The purpose of this amendment is to answer the questions that were submitted for the Solicitation.

Please see the attached answers to questions for the VA Greater Los Angeles, Loma Linda, San Diego, and Long Beach Healthcare Systems.

Questions/Answers to Solicitation 36C26219R0064 Hazmat Removal and Disposal for the VA Greater Los Angeles, Loma Linda, San Diego, and Long Beach Healthcare Systems

1. Question – In Section B.3 Section 10. B. Characterization of waste - Is the government requiring that full laboratory analysis be done on all waste streams? Or are the other methods available to profile the waste, such as generator knowledge, msds, etc.?

Answer - Either analysis or generator knowledge, depending on the situation. The VA Healthcare System relies on the hazardous waste contractor to profile and characterize the many varied waste streams in research, clinical, and industrial areas that include a large medical center with a large research laboratory and regional laundry. Chemical analyses as well contractor awareness of generator’s waste streams are essential. The VA Healthcare Systems do not maintain such profiles and rely on the contractor’s expertise to develop them. This requires a degreed chemist with the field experience to recognize wastes and manifest the wastes appropriately, not just a 40-hour HAZWOPER trained technician.

2. Question – In Section B.3 Section 10. E. Waste Containers - Are the containers that the contractor is to supply at no cost to the government, on a like for like basis? In other words, all waste containers that the contractor is to supply, the contractor will then dispose of?

Answer - Containers shall be like for like when despised. All waste containers and disposal are to be supplied as part of the contract. As such, one time use, DOT specification grade hazardous waste containers are to be supplied.

3. Question – Is this a new requirement or is there a current or previous contractor who has performed similar services? If available, can you please provide the incumbent contract or task order number?

Answer – The current BPA contract is VA262-14-A-0030 and contractor name is: North State Environmental.
