B.3 STATEMENT OF WORK
1. Contract Title. Security Camera System Upgrade – VA Puget Sound – Seattle Campus
2. Background. VA Puget Sound, Seattle Campus operated a video surveillance system that was first installed in 2008 and has been modified several times in the intervening years. The varied installation in hardware types, and varied ages of the installed equipment, led to increased failure of this system over time and has reached its end of life. Police service, as well as mental health and pharmacy services, rely on the video surveillance system to ensure the safety of patient, staff, and visitors to the medical facility campus. Two DSSRVs were added along with local distribution switches to provide over forty IP based smart security surveillance cameras to cover the exterior entryways to the Seattle Campus.
3. Scope. This contract will continue with the third phase of the Seattle campus modernization utilizing Avigilon compatible IP cameras. The goal is to cover all main interior corridors, elevators, additional entry points and emergency exits, pharmacy entry doors, and data closets. The cameras utilized at each location will require high resolution capable of facial and trait recognition with a majority needing to be able to cover a 180-degree or greater perimeter view.
The vendor is expected to provide a schedule or timeline on the removal of old and installation of new cameras in the locations identified by the VA Puget Sound. It is also expected of the vendor to verify operation of the IP security surveillance cameras, NVR’s, and backup power supplies. This project will also focus on replacing the existing Cat5e cabling with new Cat6A to enable the smart features of the Avigilon camera system. The vendor is also expected to provide training on the capabilities, proper usage, and maintenance on the cameras.
Installation includes connection of required power, connection to identified switch, connection to identified NVR, license allocation, and required cabling. All installations should be in accordance to manufacturer specification, applicable TiL guidelines, and any system configuration necessary for operation. Equipment to be installed includes a variety of IP security surveillance cameras, NVR standard, and UPS. All additional equipment, necessary labor, supervision, and material required to complete the project will be the responsibility of the contractor to procure. All existing equipment that has been identified for removal will be returned to VA Puget Sound Police Service.
4. Products and Services Description.
The video surveillance system must meet the following minimum technical specifications:

4.10 Video surveillance system has capability to integrate/convert legacy analog equipment with both hardware and software licensing
4.11 Video surveillance software has features such as:
4.11.1 Facial recognition
4.11.2 Tracking of user-identified objects of interest
4.11.3 Timestamps
4.11.4 Create video clips from user-entered time stamps
4.11.5 Video inputs can be grouped by areas of interest
4.11.6 Video recording can be triggered by motion
5. Product List.
The products to be integrated into the Seattle campus are detailed in the schematic drawings provided to the contract award recipient. Green circles indicate areas where 4MP “4.0C-H5A-DC1” model cameras will cover a single angle. Red circles indicate areas where 8MP “24C-H4A-3MH-270” will be installed to cover 270-degree angles. Black circles indicate where 8MP Fisheye “8.0-H5A-FE-DC1” will be installed to cover a 360-degree circular area. Blue circles indicate where 2 x 5.0MP “10.0C-H5DH-DO1-IR” model cameras will be installed to cover 90-degree angles. The distribution of models is shown in the table below:

The interior cameras will utilize a surface mount for installation while the few external cameras will utilize either a pendant NTP or wall pendant mount.
With the addition of an abundant number of multi-sensor cameras, an additional NVR and archiver will be needed to provide the bandwidth necessary to process and archive the video data.
6. Location List.
Listed below are the locations and total amount of cameras to be installed. These estimates will require the contractor to perform a secondary survey to determine data and power tie ins and what camera is suitable for each location. There is a speculated cumulative total of 262 cameras.

Listed below are the locations and speculated IDFs that the cameras will be tied to. These locations are accurate at the time of this solicitation, which is likely to change due to concurrent data closet upgrade scheduled for May 2022 to August 2022. The overall Cat6A cabling runs will not exceed the industry standards of 330 feet. With that in mind, the contractor will be instructed to tie the data and power to the IDFS listed below or the latest IDF closet installed at time of deployment.

7. Specific Tasks.
7.1 Contractor shall provide all tools and equipment necessary for removal, relocation, and installation of IP security surveillance cameras and cabling.
7.2 Contractor shall conduct site preparation to include: set up barriers for any breach of walls and ceiling barriers at any location where dust generation activities may occur due to installation of security cameras.
7.3 Contractor shall install all devices, cables, and system accessories in accordance with the manufacturer’s specifications at locations indicated.
7.4 Contractor shall perform any configurations to the system, if necessary, to assure camera functions as intended.
7.5. Contractor shall implement and maintain infection control measures for the duration of the project including site construction barriers, negative pressure measures.
7.6 Contractor shall perform the replacement of Cat5E cabling with the installation of CAT6A cabling while following facility guidelines to connect security cameras to existing infrastructure.
7.7 Ensure all components (hardware and software) are configured as requested.
7.8 Validate with POC and facility users that configurations, workflows are set-up with software as requested and facility users are able to view video input from the cameras that are installed.
7.9 Provide user training on hardware/software to end users.
8. Security Requirements. Contractor may require access to data and electrical closets. Contractor will be escorted by POC as necessary. There is no PHI or PII as part of this contract.
9. Inspection and Acceptance Criteria: When complete, gain concurrence from the Puget Sound POC.
10. Place of Performance. VA Puget Sound, Seattle Campus, 1660 S. Columbian Way, Seattle, WA 98108. All buildings listed in Section 5.
11. Period of Performance. Project to start as soon as notice to proceed is received. Project to conclude 9 months from NTP.
12. Hours of Service. Contractor employees shall perform the services required Monday through Friday, from 8:00 a.m. to 4:30 p.m.
13. National Holidays. The following Federal holidays are observed by the Federal Government: The Contractor is not required to provide services on the following National Holidays.

14. Invoicing. VA published the final rule requiring vendors to submit invoices electronically to the Financial Services Center (FSC) in the November 27, 2012 Federal Register. The rule became effective December 27, 2012. The rule includes a new contract clause to be inserted in all solicitations and contracts by the contracting officer (VAAR 852.232-72). Vendors can comply with the rule by using either of the two methods below:
1. The FSC uses a third-party contractor, Tungsten Network, to transition vendors from paper to electronic invoice submission. For information on Tungsten Network electronic invoicing set-up, vendors should call 1-877-489-6135, or email VA.Registration@Tungsten-Network.com.
Vendors are required to register with Tungsten Network and submit invoices electronically as a condition of acceptance of this contract or order.

C.2 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

C.3 SUPPLEMENTAL INSURANCE REQUIREMENTS
In accordance with FAR 28.307-2 and FAR 52.228-5, the following minimum coverage shall apply to this contract:
(a) Workers' compensation and employers liability: Contractors are required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. Employer's liability coverage of at least $100,000 is required, except in States with exclusive or monopolistic funds that do not permit workers' compensation to be written by private carriers.
(b) General Liability: $500,000.00 per occurrences.
(c) Automobile liability: $200,000.00 per person; $500,000.00 per occurrence and $20,000.00 property damage.
(d) The successful bidder must present to the Contracting Officer, prior to award, evidence of general liability insurance without any exclusionary clauses for asbestos that would void the general liability coverage.

(a) This solicitation includes VAAR 852.219-10 VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside.
(b) Accordingly, any contract resulting from this solicitation is subject to the limitation on subcontracting requirements in 13 CFR 125.6, or the limitations on subcontracting requirements in the FAR clause, as applicable. The Contractor is advised that in performing contract administration functions, the Contracting Officer may use the services of a support contractor(s) retained by VA to assist in assessing the Contractor's compliance with the limitations on subcontracting or percentage of work performance requirements specified in the clause. (d) Furthermore, if VA determines any services the support contractor(s) will perform in assessing compliance are advisory and assistance services as defined in FAR 2.101, Definitions, the support contractor(s) must also enter into an agreement with the Contractor to protect proprietary information as required by FAR 9.505-4, Obtaining access to proprietary information, paragraph (b). The Contractor is required to cooperate fully and make available any records as may be required to enable the Contracting Officer to assess the Contractor's compliance with the limitations on subcontracting or percentage of work performance requirement.
(End of Clause) C.6 VAAR 852.219-77 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING—CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (SEP 2021) (DEVIATION)
(a) Pursuant to 38 U.S.C. 8127(k)(2), the offeror certifies that—
(1) If awarded a contract (see FAR 2.101 definition), it will comply with the limitations on subcontracting requirement as provided in the solicitation and the resultant contract, as follows:
(i) [X] Services. In the case of a contract for services (except construction), the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not VIP-listed SDVOSBs as set forth in 852.219-10 or VOSBs as set forth in 852.219-11. Any work that a similarly situated VIP-listed subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Any work that a similarly situated subcontractor further subcontracts will count towards the 75% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted.
(2) The offeror acknowledges that this certification concerns a matter within the jurisdiction of an Agency of the United States. The offeror further acknowledges that this certification is subject to Title 18, United States Code, Section 1001, and, as such, a false, fictitious, or fraudulent certification may render the offeror subject to criminal, civil, or administrative penalties, including prosecution.
(3) If VA determines that an SDVOSB/VOSB awarded a contract pursuant to 38 U.S.C. 8127 did not act in good faith, such SDVOSB/VOSB shall be subject to any or all of the following:
(i) Referral to the VA Suspension and Debarment Committee;
(ii) A fine under section 16(g)(1) of the Small Business Act (15 U.S.C. 645(g)(1)); and
(iii) Prosecution for violating section 1001 of title 18.
(b) The offeror represents and understands that by submission of its offer and award of a contract it may be required to provide copies of documents or records to VA that VA may review to determine whether the offeror complied with the limitations on subcontracting requirement specified in the contract. The Contracting Officer may, at their discretion, require the Contractor to demonstrate its compliance with the limitations on subcontracting at any time during performance and upon completion of a contract if the information regarding such compliance is not already available to the Contracting Officer. Evidence of compliance includes, but is not limited to, invoices, copies of subcontracts, or a list of the value of tasks performed.
(c) The offeror further agrees to cooperate fully and make available any documents or records as may be required to enable VA to determine compliance with the limitations on subcontracting requirement. The offeror understands that failure to provide documents as requested by VA may result in remedial action as the Government deems appropriate.
(d) Offeror completed certification/fill-in required. The formal certification must be completed, signed, and returned with the offeror’s bid, quotation, or proposal. The Government will not consider offers for award from offerors that do not provide the certification, and all such responses will be deemed ineligible for evaluation and award.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records—Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
(e)(1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c), and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. Unless otherwise indicated below, the extent of the flow down shall be as required by the clause—
