RFI Questions:

1. More than 20% of the stair treads are damaged beyond repair due to delamination. We believe nearly all of them are splitting/delaminating. Please advise how many of the stone stairs are to be replaced.

ANSWER: Replace all stone stair treads. Utilize existing stones where possible. Reset in new mortar.

1. The rostrum has water entering from the top and has damaged more than 60% of the stones with rust stains and/or efflorescence. The rust stains are likely coming from the anchoring system and the damage to it could be significant (the south façade appears to be pulling away from the rostrum structure, when viewed from the East). In addition, the foundation has moved and is causing the large separations between the base stones. These two problems are enough such that mortar and tuckpointing will not be enough to address a potentially serious loss of structural integrity. The scope as it is written does not address these structural or foundation issues. At a minimum, we suggest that the scope should include an engineering assessment of the rostrum. Alternatively, the stones should be salvaged, the anchoring system, substrate, and foundation should be surveyed for possible repairs or replacement, replace deteriorated stones, and reset all pieces. Please advise what additional scope will be added to address the rostrum structure and foundation.

ANSWER: Contractor shall include in bid proposal an professional engineering assessment of the rostrum and shall salvage existing stones where possible, and shall replace the anchoring system, substrate, and foundation to fully restore the rostrum. Contractor shall submit engineering firm to be used for review/approval by the Government, and this firm shall have minimum 5 years’ experience in historical renovation work.
