RESPONSES TO RESQUESTS FOR INFORMATION FOR SOLICITATION 36C78618R0287
FORT SCOTT DB SECTIONS 18 & 19
| 1. | Responses to RFI’s: |
| QUESTION 1: | Can you provide a layout of the current irrigation system? Is there any existing irrigation within the proposed construction sections? |
| RESPONSE 1: | See revised sheet RFP2. |
| QUESTION 2: | Would a 400’ by 400’ area within the fenced off area around the maintenance facility, be available for use; as a staging area for the crypts, soil, and other supplies needed on the project as well as the CONTRACTOR dumpster? If so we would agree to build a gravel access road from the project site including a culvert pipe and 22’ pole gate matching the existing pole gates. The area will be cleaned, graded to the original elevations and reseeded when work is complete. The road and gate would be left in place should the government choose to retain it. If not the gravel road and gate would be removed and reseeded in the existing maintenance area and new sod installed the area currently in use between the existing maintenance fence and project area. |
| RESPONSE 2: | Staging and storage will be on the west side of the project site. |
| QUESTION 3: | Have any double depth crypts been previously installed at the cemetery? If so, which burial sections are the crypts located in and has a drainage system been installed with the crypts? If so, where does the drainage system discharge? |
RESPONSE 3: No PPC’s have been installed at this cemetery.
QUESTION 4: It is understood that the project site has a significant issue with groundwater. i.e., shallow water table. Please reference the attached topographic survey detailing the area immediately north of proposed crypt Section 18. This survey was prepared as a construction aid during a previous project at Fort Scott which our team was involved in. Existing storm drainage to the east of proposed crypt Sections 18 and 19 discharges from a 30" HDPE pipe (invert elevation 878.05) into a concrete channel immediately north of proposed Section 18. Storm water flows across the concrete channel where it enters a 12 HDPE pipe (invert elevation 877.48). The 12" HDPE pipe discharges into a storm sewer manhole (invert elevation 875.52). Storm water flows out of the manhole through a 12" HDPE pipe (invert elevation 875.16) which daylights at a concrete valley gutter which runs along the surface parallel and adjacent to National Ave. Given typical double depth crypt construction methods with gravel base beneath the crypts set ± 7'6" below the existing surface (± elevation 880) and invert elevation of the crypt field drain piping set at ± 8'6" below the existing surface (± elevation 880) , the invert elevation of the proposed crypt field drain pipe is likely to be at an elevation near ± 871.5 or lower. Existing invert elevations of both the 12" HDPE drain pipe and the storm sewer manhole are too high to accept discharge from the proposed new double depth crypt installations in Sections 18 and 19. Is there a known location, on or off site, that can be used as a gravity fed groundwater discharge site for the subsurface drainage from the proposed crypt field?
| RESPONSE 4: | We have no knowledge of any locations on or off-site that would meet the requirements of the question posed. That would be the responsibility of the project designer. See revised sheet RFP for updated sections 18 and 19 boundaries. |
| QUESTION 5: | Is a permanent groundwater de-watering lift station discharging into the storm drain at the western property line of the cemetery required as part of the project construction? |
| RESPONSE 5: | The design should eliminate the possibility of standing water within the pre-place crypts. |
| QUESTION 6: | Will de-watering of the site be required during construction? |
| RESPONSE 6: | Plan for site de-watering. |
QUESTION 7: Will local permitting be required from the City of Fort Scott or County of Bourbon to receive the significant ground water discharge caused by dewatering of the site during construction or permanent placement of the lawn crypts?
RESPONSE 7: Unknown, this is the responsibility of the designer to determine.
QUESTION 8: Please reference Drawing No. RFP2 included in the Solicitation. Closed contour lines 879 and 880 indicate a shallow depression or "pond" associated with the concrete drainage channel and the HDPE drain pipes on either side of the channel. The pond extends through proposed Section 18 and into part of proposed Section 19. The pond functions as a storm water detention basin during major storm events. Will the detention basin need to maintain the same capacity upon completion of the project?
| RESPONSE 8: | See revised sheet RFP2 for updated sections 18 and 19 boundaries. The existing drainage condition will have to be accommodated. |
| QUESTION 9: | In order to avoid the known groundwater issues, would raising the elevation of the crypt field through import of fill material be an acceptable design solution? |
| RESPONSE 9: | It is the designer’s responsibility to provide a suitable design solution. |
| 2. | The proposal due date remains unchanged. |
