ALL OFFERS SHALL SUBMIT ALL DOCUMENTATION UNDER SECTION E and all AMENDMENTS, failure to provide any required document and acknowledgment of all amendments will result in the offer to not be acceptable and will not be evaluated.
Contractor shall sign clause 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING-CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (JAN 2023) (DEVIATION) pg 19 of the solicitation.

Site visit information
A pre-proposal site visit is planned for June 4, 2025. Interested Offerors must register with the contract specialist via e-mail at felicia.simpson@va.gov by 1:00 pm MST no later than June 2, 2025. Registration is dependent on Offerors identifying members attending the site visit. The site visit is to give potential offerors the opportunity to see the site location and determine if the Government's need can be met, attendance at the site visit is highly recommended.
Questions about the solicitation or questions that arise during or after the site visit must be submitted to contracting by e-mailed to felicia.simpson@va.gov within 24 hours of the site visit. Questions will be posted on SAM.gov.
Meeting location and a point of contact will be provided to registered interested Offerors.

QUESTION AND ANSWERS WINDOW WASHING 36C26225Q0880
1. What is the maximum building height? Do high rise buildings have certified anchors to support window washing apparatus?
ANSWER: Not Sure of the max height but the tallest building (main building #1) is 7 stories / 7 floors. No, there is no roof top anchor points; work must be performed from other lift resources. i.e. ladders, scaffolding, power lifts, etc…
2. How many skylights require cleaning? What is their height above a stable work surface? Is there an atrium?
ANSWER: Not aware of any skylights and we do have atrium’s, glass is accessible at floor level access, no specialized equipment/requirements.
3. Is the Plan of Service to be submitted after award?
ANSWER: Service plan can be submitted after award, however; intent is for twice per year service (once per six months). Ideally, service would be conducted October and April or Combinations thereof like November and May (these months seem to have the best Weather-wise working combinations).
4. Will the VA accept a proposal in electronic form? The instructions are fuzzy.
ANSWER: Per page one of the solicitation all offers are to be submitted to the contract specialist Felicia Simpson at felicia.simpson@va.gov.
5. SAM is intended to provide Reps and Certs. Are there unique issues that must be addressed for the instant requirement?
ANSWER: Not that I am aware of.
6. When is a site visit scheduled? This information is needed prior to the Q&A closing date.
ANSWER: None are currently scheduled; however, I am available for site visits at any time needed / requested. Site Visit is scheduled for June 4, 2025, at 9:00 AM see attached map for meeting location.
7. Could you confirm the 6/24/25 closing date?
ANSWER: Yes, the closing date of the solicitation is 6/24/25.
