an appropriate lift station? In lieu of a standard specification, is an example detail of a lift station from a previous NCA project available?

RESPONSE 3: NCA standard specifications are located on the Technical Information Library (TIL) website, https://www.cfm.va.gov/til/ncaSpec.asp.

QUESTION 4: Is there a City, County or State regulatory agency responsible for environmental / groundwater issues which has jurisdiction over the site and will require permits to be issued in order to pump groundwater for construction dewatering; and on the long term to pump groundwater from the crypt field under drain system?

RESPONSE 4:It is the contractor’s responsibility to investigate this requirement.
QUESTION 5:What is the average depth from the surface to the groundwater?
RESPONSE 5:It is the contractor’s responsibility to investigate and determine this information.
QUESTION 6:What is the anticipated flow rate of the groundwater discharge system?
RESPONSE 6:It is the contractor’s responsibility to investigate and determine this information.

QUESTION 7: Will the groundwater discharge system need to be designed with a redundant "backup" pump?

RESPONSE 7: Any design solution will need to be designed and constructed to industry standards and perform as required.

QUESTION 8: Is electrical power for the groundwater discharge system available on site? If so, where on site is the power source?

RESPONSE 8: A potential source of electrical power is located on the south corner of Section 19; see the attached record drawing 893CM3011_E-1_RD.

See attached document: 893CM3011_I-7_RD.
