Pre-Bid Meeting

FOR

Electrical Distribution Phase 1 (660-20-102)

The contractor is to provide all labor, tools, materials, equipment, and supervision required to replace transformers, switch boards, motor control center and transformers located in Buildings 14 and 27 of the George E. Wahlen VA Medical Center as outlined in the Statement of Work and associated documents.

All work must be done in compliance with applicable OSHA, EPA and federal/state environmental regulations and policies. Contractor is responsible for proper handling and disposal of debris, waste and excess fuel generated during completion of this work.

Location: George E. Wahlen VA Medical Center

Introductions: Ilze Karklins-Powers, CO and Ryan Ung, COR Site Visit:

· The pre-bid meeting/site walk is not mandatory.

· Questions during site visit must be written down and submitted to the Contracting Officer to provide answers in an amendment to all interested parties.

Pertinent Dates:

· Questions are due by COB September 13, 2022. Any questions submitted after this time will not be reviewed or answered. Please submit to ilze.karklins-powers@va.gov

· Bids are due on October 3, 2022 no later than 1:00 PM MT. Submit via email to ilze.karklins-powers@va.gov.

Site Visit Guidelines:

· Prospective bidders are prohibited from attempting to gain information by inquiring with VA employees about project other than through written questions submitted to Contracting Officer.

· Prospective bidders are prohibited from visiting site other than through formal invitation by Contracting Officer.

· Attendees of walk-through are to stay as a group while walking to various locations and are to leave the future project site once the walk-through is concluded.

Solicitation Information:

· Confirmation of construction range: between $2,000,000 and $5,000,000.

· Bid Guarantee & Payment/Performance Bonds: are required as outlined in the solicitation.

· Special Standards of Responsibility: Please note solicitation requirements for submittal of OSHA and EMR ratings.

· VAAR clause 852.219-77 Limitation on Subcontracting: please ensure you provide a signed copy of this clause with your bid package.

· Contractor shall begin performance within 10 days after Notice to Proceed (NTP) and complete within 360 days.

Post Award Compliance:

· Compliance with Davis Bacon Wages and Application wage determination shall be expected of the contractor. The contractor shall submit their weekly certified payrolls with their monthly invoice.
