About this file

This document is a set of responses to Requests for Information (RFIs) related to Solicitation Number 36C26024R0017 for the 648-24-102 Correct Fire Sprinkler Deficiencies project.

The key details are:

  • The existing dry sprinkler heads on a glycol system can be reused, with the glycol solution also being reused. The total glycol system capacity is 45 gallons across 3 areas.
  • Additional access panels can be installed to access the existing sprinkler heads that need replacing.
  • The VA will defer the Notice to Proceed or allow a no-cost time extension if material lead time issues arise after submittals are approved.
  • No special testing is required for this project, and the site superintendent can serve as the SSHO and CQC if qualified.
  • The VA does not expect any hazardous materials to be encountered, but if any are found, it will be considered a differing site condition.
  • The VA will provide the hazardous material survey, as-built drawings, and mechanical drawings after contract award.
  • No special ICRA barriers are required for the interior work, but precautions for aspergillus will be needed for the exterior work.
  • Pre-placement TB testing and an outside inspection agency for penetrations are not required for this project.
  • The contractor will only need to replace the sprinkler heads shown on the drawings, not all heads on a line.

648-24-102 RFP 36C26024R0017

RFI:

1. Sheet note 2 on drawing F2.0 states that 32 existing dry heads will be replaced with conventional quick response heads. These existing heads are on a glycol system. When the system is drained, will the glycol solution be able to be re-used, or will the contractor need to replace the glycol solution?

a. Glycol Solution to be reused.

2. What is the capacity of the glycol system mentioned in sheet note 2 on drawing F2.0?

a. There are 3 different areas shown under note 2 and each area is separate from each other. The capacity is as follows: 101 loading dock area is 12 gallons, main loading dock area is 25 gallons, and the garbage compactor area is 8 gallons.

3. If needed, will additional access panels be able to be installed to give access to the existing heads to be replaced that are shown on drawing F2.0?

a. Yes

4. Will the VA either defer the Notice To Proceed or allow for a no-cost time extension if material lead time difficulties are encountered subsequent to submittal approvals?

a. Yes

5. Specification Section 01 00 00, Part 1.2-C states that the Testing Laboratory will be retained by the VA. Will the VA confirm that the Testing Laboratory will be retained by the Contractor?

a. This project will require no special testing.

6. Will the VA clarify whether the Contractor’s Site Superintendent, if duly qualified, may also serve in the roles of SSHO and CQC, or will a separate individual be required for either of those two roles?

a. The site superintendent, if duly qualified, may serve in the roles of SSHO and

CQC.

7. Does the VA expect any hazardous materials (ACM, transite, etc.) to be encountered during the course of this project? If not, will the VA confirm that if any HAZMAT is encountered, it will be considered a differing condition?

a. The VA does not expect any hazardous materials to be encountered and if there are it will be a differing site condition.

8. Will the VA provide the current Hazardous Material Surveys for the areas involved with this work?

a. Yes, after contract award.

9. Will the VA provide as-built drawings for the Site Utilities in the areas of work and mechanical drawings for the inside areas?

a. Yes, after contract award.

10. Will the VA specify the ICRA requirements for the inside work?

a. All inside work for this project is within mechanical rooms. Therefore, no special barriers will be required. Personnel will be required to remove dust and debris from their clothes and shoes prior to exiting the mechanical rooms. The general contractor will be required to maintain a way for personnel to clean off debris.

The outside work will require precautions to prevent the spread of aspergillus.

Precautions are typically wetting down or covering excavated soil.

11. Specification Section 01 35 26, Part 1.13 requires pre-placement TB testing for all personnel on the project. Will the VA clarify if this will be required for this project?

a. Not required for this project.

12. Specification Section 07 84 00, Part 1.06-A requires an outside inspection agency to test and review all penetrations of rated assemblies. Will the VA clarify if this will be required for this project, or will the VA perform these inspections in-house?

a. An outside inspection agency will not be required to test and review all penetrations and rated assemblies. All penetrations and rated assemblies will be installed by a certified installer and those penetrations and rated assemblies will each be labeled with the product and reference to the approved method for that particular penetration or rated assembly.

13. I just spoke with a fire sprinkler contractor regarding this project. He informed me that the national fire code requires the changing of all sprinkler heads on a line to be replaced with quick response heads if any other sprinkler head on that line is replaced.

Will the contractor be required to replace more heads than what is shown on the drawings to satisfy this requirement?

a. The contractor will only be required to change the heads shown on the plans.
