About this file

This document is an amendment to a solicitation for HVAC chiller maintenance services for the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21. The amendment provides responses to offeror questions regarding the scope of work. It clarifies that the inspection of 39 chillers located across three VA facilities and development of a deficiency list must be submitted within 30 days of award, with corrective action scheduling to follow. Completion of the inspection and list within 90 days of award would be acceptable. Pricing for additional labor hours beyond the scope of the contract is to match rates in the contract. The requirement is new and there is no incumbent contract. Annual maintenance was last performed over 12 months ago on all equipment.

Rico Johnson Contracting Officer Questions and Answers 36C26123Q0535

Questions:

RFI 1. Page 8 of 74, 9.1, states that, “Immediately after contract award and no later than 30-days thereafter, the Contractor and the Government shall conduct a thorough inspection of the inventory (as detailed in Attachment A) and develop a list of existing deficiencies and required corrective actions”. This contract encompasses three separate VA locations and a total of 39 separate chillers. Please clarify if the VA means inspection and development of a list of existing deficiencies must begin within 30-days or that it must be completed within 30-days.

RFI 2. If the VA means inspection and development of a list of existing deficiencies shall be completed within 30-days, could the VA extend this period to 90 days after award?

RFI 3. If the VA did means inspection and development of a list of existing deficiencies shall begin within 30-days of award, how long will contractor have to complete this process?

RFI 4. Page 10 of 74, states, “The Contractor shall price labor hours within the price quoted in CLIN 1 in Section B, SUPPLIES OR SERVICES AND PRICES”. We do not see where contractor is to price labor hours, could the VA clarify where contractor is to provide this pricing?
