1. Can you please specify the ICRA levels for each area throughout the campus? – highest ICRA level would be 2

2. For the parking garage work, what are the requirements for drilling into the post tension deck?

Requirements need to be industry standard for Post Tension Deck or suggest an alternative.

3. What color would you like the Cat 6 to be? Yellow

4. How many switches will you need? It is incumbent on the offeror to make this determination.

5. What model of switch are you requesting? – Cisco SG350X-24MP

6. Conduit work will be required for the parking garage. Typically, conduit work requires a contractor’s license. Should this bid be considered a specialty trade construction instead of service? No, You will need to protect open area exposed Cat-6 cable in whatever manner you feel appropriate. This is a services requirement

7. Will you also need pendant mounts in the parking garage? Would need the appropriate mount for location and type of camera again we are requesting a service to install a camera that adequately covers the area in question.

8. Do you require mounts anywhere else? If so, how many? Please propose appropriate mount for location and type of camera.

9. Are there current As-Builts that can be provided? No, not for all locations.

10. Can the cameras that will be removed/replaced be noted on the as-builts? Already did this on the schematics labeled Pelco remediation

11. Can the network switch’s that will remain, replaced, or added be noted on as-builts? No

12. Only 270 Deg cameras have been spec’d for the greater than 90 deg cameras. Most of these locations are 180 deg scenarios. Is the intention to have overlapping views or can 180 or 360 deg cameras be used where they are more appropriate? yes

13. It was mentioned, during the site walk, that the intention was to get rid of all Pelco cameras. Based on the design that was provided, there will be a lot of Pelco cameras remaining after the completion of the project. Is the intention to replace all Pelco cameras with Avigilon cameras, leave the existing cameras (not shown on the prints) in place or demo all etching cameras not shown on the prints? Only to replace Pelco IP Cameras ( Sarix) as indicated. Not asking to remove cameras not being replaced.

14. Please verify new camera locations versus replace existing with new. During the walk it was discovered a few new camera locations were actually existing cameras that need replaced. – May need to update the schematic that was provided

16. Where is conduit required versus open cable in the main parking garage. No cabling should be exposed.

17. Please provide the location of existing cameras in the parking garage. It appears that some of the new camera locations are different from the existing camera locations. No, we are not requesting a 1 for 1 swap, Follow the drawings

18. No longer used camera cable requirements. Demo or property labeled for future use in accordance with the National Electrical Code. This is not a question

19. Where can existing cable be reused, Fisher house, etc? Only Fisher House if existing cabling is cat6 or better, can be reused.

20. Can you provide an exact count of the # of cameras that will be deinstalled? No count them yourself see drawing See As-Built Pelco-CameraS -Remediation PDF Drawing

21. During the site visit, it was mentioned that some cameras were to remain in place. Yes

22. What color CAT6A cable is needed? Yellow

23. Is IR needed for the 24MP 270° cameras that are going outdoors? Yes

24. Can you provide as-built drawing for the parking garage so that we can review the existing wiring and pathway locations? No

25. Can you confirm that we can re-use existing cable pathways in parking garage from de-installed cameras back to IDF? Yes, if it is Cat6 or better.

26. During site visit it was stated that the VA would pull and terminate all cables in Building . Please confirm, and please confirm that terminations will be at the exact locations that cameras are to be installed. Yes, Building 7 will be pre-wired with Cat6A in designated spots due to hard lid

27. Pease confirm quantity and locations of switches; it was stated that there was space on some existing switches that could be used. Contractor will make determination of how many switches they will need

28. Please confirm that requested switch model is Cisco SG350X-24MP yes

29. Please identify how many patch panels are needed and of which size (24 or 48). It was stated on site visit that some existing panels had space for our use. Size 24 patch panels

30. At Fisher house, please confirm that existing cabling can be re-used. If cabling is cat6 or better, can be reused.

31. Is Fisher house tied in to the main VA's fiber backbone? yes

32. The camera identified for the parking garages is 4.0C-H5A-DC1 but it is not rated for outdoors. Recommended replacement is either the 4.0C-H5A-DO1 or 4.0C-H5A-DO1-IR, both are outdoor rated models. Please advise if you wish to substitute one of these for the one listed in SOW Please substitute exterior-appropriate camera

33. Are camera licenses required for all installed cameras? If so, please confirm model # is ACC7-ENT yes

34. Do cameras in parking garage need to have lightning protection? no

35. Do you have excess capacity on existing servers or must integrator provide sufficient server/archive capacity to meet the bandwidth requirements associated with the 262 camera additions? -Provide4 2 NVR’s and 1 Archiver.

36. What are the system storage requirements - days of storage, frames per second, motion vs continuous etc? 12 FPS & 21 DAYS

37. Would you consider adding a requirement that responders show their storage and bandwidth calculations in Part III of the bid response? This will ensure that all bidders meet the same standards for server size and quantity. - Yes

38. Can you identify which locations require HEPA carts during installation? Pharmacy, 7W, Fisher House,; if only 1 ceiling tile is disturbed at a time, HEPA not needed

39. What is the timeframe needed for battery back-ups? See #44 response

40. Page 5 of solicitation, section 3. Scope, paragraph 2 states that vendor is to "verify operation of the IP security surveillance cameras, NVRs, and backup power supplies". Is this referring to the entire system or to the equipment that is to be installed in support of this solicitation's SOW? The equipment installed by this contractor

41. Several areas require CAT 6A cable as the new cable type to support the new cameras, however, in the below it states CAT 6. The cost difference between the two is over 50% so I want to be sure that CAT 6 comment is clarified to Cat 6A or all Cat 6A comments are clarified to Cat 6. Cat6A,

42. Please show on prints each areas level of dust control. All Level 2 Will accommodate Dust abatement.

45. Can you please Identify IDF room locations on the provided drawings? No the attached document states where the data closets are located for this project. See Document Data Closet locations.

46. Can you please Identify which switches stay and where new ones are required? All Netgear switches connected with existing Pelco cameras will be removed. New switches will be required in:

47. Will Parking be made available to the contractor? No

48. Is the contractor responsible for the replacement of any ceiling tiles? Yes if damaged report to COR.

49. Will PIV cards be issued for access into the switch closets? No, VA COR will open daily as needed and log access for sign in policy.

50. Can you please specify the ICRA levels for each area throughout the campus? This will be a Post award answer.

51. For the parking garage work, what are the requirements for drilling into the post tension deck?

52. In hard lid areas, will painted conduit be acceptable? Yes. Or only wiremold ?

53. Will exposed conduit need to be painted? Yes

54. Will cover inspections need to be performed by the VA prior to closing ceiling tiles? Yes by VA COR

55. Will the contractor be responsible for any fiber runs to any of the locations? No

56. How will the work that is performed under this contract be affected by the relocation/re-build/Fiber installation of the switch closets under the separate contract currently in place? The condition of the data -closet at the time the vendor arrives for camera system service will be determine where the switches are located. If data closet unimproved then install in un improved location advised by COR. If data closet is improved then coordinate with COR. If data closet is under construction at time of camera project service then move to next location that is not under construction and plan a return upon completion of units that were serviceable.

57. Can you please confirm that the camera counts are accurate per the drawings provided? Yes 262 Cameras are expected to be provided as part of this service see Document Camera Distribution Count

58. Is the contactor required to hold Washington State Electrical Licenses? Washington State Electrical Contractor License? Yes

59. Can you please identify the quantity and location of new UPS’s? Yes reference Question 2 and install UPS at location with new switch

60. Can you specify the locations and specs for new NVR’s that are required: Location B70 Bldg. 1 Type: Quantity of 2 NVR5-PRM-96TB-S19 96 TB (120 TB Raw) NVR5 Premium with Microsoft Windows Server 2019 LTSC and Avigilon Control Center.

61. For Bldg. 7, is the contractor only required to provide a new switch and new NVR for the VA to make connection between the two? Only a New switch and cameras ( No new NVR at this location)

62. Will the government reimburse the contractor for any delays caused by the required pre and post ICRA inspections? No

63. What is the cost associated with having someone present for the afterhours work in the pharmacy areas? This was a verbal indication telling prospective vendors that day to day service in the Pharmacy will need to continue for patient care without interruption. Our expectation is that non-normal business hours wages will need to be paid to accommodate the installation afterhours. If service can be conducted during business hours and it can be coordinated with the Pharmacy management and the VA COR.

64. Will the government provide more than (1) mobile ICRA tent for the duration of the project? No

65. Sec 3 – Scope

· Is Avigilon the only acceptable manufacturer? Avigilon has already been approved by VA OIT for infrastructure

· Will the Gov’t accept alternatives? Any alternative system must seamlessly integrate and interface with the existing system with no requirement for additional equipment to enable.

· Is the contractor to only use the specified manufacturer’s NVR(s)? Yes

· Can the Gov’t provide an approximate footage of Cat5e to be removed? No

66. Sec 4.3 - Video cameras should come in a variety of resolutions, 3MP or better? Yes

· Where multi-sensors are used, are individual sensors to be 3MP or better or is the combination of the sensors to be 3MP or? Multiple plus 3MP Camera per enclosure is expected

67. Sec 4.4 - Video cameras capable of optical and digital zoom

· Are all camera lenses to be varifocal? Please utilize salient characteristics of 4MP “4.0C-H5A-DC1 & Multiple cameras of 24C-H4A-3MH-270.

68. Sec 4.6 - Video cameras have pan/tilt/zoom capabilities

· Are all cameras to be PTZ? No Mechanical PTZ cameras are to be used on this project.

· If so, can the Gov’t provide the locations where PTZ cameras are applicable as the provided drawings do not list PTZ cameras at any location?

· Can the Gov’t provide the part number? N/A

69. Sec 4.10 - Video surveillance system has capability to integrate/convert legacy analog equipment with both hardware and software licensing.

· Will any analog cameras and hardware remain? Yes, Analog cameras are not part of this project for conversion or remediation and will remain. No expectations to relicense these analogs will be expected, .

· If so, can the Gov’t provide the specifications and quantities for the equipment that is to remain? No

70. Sec 5 – Product List

· “With the addition of an abundant number of multi-sensor cameras, an additional NVR and archiver will be needed to provide the bandwidth necessary to process and archive the video data.”

· Can the Gov’t clarify the term “archiver”? AVA-HED1-225TB The Avigilon Video Archive is a scalable storage expansion solution that is fully integrated with Avigilon Control Center™ software and Network Video Recorders. This technology offers an Avigilon-backed solution that helps deliver a complete, end-to-end video security platform. The Avigilon Video Archive is built on hardware technology that delivers superior reliability with no single point of failure and near zero downtime, ensuring video archives are preserved for swift on-demand retrieval and review.

· Can the Gov’t provide the part numbers for the desired NVR and archiver? NVR5-PRM-96TB-S19 96 TB (120 TB Raw) NVR5 Premium with Microsoft Windows Server 2019 LTSC and Avigilon Control Center & AVA-HED1-225TB The Avigilon Video Archive is a scalable storage expansion solution that is fully integrated with Avigilon Control Center™ software and Network Video Recorders

· Can the Gov’t provide the additional quantities for this requirement? No

71. Sec 6 – Location List & Drawing Reference

· Building 100 Basement

· The camera counts listed in the solicitation differ from the provided drawing. In the solicitation, 5 basement cameras are listed but, on the drawing, there are 9 excluding the inpatient pharmacy. Can the Gov’t clarify how many cameras there are in the Basement? Excluding the OP pharmacy there are 10 Cameras: 4 corner 90 Degree, 1 Fisheye, 2 Multiangle, 3 Single angle. Drawing B100-B 1st Floor

· Can the Gov’t provide the room numbers for “West Clinic & East Clinic”? On the provided drawings there are not rooms listed as this.

· Is the Gov’t referring to rooms 1D-118 & 1D-118D?

· West Clinic encompasses all Rooms 1D-146b Through 1D-149UU. Drawing B100-1

· East Clinic encompasses all Rooms 1d-137A Through 1D-137RR. Drawing B100-1

· Per the drawing, there are 4 cameras not located in the building, are these the cameras referenced in “Building 1 to 100 Pathway (Police Corridor)?

4 cameras in question are to be located inside the Bldg. 37 1st Floor police area and offices. Drawing B100-1 ( At Time of solicitation, No floor plans for 1st Floor Building 37 were available).

· Per the location listing there are 3 cameras total in the elevator lobby, the provided drawing lists 2 cameras, 1 in the elevator lobby and 1 in the passenger lobby, there is another camera adjacent to the passenger lobby in the corridor, is this the 3rd camera? There are only 2 Cameras required for Elevator coverage Drawing B100-1 .

· Can the Gov’t provide the definition of “Main Core”? The main core of the building is commonly numbered 1A-100 to 1A-127 or 7A-100 to 7A-107. This is in regards to the tower that starts at basement and goes to 8th floor. Drawings B100-1 & B100-7 2nd Floor

· The camera counts listed in the solicitation differ from the provided drawing. In the solicitation, 11 cameras are listed but, on the drawing, there are 14 cameras. Can the Gov’t clarify how many cameras there are on the 2nd Floor? 14 Cameras, Please utilize the reference the Drawing B100-2 3rd Floor

· The camera counts listed in the solicitation differ from the provided drawing. In the solicitation, 10 cameras are listed, but on the drawing there are 8 cameras. Can the Gov’t clarify how many cameras there are on the 3rd Floor? 8 Cameras. Please utilize the reference the Drawing B100-3

· Parking Garage

· Level B1

· Per the drawing there are 6 cameras, there are no cameras listed in the solicitation. Can the Gov’t clarify how many cameras are to be installed at this location? Level B1 has 6 Total cameras reference DrawingAE130

· Level B2 Tower & B2 East Wing

· The camera counts listed in the solicitation differ from the provided drawing. In the solicitation, 5 cameras are listed, but on the drawing, there are 6. Can the Gov’t clarify how many cameras are to be installed at this location? Level B2 Has 6 Drawing AE120 & AE122

· Level B3 Tower & B3 East Wing

· The camera counts listed in the solicitation differ from the provided drawing. In the solicitation, 7 cameras are listed but, on the drawing, there are 4. Can the Gov’t clarify how many cameras are to be installed at this location? Level B3 Has 6 Drawing AE110 & AE112

· Per the provided drawing and scale, there are several cameras that exceed 300ft, can the Gov’t provide the contractor with an alternate IDFs? No Recommend a midline power inserter.

72. Legends, Riser, Details, Security Plans

· Per the provided riser diagram, there are switches located in various rooms that are connected to cameras throughout Building 100 and building 1, the riser diagram has camera labels (i.e C42) but the provided drawings do not have these camera labels.

· Can the Gov’t provide updated drawings that have the correct camera labels? These are needed to accurately identify what cameras will need to connect to what switch. No Please reference As-Built-Pelco Camera drawing EZ001. 9 Plus years have degraded the cameras labeling.

· The camera counts listed in the solicitation differ from the cameras on the riser diagram. Can the Gov’t clarify how many cameras there are at this location? This project will install 264 cameras total

· Per the provided riser diagrams, 2B-102 in Building 100, has 2 switches to support various cameras but is not listed as 1 of the IDF rooms in the solicitation.

· Is the contractor to replace the network switches in this location or is the contractor to remove network switches and install new switches in IDF Rm# 2C-103? Remove switches and install to 2C103

· Is this applicable to all locations similar to the above? Yes for Building 100 Basement through 7TH Floor.

· Can the Gov’t provide the Legends, Riser, Details, Security Plans for the other buildings? They are included as listed throughout this request.

73. Can the Gov’t provide the network topology and fiber layout for the campus? This is needed to accurately quote fiber converters, network devices etc. No fiber termination from IDF Closets to the B70 server room will be handled by VA FMS HTM Staff.

74. Are there currently any Covid related protocols in place such as vaccination requirements, masking, etc.? Yes. See statement at end of questions

75. What is the anticipated award date for the project? August 2022

109. Who is responsible for configuring the cameras on the recorders? The VA will provide all IP addressing for both cameras, The NVR’S AND and the Archiver on award.

110. Will camera IP licenses need to be provided as part of the project? Yes for 264 units

111. Will the new IP cameras connect to existing or new network recorders? please describe the recording architecture and configuration. We have existing NVR’s and we may connect these to them on a per designation requirement only, But plan new switches and patch cables accordingly and the VA will provide fiber connections to server room.

VHA Supplemental Contract Requirements for Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors

1. Contractor employees who work in or travel to VHA locations must comply with the following:

a. Documentation requirements:

1) If fully vaccinated, shall show proof of vaccination.

i. NOTE: Acceptable proof of vaccination includes a signed record of immunization from a health care provider or pharmacy, a copy of the COVID-19 Vaccination Record Card (CDC Form MLS-319813_r, published on September 3, 2020), or a copy of medical records documenting the vaccination.

2) If unvaccinated and granted a medical or religious exception, shall show negative COVID-19 test results dated within three calendar days prior to desired entry date. Test must be approved by the Food and Drug Administration (FDA) for emergency use or full approval. This includes tests available by a doctor’s order or an FDA approved over-the-counter test.

3) Documentation cited in this section shall be digitally or physically maintained on each contractor employee while in a VA facility and is subject to inspection prior to entry to VA facilities and after entry for spot inspections by Contracting Officer Representatives (CORs) or other hospital personnel.

4) Documentation will not be collected by the VA; contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information.

2. Contractor employees are subject to daily screening for COVID-19 and may be denied entry to VA facilities if they fail to pass screening protocols. As part of the screening process contractors may be asked screening questions found on the COVID-19 Screening Tool. Check regularly for updates.

a. Contractor employees who work away from VA locations, but who will have direct contact with VA patients shall self-screen utilizing the COVID-19 Screening Tool, in advance, each day that they will have direct patient contact and in accordance with their person or persons who coordinate COVID-19 workplace safety efforts at covered contractor workplaces. Contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information.

3. Contractor must immediately notify their COR or Contracting Officer if contract performance is jeopardized due to contractor employees being denied entry into VA Facilities.
