About this file
This document is an Amendment (Amendment Four) to Solicitation 36C26225Q0880 for a Window Washing Contract issued by the Department of Veterans Affairs (VA) in Phoenix, Arizona. The amendment primarily addresses vendor questions about the solicitation, clarifying key details such as building characteristics, service requirements, and submission procedures. The contract involves window washing services for a facility with a main building of 7 stories, requiring cleaning twice per year (ideally in October/April or November/May), with no pre-existing roof anchor points for window washing apparatus.
Critical solicitation details include a site visit scheduled for June 4, 2025, at 9:00 AM, with proposal submissions due by June 24, 2025, at 1:00 PM MST. Vendors must submit all documentation to Felicia Simpson via email at Felicia.Simpson@va.gov. The VA is open to innovative approaches, including drone-assisted cleaning technology, and notes that contractors must supply their own equipment. Notably, the VA has not provided a precise window count, encouraging potential vendors to conduct their own estimates during site visits. Failure to submit all required documentation or acknowledge amendments will result in offer rejection.

QUESTION AND ANSWERS WINDOW WASHING 36C26225Q0880
1. What is the maximum building height? Do high rise buildings have certified anchors to support window washing apparatus?
ANSWER: Not Sure of the max height but the tallest building (main building #1) is 7 stories / 7 floors. No, there is no roof top anchor points; work must be performed from other lift resources. i.e. ladders, scaffolding, power lifts, etc…
2. How many skylights require cleaning? What is their height above a stable work surface? Is there an atrium?
ANSWER: Not aware of any skylights and we do have atrium’s, glass is accessible at floor level access, no specialized equipment/requirements.
3. Is the Plan of Service to be submitted after award?
ANSWER: Service plan can be submitted after award, however; intent is for twice per year service (once per six months). Ideally, service would be conducted October and April or Combinations thereof like November and May (these months seem to have the best Weather-wise working combinations).
4. Will the VA accept a proposal in electronic form? The instructions are fuzzy.
ANSWER: Per page one of the solicitation all offers are to be submitted to the contract specialist Felicia Simpson at felicia.simpson@va.gov.
5. SAM is intended to provide Reps and Certs. Are there unique issues that must be addressed for the instant requirement?
ANSWER: Not that I am aware of.
6. When is a site visit scheduled? This information is needed prior to the Q&A closing date.
ANSWER: None are currently scheduled; however, I am available for site visits at any time needed / requested. Site Visit is scheduled for June 4, 2025, at 9:00 AM see attached map for meeting location.
7. Could you confirm the 6/24/25 closing date?
ANSWER: Yes, the closing date of the solicitation is 6/24/25.
8. We would like to confirm whether the use of drone-assisted cleaning technology would be acceptable under this contract.
ANSWER: Window washing drone-assisted cleaning technology is creative and welcomed.
9. Is there equipment on site for the building with the 6 levels?
ANSWER: Contractor would supply the equipment (either own or rent) we (VA) do not have or supply for their use.
10. Would it be possible for a list of attendees from the site visit to be posted or made available?
ANSWER: Unfortunately, we are unable to share the list.
11. During our attendance, we conducted a preliminary window count. Can the VA please confirm whether there are indeed 5,000+ windows (to be cleaned inside and out) at this facility, as that appears to be the case based on our estimate?
ANSWER: VA has no actual count of the total number of windows and/or sizes. Any potential vendor/contractor is more than welcome to do either an estimate or even an actual count.
