Pre-Bid Meeting
FOR
660-23-330 Booster Pumps
The contractor is to provide furnish all necessary services, equipment, labor, materials, supervision, and tools to perform construction services for the Project, entitled Bldg. 43 Emergency Booster Pumps Upgrade, located at 500 Foothill Drive, Salt Lake City, UT 84148 on the George E. Wahlen Department of Veterans Affairs Medical Center campus.
All work must be done in compliance with applicable OSHA, EPA and federal/state environmental regulations and policies. Contractor is responsible for proper handling and disposal of debris, waste and excess fuel generated during completion of this work.

Site Visit:
The pre-bid meeting/site walk is not mandatory.
Questions during site visit must be written down and submitted to the Contracting Officer/Specialist to provide answers in an amendment to all interested parties.
Pertinent Dates:
Questions are due by 10:00 AM June 12, 2023. Any questions submitted after this time will not be reviewed or answered. Please submit to Jason.Rankin@va.gov.
Bids are due on June 19, 2023, no later than 10:00 AM MT. Submit via email to Jason.Rankin@va.gov.
Site Visit Guidelines:
Prospective bidders are prohibited from attempting to gain information by inquiring with VA employees about project other than through written questions submitted to Contracting Officer/Specialist.
Prospective bidders are prohibited from visiting site other than through formal invitation by Contracting Officer/Specialist.
Attendees of walk-through are to stay as a group while walking to various locations and are to leave the future project site once the walk-through is concluded.
Solicitation Information:
Confirmation of construction range: between $250,000.00 and $500,000.00
Bid Guarantee & Payment/Performance Bonds: are required as outlined in the solicitation.
Special Standards of Responsibility: Please note solicitation requirements for submittal of OSHA and EMR** ratings. **Note EMR Ratings should be on insurance company letterhead.
VAAR clause 852.219-75 Limitation on Subcontracting: please ensure you provide a signed copy of this clause with your bid package. **Note Please attach the entire clause with your bid package not just the signature page.
Contractor shall begin performance within 10 days after Notice to Proceed (NTP) and complete within 90 days.
Due to long material lead times, an Admin NTP may be given. Decision will be made at time of award.
Post Award Compliance:
Compliance with Davis Bacon Wages and Application wage determination shall be expected of the contractor.
The contractor shall submit their weekly certified payrolls with their monthly invoice.
