About this file

This document is an amendment (Standard Form 30) for a Department of Veterans Affairs solicitation for a Historical Site Assessment and Radiological Final Status Survey. The solicitation (Number 36C26125Q0963) involves a radiological survey at a VA facility, with a response deadline of September 25, 2025, at 2:00 PM PDT. The amendment includes a set of questions and answers providing critical details about the project, such as regulatory oversight by the National Health Physics Program (NHPP), confirmation of radionuclide usage, and waste disposal expectations.

Key project details include a focus on historical site assessment and final status radiological survey, with specific considerations for potential radionuclide contamination. The survey will utilize release criteria from NUREG-1757, Volume 2, Appendix H, and involve examining various rooms where radionuclides were previously used. The contractor will be responsible for survey work and any waste generated during performance, with Stanford Health Physics available to assist with potential radioactive waste disposal. The project is administered by the VA Sierra Pacific Network (VISN 21) Network Contracting Office located in McClellan, California.

The purpose of this amendment is to post Questions and answers and post the Final List of Rooms

Jose Henandez Contracting Officer

1. I see the NRC is the primary regulatory agency for the licensing of the VA. Tidewater does possess a NRC Service Provider License permitting us to perform Decommissioning and Decontamination work. My question is regarding the State of California CDPH Radiologic Health Branch. Will they be involved in this effort to review plans, data and reports?

The NHPP, National Health Physics Program, that serves the NRC, will be involved in reviewing the plans, data, and reports, not the CDPH.

2. Does the VA have documentation regarding when the last use of radionuclides occurred in each of the rooms?

Dates of last known use have been added to the updated list of rooms (attached).

3. Does the RSO issue Authorized User Permits for the research that occurred in each of the rooms over the years? If so, are these available to review?

Yes, but these should not be needed for a historical site assessment. Not something we have ever been asked.

4. Is the list of radionuclides in the RFQ reliable or should we expect to identify additional radionuclides? If additional radionuclides are identified, they may cause a revision to the survey instrumentation and methods.

The list of radionuclides is reliable and pulled from our database.

5. Are the release criteria (Derived Concentration Guideline Levels) to be used those from NUREG 1757 Vol 2, Appendix H?

The values presented in NUREG-1757, Volume 2, Appendix H, serve as a recognized source of release criteria for decommissioning and site cleanup activities under the U.S. Nuclear Regulatory Commission (NRC) regulations.

6. The RFQ mentions Cs-137 as one of the isotopes used. It does not show up on the table included in the RFQ for radionuclides used in the various rooms. Was the listing of Cs-137 a mistake?

The Cs-137 mentioned was a sealed source inside of a liquid scintillation counter and had no evidence of leakage.

7. Regarding the removable furniture and chemicals in the labs, will the VA remove the desks, chairs, file cabinets, etc. prior to the surveys? It is typically viewed that if the removable items are gone before the survey start, they no longer become part of the MARSSIM survey and instead are removed from radiological control based upon VA procedures.

VA can remove removable items if needed.

8. In Section 3.7 of the RFQ, it discusses waste disposal. Can you clarify if we would be responsible for waste packaging and disposal? This is difficult to budget as the quantities and activities are unknown.”

The contractor is only required to dispose of waste generated in performance of the contract. These spaces had terminal surveys done by VA and Stanford Health Physics after the spaces were vacated, and no contamination was found. Stanford Health Physics can dispose of small amounts of radioactive waste, if needed.
