The purpose of this amendment is to provide answers to questions.
QUESTIONS AND ANSWERS
Question 1: Does VA Loma Linda require containment units to be used during the scheduled cleaning for all or any for the heads? Please identify counts if yes.
Answer 1: Yes, 20%.
Question 2: If yes, does VA Loma Linda provide containment units for our technicians to use?
Do they assist with setup/ takedown?
Answer 2: No.
Question 3: What percentage of the 9,900 heads will require off hours cleaning? What percentage require weekend cleaning?
Answer 3: 25%. Either off hours or weekend.
Question 4: Can the off hours required for cleaning be billed against the over and above maintenance repair contract once hours are realized?
Answer 4: No.
Question 5: Per NFPA 25 – “it is permitted to clean sprinklers with compressed air or by a vacuum provided that the equipment does not touch the sprinkler.” The RFP suggests using a whip brush to clean the heads – is this something VA Loma Linda is insistent on using despite the code?
Answer 5: At a minimum a hepa vacuum, no compressed air.
Question 6: Can compressed air be used for heads not able to be cleaned by a vacuum?
Answer 6: No.
Question 7: Are there any sprinkler head locations that require a lift or ladder taller than 12ft? If yes, how many?
Answer 7: Yes, auditorium.
Question 8: Can the VA Loma Linda confirm there is no above ceiling work required?
Answer 8: No interstitial work.
Question 9: Are there any special permits required by the hospital or AHJ to if necessary to go above ceiling?
Answer 9: No above ceiling work.
Question 10: Can we get plans showing specifically which areas need to be done after hours?
Answer 10: Yes.
Question 11: Are we only cleaning heads at the ceilings, or will we include sprinklers in areas where there is exposed pipe?
Answer 11: Just sprinkler heads.
Question 12: Is there a limit to the size of the crew we can have working at any one time?
Answer 12: No.
Question 13: What can we expect as far as accessibility to all areas and all rooms as we move through the building?
Answer 13: There will be times when a crew will have to leave and return to an area. Patient Care is priority.
Question 14: What will be the procedure for gaining access through locked doors?
Answer 14: VA escort.
Question 15: Will we need to provide advanced notice to occupants of various offices, work spaces, etc.?
Answer 15: Yes.
Question 16: Can you provide a copy of the site visit sign in sheet please?
Answer 16: No.
Question 17: Can all of the work be performed after hours to minimize intrusion/obstructions to patients or staff?
Answer 17: No.
Question 18: The solicitation states under Vl. Licensing Requirements that the "OFFEROR" must have the following:
• 30-hour Occupational Safety and Health Administration (OSHA) safety card.
• C-36 Plumbing Contractor License
• C-16 Fire Protection Contractor License Can you clarify if this pertains to the GC or the Sub Contractors doing the work?
Answer 18: The contractor performing the work.
Question 19: How many buildings are on the campus that will need to be cleaned? Do you have a campus map?
Answer 19: Main Hospital only.
Question 20: What is the accessibility to each building? I assume we can get into most of the buildings during business hours—but the hospital may have areas that need to be done before/after business hours. Can you give me an idea of ‘restricted’ rooms, such as OR’s (how many are there)—patient rooms, clinical areas etc.
Answer 20: Nine (9) OR’s.
Question 21: Are there buildings that will require a man-lift in order to reach the heads to be cleaned?
Answer 21: Yes.
Question 22: Can you be more specific as to what your ‘report documenting the cleaning of the sprinkler heads and fire sprinklers not in compliance’ should look like? Are we only stating that each building had all sprinkler heads cleaned and found XYZ heads to be out of compliance, therefore need to be replaced? How granular does the report need to be? You will provide the report by area, i.e., 2SW, 2NE Answer 22: To be determined by COR.
Question 23: Can you explain CLN 0002 Emergency/over & above maintenance/repairs? a.III.
Objectives states: i. Contractor shall prepare an estimate for the fire sprinklers heads/escutcheons needing to be repaired, added, adjusted, or replaced. If we are preparing a quote for repairs, then what is CLN 0002 asking for?
Answer 23: This line items is as needed basis; nothing is required at this time.
