About this file
This document is a Justification for a Single Source Award under Simplified Acquisition Procedures (SAP) for a requirement to acquire a pharmaceutical labeling machine from CVC Technologies. The Department of Veterans Affairs, VISN 22, NMVAHCS Medical Center, Cooperative Studies Program, Clinical Research Pharmacy Coordinating Center has a requirement for the CVC Technologies Model M430C4-U1 Front/Back/Wrap Labeling Machine at an estimated cost of $54,555. The justification cites unique characteristics of the CVC labelers that are currently in use, stating that purchasing from a different manufacturer would result in lost time and money for training, installation, and calibration, as well as raise safety concerns related to potential misuse of pharmaceutical components and clinical data. The market research conducted could not identify any other small business distributors of the US-based global manufacturer's recommended equipment. This document serves as the solicitation for a brand name only, firm-fixed-price contract under NAICS code 333993, with an open market competition.

Last Updated: 02/01/22 Page 1 of 1
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) (Brand Name Only)
Acquisition Plan Action ID: 36C262-24-AP-5749
1. Contracting Activity: Department of Veterans Affairs, VISN 22, NMVAHCS Medical Center, Cooperative Studies Program, Clinical Research Pharmacy Coordinating Center has a requirement for acquiring pharmaceutical labeler. 2237# is 501-24-4-408-0265.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The CVC Technologies Model M430C4-U1 - Front/Back/Wrap Labeling Machine is the subject of the proposed acquisition. As part of numerous clinical studies, pharmaceutical bottles are currently being labeled by six CVC labelers. The total estimated cost is $54,555.00.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Purchasing from a different manufacturer would hurt the government in terms of time and money lost on additional training, installation, and calibration requirements; it would also raise the possibility of pharmaceutical components, chemicals, and clinical data being misused, which is closely related to patient and healthcare provider safety at VA hospitals.
4. Description of market research conducted and results or statement why it was not conducted:
Market research includes VIP Query, reviewing the results of recent market research, querying the government wide database, and publishing sources sought notice through SAM.gov. VIP query and other searches failed to identify two or more Small Business distributors of US based global manufacturer’s recommended equipment, manufactured in Taiwan.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
