About this file
This document provides responses to questions regarding solicitation number 36C26323Q0983 from the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 23 for mobile MRI services. The solicitation requires one MRI technologist to work from 7:00am to 3:30pm Monday through Friday using a 1.5 Tesla Siemens Aera mobile MRI trailer on site. It also requires two MRI assistants, with the first working from 7:00am to 3:30pm and the second from 1:30pm to 10:00pm Monday through Friday to assist VA staff MRI technologists. Overtime including weekend hours is possible to accommodate schedule changes from ongoing construction. The responses clarify that the incumbent contract is being extended due to construction delays, overtime is probable but not guaranteed, and equivalent MRI equipment will not be considered due to the need to standardize scanning protocols with the existing on-site 1.5 Tesla Siemens Aera system. Offers are due by August 31, 2023 at 11:00am Central Time.

The purpose of this Solicitation Amendment is to provide a response to solicitation questions. The offer due date and time remains unchanged.
See second page for a list of questions and responses.
John Becker Contracting Officer
VA-VHA-2020-BEE57D1B
The purpose of this Amendment is to respond to solicitation questions.
1. QUESTION: Is this a new project or do they already have this service from another vendor and are just rebidding it?
RESPONSE: A current contract is in place. Due to delays in an on-site construction project, this contract is being announced to continue services until the construction project has completed. Although this contract includes options, there is no guarantee whether they will be exercised.
2. QUESTION: Why does the second aide need to be there until 10 PM if the actual tech is done at 3:30? The aide can’t run the equipment. What will the second tech be doing?
RESPONSE: The MRI Assistant will be working evenings inside the department with VA night shift people. The second aide will assist in the hospital MRI department.
• 1 MRI tech to work 7:00am to 3:30pm Monday-Friday (in the MRI trailer)
• 1 MRI Assistant to work 7:00am to 3:30pm Monday-Friday (in the MRI trailer)
• 1 MRI Assistant to work 1:30pm to 10:00pm Monday-Friday (in the MRI department) (this Assistant will be working with two VA staff MRI Technologist).
Construction happens at night around the VA sometimes the night shift may have to be moved to days due to interruption in our schedule, the Assistants hours may be shifted to the weekend because of the interruption.
• The possibility to work weekends would be for all three individuals using overtime, there are hours written into the contract for overtime hours.
3. QUESTION: In the RFP you state no overtime will be approved but in the price sheets you have calculated overtime. Please clarify.
RESPONSE: There is a high probability that overtime may be needed on occasion.
4. QUESTION: Are you asking that the MRI technologist to work 7-10 pm? The request is for one FTE (full time employee) MRI tech. And 2 assistants. However, based on the assistants needed and hours that means the MRI tech would be working 7am-10pm and possibly weekends. Please see below.
II. The MRI Assistants 1 and 2 shifts shall be:
4.4.1 Assistant 1: Monday through Friday 7:00 AM to 3:30 PM (equates to 40 hours per week)
4.4.1.1 Hours are subject to change depending on government needs.
4.4.2 Assistant 2: Monday through Friday 1:30 PM to 10:00 PM. Saturday and Sunday coverage may be required.”
RESPONSE: The requirement is for:
5. QUESTION. Would the VA consider an equivalent alternative for FDA Approved Mobile MRI
Trailer, Siemens Aera 1.5 TESLA, contract line item 0001AA?
RESPONSE: Current MRI technology on site is a 1.5 Siemens Aera. We want to match the system that is already on site to assist in alleviating our current capacity issues with specialty exams. With both MRIs the same, scanning protocols will remain standardized to our facility protocols, all studies can be scanned on either system. This will reduce the variability of images presented to the Radiologists for interpretation. When we speak about protocols, we are talking about the software used to process the MRI images. So yes, there are software compatibility issues. We would have to build and test 169 protocols. Also, we have a large liver scanning program and patients are being followed with multiples scans.
Same system makes comparisons easier for the Radiologists.
