About this file
This document is an Amendment (A0001) to Solicitation 36C26325Q0370 for Mold Remediation Services at the Des Moines, Iowa VA Healthcare Center. The amendment extends the solicitation deadline to March 13, 2025, at 12:00 PM CDT and provides clarifications to potential bidders through a series of 26 questions and answers. The project involves comprehensive mold remediation of Building 25, a approximately 17,000 square foot facility that has been vacated due to high airborne microbial particle levels.
Key project specifics include removing approximately 8,000 square feet of carpet, 15,500 square feet of ceiling tiles, and an estimated 7,500 square feet of impacted drywall. The scope requires complete isolation of the HVAC system, negative air pressure containment, and thorough cleaning without replacement of removed materials. The contractor will be responsible for restoration of moved items, maintaining containment, and preparing the site for third-party clearance testing. The Department of Veterans Affairs (VA) Veterans Health Administration, Network 23 Contracting Office in Coralville, Iowa, is administering the solicitation, with an understanding that actual material quantities may vary from initial estimates.

Questions for Mold Remediation:
1. Section 1.04A states Bidders must be licensed as required by the Iowa Bureau of labor.
o All our employees will be our own employees and will not be temporary workers from Iowa. We are not an Iowa based company so will we not be ineligible to bid?
Iowa construction contractor licensing required.
2. Section 1.04 C Who is the “Owner” of the building and why would technical irregularities be able to be waived? Technically acceptable is Technically acceptable. If a bidder is not technically acceptable then why would that be waived?
Owner is VA. Owner has right to waive irregularities within an otherwise technically acceptable bid.
3. Section 1.05 Submittals, Does the VA want these submittals with the bid package or post award? (Respirator fit testing, equipment list, training and mold certifications, etc. Seems that the contractor should have to submit to be found eligible. Mold remediation companies have this data on hand and ready.
These submittals will be required post-award.
4. Section B.3 Price/Cost Schedule CLIN 0001 and 0002 reference a quantity of man hours for demolition and cleaning.
o Question is the quantity just a reference point? Or is it a firm fixed timeline?
Reference point. These quantities were estimates only and it is understood variations will likely occur. Reference points are for estimated crew hours and reflect an estimated contract period of performance.
o If the timeline is fixed how does the government know the exact time for the work to be completed, the government has not considered hidden mold issues that tend to occur with this type of damage.
Understanding that some unseen damage is to be expected, the timeline can be adjusted as necessary – with approval from Contracting Officer.
5. Section 1.02 Description states “The Contractor is responsible for restoring the work area and auxiliary areas utilized during the remediation to conditions at least equal to original conditions. (This excludes any material removed as part of scope.)” o What is this refereeing to, the statement contradicts itself and states restoration to original and then states excluding materials covered under scope.
Intent is to convey that materials removed do NOT need to be restored. However, if there are instances such as doors being taken off for access, furniture or appliances moved for cleaning need to be placed back.
o Does the VA expect the contractor to replace all ceiling tiles, impacted drywall and impacted insulation after obtaining final clearance Replacement/restoration of ceiling tiles, drywall, insulation is NOT included in the scope of this project.
6. Section 1.01 Paragraph B states “An estimate of the amount of material to be removed or cleaned is not given. The determination of the actual amounts, for quote purposes, is the responsibility of the Contractor.”
o If the government is removed, for quote purposes. How can then the government determine the amount of hours to be billed?
See questions 14, 15, 17 and 20 for material quantity estimates to be used as reference for bidding, o Will cost be adjusted on CLIN 0001 and 0002 if the VA limits and impedes the work progress of the project due to VA mandated work stoppage?
Yes.
7. Project Objective section states “25. Building to be placed under negative pressure, with additional units to be used as air filtrations. HVAC system to be isolated, all diffusers removed, cleaned, then set aside, all flex ducting to be removed” o Will the building be occupied by anyone other than the remediation contractor during the project?
No, it is currently and will remain unoccupied.
o If the building is unoccupied and the HVAC system is isolated then what is the purpose of negative pressure in the entire building other than entrance and egress points to eliminate the exit of fungal contamination?
Intent is to prevent contaminated air from “leaking out” into adjacent corridor and connected building.
o Can the building simply be placed in a continual state of air scrub and not then entire building held under negative pressure?
That should be sufficient, as long as air is not being pushed out into corridor and adjacent building 12.
8. Project objective section states “All carpet in the building to be removed. All ceiling tiles in the building to be removed. All drywall (including above the drop ceiling) that has microbial growth or moisture damage to be removed. All pipe and ductwork insulation showing evidence of growth or moisture damage to be removed.”
o The only pictures of the impacted area focus on areas located in the West side of the building. However the requirement is to remove all the carpet and ceiling tiles. What is the purpose of that in all ~50 rooms of the building if the entire building is not impacted.
The legend showing picture location is incorrect from a formatting error.
Correction attached.
o How is the VA determining that the removal and cleaning of the entire building will only take the allotted hours on CLIN 0001 and 0002? Since cleaning, ceiling tile removal, possibly insulation above the grid, pipe insulation, impacted drywall and possible additional unforeseen areas impacted cannot be accounted for?
These quantities were estimates only and it is understood variations will likely occur.
9. The SOW reads very similar to a Mold Remediation protocol created by a Mold
Assessment Consultant. Did the VA contract a consultant to create this document and can the full Mold remediation protocol be released?
The assessment was made and the full protocol has been shared in this SOW.
10. Section 3.09 Clearance testing states “Following the completion of cleanup operations, the Remediation Contractor shall notify the Owner (or Industrial Hygiene consultant selected by owner) when the building area is ready for clearance testing. Remediation Contractor will not be responsible for performing clearance testing. The Owner (via contracted Industrial Hygienist) shall arrange for collecting samples.”
o During this period the building will still need to be kept secure and containment in place and any air scrubbing equipment running. How long will this process take since the remediation personnel will still need to be present and all equipment will need to be kept in working order.
Where is the CLIN for this time period? And the subsequent teardown of the containment after clearance is achieved since the CLIN only cover man ours for demolition and cleaning?
Once remediation and cleanup is complete, contractor is to demobilize from site. Clearance testing will not be responsibility of remediation contractor.
11. What is the Clearance criteria for the project. The Clearance testing is covered but there is no criteria that tells the contractor to clean to what standard.
No testing metric. Final construction cleanup is to be performed - dust free, debris swept up, building clean of any remnants from demolition.
12. The Introduction / background states “Air quality testing in Building 25, VA Des Moines, revealed levels of airborne microbial particles that exceed an acceptable level for a healthcare facility. Due to this hazard, the building has been vacated of all patients and staff and will remain so until it is safe to occupy.”
o Can the mold and indoor Air testing results be released to determine the levels of mold, type of mold, and locations of samples within the building.
Will the same company who performed the initial testing be the company providing clearance of the project?
If deemed necessary testing results can be shared upon award.
13. Is there a current ICRA and PICRA for the project that can be released.
Can be reviewed upon award.
14. How many square feet is the building and all associated areas?
Approx 17,000sf.
15. Is the entire facility carpeted or only certain areas? How many square feet of carpet are there?
Approx 8,000sf carpet.
16. Is the Contractor responsible for replacing the carpet after clearance is obtained?
No.
17. Is the entire facility equipped with drop ceiling grid? How many square feet of drop ceiling is there?
Nearly all, estimated 15,500sf ceiling tile.
18. Is the contractor responsible for replacing the ceiling tiles after clearance is obtained?
19. What was the source of the initial intrusion?
Unknown at this time.
20. Does the VA have an estimate on the amount in square feet of the impacted drywall?
Estimated 7,500 square feet. The visible damage is shown in the pictures – but is understood further drywall that’s been impacted could be discovered throughout remediation.
21. Is the contractor responsible for replacing the drywall after clearance is obtained?
22. Does the VA have an estimate on the amount of pipe insulation that is impacted?
23. Is the contractor responsible for replacement of the pipe insulation after clearance is obtained?
No
24. Section 2.02 A Equipment states “ The Contractor shall furnish a copy of their calculations to obtain this air flow or static pressure if requested by the Owner.”
o We utilize and online real time system of monitoring for RH, temperature, negative pressure and various other parameters associated in mold remediation. The VA will have 24 hour access to this online portal which is specific to the project and is of the actual equipment being used on the project. Will this satisfy this requirement.
Yes.
25. The facility overhead floor plan was provided, however, can a detailed floorplan of room sizes, floor levels, impacted areas, areas sampled for fungal contaminations and better surrounding areas pictures be provided?
See attached D.3.
26. How many stories are impacted in the building the Section 3.07 references Level one, however the pictures and floor plan reference stairwells.
Only one level, stairwell leads to second level mechanical room where no remediation required.
