RFI #1

Electrical Distribution Phase I (660-20-102)

1. How does the VA want us to power up M1A, M1B, and M2A during the shutdown as some of the equipment in these sections of gear are not on generator back up? These panels are part of the switchboard to be replaced. Consider powering the emergency panel, EPD while equipment replacement occurs.

2. Can we extend the bid due date as Transformer quotes are now at 4 weeks out? The proposal due date has been extended to 1 PM MT October 11, 2022.

3. Do we have to Buy American, or can we use other to reduce lead time? Buy American is the preferred method of material purchase. If you are requesting an exception for specific items, then you will need to provide the following information – 1) item 2) where is it coming from, and 3) where is it made?

4. Will VA require witness testing on the transformers? Yes.

5. Will the VA require oil containment for transformers? Yes.

6. Is there a specification for the substation and padmount transformers? See master construction specifications on TIL (https://www.cfm.va.gov/til/index.asp)

7. Bld. 27 appears to include 1-2500KVA substation transformer coupled to HV and LV gear and 1- 500KVA padmount with metering. Is there a specific meter the VA requires? Metering should match existing.

8. Sheet E-601 Bld. 14 indicates 2)- 1000/1150 FA transformers. The photos on sheet E502 indicate that the existing transformers are Padmount ANSI/IEEE“Tamper Resistant” type transformers. The dual KVA rating with FA would suggest fans as shown on E-601. Fans are not common but can be offered on Padmount type transformers, but you would lose your “Tamper Resistant” rating. Dose the VA want padmount transformers w/Fans or Substation type w/fans? Padmount.

9. With the loss of the “Tamper Resistant” rating will the VA be willing to install fencing instead of the bollards? Yes.

10. If the VA does not want the fence. Will they consider a 55/65’ c dual rating to achieve a top rating of 1150KVA or 65’c single rating at 1150KVA instead of fans to eliminate the need for a protective fence. Yes.

11. Will the VA want to us supply either an FM Approval or UL Combination Classification rated nameplate for each unit based on all units being close to walls and/or buildings. Yes.

12. What type of oil is required to be installed? Follow the project drawings and specifications.

13. Is there a spec for the load-break switch required between the ‘C’&’D’ circuits and the transformers? See master construction specifications on TIL.

14. Will Fused bayonet elbows be acceptable for the 12.47 connections? If allowed in the project specifications, yes. If disallowed in specifications, no.

15. Will the VA accept an internal disconnect/load break switch for primary and secondary voltages? If allowed in the project specifications, yes. If disallowed in specifications, no.

16. For the new connections to the 12.47 Vista gear (loop ‘C’ & ‘D’) does the Vista gear have the capacity to switch and fuse the feeds to the new transformers?

a. If so, should we utilize a Bayonet style fuse at the transformer? If allowed in the project specifications, yes. If disallowed in specifications, no.

b. If not, what type of device is being specified to switch to either loop and switch and fuse the primary side of the transformers? Follow the specifications.

17. What is expected to happen with the existing MV switch located at Bldg. 27 between the existing 500 and 2500 kva transformers? Per drawings switch is not part of the items set for replacement. Switch between existing 500 and 2500 kva transformers is to remain. Should VA request is replacement/removal, this will be a modification to the contract.
