Traci Johannes Contracting Officer Questions Concerning Solicitation:
36C26324Q0255: Medical Gas Testing Minneapolis VA Medical Clinic
1. Question: Is a certified ASSE 6040 medical gas maintenance Personnel certification also acceptable? This is the industry standard for technicians to do maintenance and testing in medical hospitals. The 6020 certification is designed to be a state inspector and is only typically used at the time of new construction for rough in inspections. We employ 6030 and 6040 techs.
A: Yes, ASSE 6040 would be acceptable.
2. Question: Section 3.c.f states inspections will not interrupt patient care. This will require inspections to be performed during regular hours and after hours. What percentage of the medical gas outlets will need to be inspected after hours Monday through Friday?
A: Patient care is a fluid situation at the MVAHCS. I would estimate 25% would be after normal dayshift hours.
3. Question: Section 2.a and pricing CLIN’s 0002, 1002, 2002, 3002 and 4002 states contractor to make repairs to the Medical Gas System. Can you provide an annual cost for repairs on the med gas systems over the past 5 years to give us an idea of annual repair budget? If not, please see question #3 below?
A: Under this inspection contract, there is funding set aside for repairs. If repairs exceed that amount (annually) we would need to create a new contract to have items repaired. Our maintenance shop will do some repairs in house.
4. Question: Would the VAMC provide a budget price to be used by all contractors for pricing CLIN’s 0002, 1002, 2002, 3002 and 4002. Providing the most accurate price quote for repairs is completed after each inspection. Pricing for repairs is then based on the results of an actual inspection and actual quantity of the required repairs. This approach makes sense to the entire project team as the VAMC only pays for the required repair?
A: There will be funds set-aside for these CLIN’s. The MVAHCS will decide if the repairs will be done in-house or allow the contractor to perform the repairs. If repairs exceed the CLIN, a separate contract will need to be established for these repairs.
5. Question: Please provide complete drawings detailing the current medical gas system?
A: Drawings are available but not up to date. There is no guarantee on accuracy.
6. Question: Please provide a list containing source equipment (pumps, compressors, manifolds, etc.) for nitrogen, nitrous oxide, carbon dioxide, oxygen system, compressed medical air and Surgical vacuum.
A: (2ea) Medical Vacuum pumps replaced 12/2023, (6 each) pumps and manifolds are: nitrogen, nitrous oxide, carbon dioxide. Oxygen is on a bulk system.
7. Question: Please provide information on Type of piping to include brazed, soldered, MediTrac pipe, connections, and location and quantities of flex connectors
A: Copper Brazed. Unsure about flex connectors. Pin index connections, DISS in OR ceilings.
8. Question: Please provide a List of alarm panels connected to emergency power and power feed location, make and model of all alarm panels
A: Beacon Medaes. All connected to emergency power.
9. Question How are repairs to be determined per scope of work (equipment or components included or total dollar value for each repair occurrence?
A: MVAHCS will determine if repairs will be done in house or have contractor do repairs. Funding will be set aside for repairs.
10. Question: Please announce a time and date for a site visit.
A: The SOW in paragraph 3A authorized contractor to come out for a site visit. The following dates are authorized: Feb 15 – 8 AM to 12 noon. Feb 20 – 8 AM to 4 PM. You may contact Carl Berning at carl.berning@va.gov or telephone at 612-629-7888 to schedule.
