Joleo Dianala Contracting Officer Solicitation Questions and Answers 36C26123Q0017 Administrative Medical Support Assistant (MSA) Staffing

1. In looking at the Wage Determinations for the VISN 21 MSA RFP – does this RFP consider the skill level to be a “Medical Record Clerk” or a “Medical Record Technician” skill level?

· Based on the Department of Labor’s “SCA Directory of Occupations – Fifth Edition,” the program office believes the Medical Support Assistant (MSA) role aligns best with the labor category called “Medical Assistant” as the MSA position performs clerical tasks related to the administration of the office, make notes on patient records, and schedules patient appointments. The MSA will be using the computer to perform administrative duties.

2. Is this a SCA contract?

· Yes.

3. To confirm, is this a 4 year contract - 2023 to 2026?

· Yes. Reference the Price Schedule for the period of performance.

4. The PWS states that personnel need 6 months of experience - in what?

· The Performance Work Statement section 3.2 has been revised to clarify what type of experience is required.

5. Please provide the Statement of Equivalent Rates.

· Reference FAR 52.222-42 on page 59-60.

6. Please confirm that offerors are not required to submit past performance.

· Yes. The Government will review performance data available on Contractor Performance Assessment Reporting System (CPARS) to evaluate past performance.

7. Please confirm how a best value determination will be made.

· Carefully read VAAR 852.273-73 Evaluation – Health Care Resources (NOV 2021).

8. Are PTO and Holidays billable under this contract? We noticed the government is using 2,080 hours in the CLINs. Please confirm if awarded vendor will be paid only for hours worked, a firm fixed monthly price, hours worked plus PTO/Holidays, or some other method?

· PTO and Holidays are not billable under this contract. The Government will only pay for hours worked.

9. Why is this solicitation being released at this time?

· The solicitation is released at this time to ensure there is sufficient time for vendor quote preparation, technical evaluations, and the Government’s review process.

10. Is this work being outsourced today? Who is the incumbent? What is the current contract number?

· Yes, there is an incumbent contractor in place. The remainder of the questions must be requested through the Freedom of Information Act.

11. Will the Government reimburse the cost of PPD/TB screenings/testings, Hepatitis B vaccines, rubella testing, varicella testing, and any other required testings or vaccines?

· No.

12. What is the timeframe for submitting questions relevant to Solicitation #36C26123Q001 — VA Health Care System San Francisco Region?

· Please submit questions no later than October 20th 12pm PST.

13. Regarding Instructions to Offerors — Proposal Format - Part II Technical, is there a page limit for Staffing Service Plan, Quality Assurance Surveillance Plan, Candidate Resumes? Will the Table of Contents be counted as part of the page limit? What is the Government’s preference regarding formatting: Font and Font Size for Text and Graphics, Page Margins, Sentence Spacing, Header Size and Required Header Information, Preference for Page Numbering.

· There is no page limit; however, quotes shall be clear, concise, and shall include sufficient detail for effective evaluation for substantiating the validity of stated claims. The quote should not simply rephrase or restate the Government’s requirement, but shall address how the Vendor intends to meet these requirements. Although not required, 11 or 12 size font for text is preferred, graphics should be clear (if applicable), and the headers for each technical factor should preferably be “Staffing Service Plan,” “Quality Assurance Surveillance Plan” and “Candidate Resumes.” Vendors are advised that large attachments to emails may delay transmissions and should plan accordingly. The Government must receive the quote no later than the specified due date and time of the solicitation.
