Questions/Answers to Solicitation 36C26219R0064 Hazmat Removal and Disposal for the VA Greater Los Angeles, Loma Linda, San Diego, and Long Beach Healthcare Systems

1. Question – After reading through the solicitation there appears to be a conflict with the pricing structure. The Waste Containers section states: The contractor shall provide all appropriate collection containers at no cost to the government. However, there are multiple attachments for the cost of the supplies. How are we to interpret the pricing structure?

Answer - We will need the containers listed in the pricing spreadsheets (5 gallon liquid containers, light tube containers, 55 gallon drums, etc.). The containers will be provided at no cost by the contractor and the Government will pay for the pickup, removal, and disposal. The line items in the pricing spreadsheets reflect the cost of the service for each container type, not for the containers themselves.

2. Question – The Solicitation states the contractor is responsible for all labor in accordance with the scope of work. Specifically relating to the labor, is there an expectation for the contractor to collect waste containers from the points of origin/accumulation, or solely the loading docks?

Answer - The Government will require technicians for decanting and formalin consolidation. A degreed chemist (holds at least a bachelor’s degree in chemistry) is needed for proper segregation and manifesting for shipment on site. Both technicians and chemists may be needed away from the loading docks for other than normal pickup at the accumulation areas.
