Traci Johannes Contracting Officer Questions Concerning Solicitation:

36C26324Q0255: Medical Gas Testing Minneapolis VA Medical Clinic

1. Question: On page 4, section 3, paragraph C of the solicitation states: The Contractor shall provide labor and materials to perform the required annual inspection and certification of the critical components of the piped medical gas systems including: Could you clarify what certification of the med gas system you are requesting? Typically, on these types of projects we provide a report detailing the findings of the inspection and any required (life safety) or suggested (to meet NFPA 99 code) corrective actions.

A: Contractor would certify that the systems comply (Pass/Fail). The inspection report would list the deficiencies. Depending on difficulty, the VA would repair some items. More difficult and time-consuming items would be repaired by the contractor.

2. Question: The SOW only refers to inspection, testing and certifying, however, the price/cost schedule has item numbers for each year (0001, 1001, 2001, 3001, 4001) to complete inspection, testing and certifying. There is also item numbers for repairs to med gas devices (0002,1002,2002,3002,4002). Could you please define the scope of repairs and a list of med gas devices that are to be included in the price/cost schedule? Is there a list of know deficiencies throughout the med gas systems? If so, what of those repairs are to be included in this proposal?

A: In the event something needs repaired, we will have funds set aside to do these repairs. If the system needs to be replaced a separate contract and SOW would need to be created. Systems are brought up to code during renovation projects.
