The purpose of this amendment is to include updated evaluation factors and answer questions received.

Proposal due date is extended to 1/10/2019 at 1:00 PM MT to Donna.Gillette@va.gov.

All other terms and conditions remain the same.

1.4A SELECTION CRITERIA

General: Phase I proposals will be evaluated to determine the most highly qualified offerors to advance to Phase II. Phase II Proposals will be evaluated and award will be made based on both price and technical considerations most advantageous to the Government per FAR Part 15.101(a), Tradeoff Process. The Government may consider award to other than the lowest priced offeror or other than the highest technically rated offeror if it is in the best interest of the Government.

For Phase 1, Factors 1-4 will be evaluated and are listed in descending order of importance. Factor 1— Experience and Factor 2—Safety will be rated on an acceptable or unacceptable basis. An unacceptable rating on Factor 1 and/or Factor 2 will result in the offeror not progressing to Phase II.

Offerors who are selected to move on to Phase II will be requested to submit a Phase II proposal. Factors 5-7 will be evaluated in Phase II and are listed in descending order of importance. The combined non-cost/price factors are significantly more important than price.

Phase I:

Factor 1 – Experience Factor 2 – Safety Factor 3 – Past Performance Factor 4 – Technical Approach

Phase II:

Factor 5 – Technical Solution Factor 6 – Schedule Factor 7 – Price

Factors 1 and 2 will be evaluated on an acceptable or unacceptable basis. An unacceptable rating on either Factor 1 or 2 will result in the offerors proposal being eliminated from further evaluation and ineligible for award. Acceptable and unacceptable ratings are defined below:

Definitions

Acceptable
Proposal clearly meets the minimum requirements of the solicitation
Unacceptable
Proposal does not clearly meet the minimum requirements of the solicitation

For Factor 3 (Past Performance Evaluation) Past Performance shall be evaluated when using the two-phase design-build process in accordance with FAR 36.303-1. For Factor 3, based on the evaluation of all recent and relevant past performance for an offeror, an overall performance confidence rating shall be assigned. The performance confidence ratings are defined below:

Definitions

Substantial Confidence
Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence
Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.
Limited Confidence
Based on the offeror’s recent/relevant performance record, the Government has a little expectation that the offeror will successfully perform the required effort.
No Confidence
Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
Unknown Confidence (Neutral):
No recent/relevant performance record is available or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned.

For Factors 4, 5 and 6, based on the evaluation of the information provided in the construction schedule, an overall adjectival rating will be assigned. The adjectival ratings are defined below:

Definitions

Outstanding
Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low.
Good
Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low.
Acceptable
Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is moderate.
Marginal
Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high.
Unacceptable
Proposal does not meet requirements and contains one or more deficiencies. Proposal is not awardable.

A strength, weakness, or deficiency used to evaluate offerors’ proposal for each of the non-price factors are as defined below.

Definitions

Strength
Any aspect of a proposal that, when judged against a stated evaluation criterion enhances the merit of the proposal or increases the probability of successful performance of the contract.
Weakness
A flaw in a proposal that increases the risk of unsuccessful contract performance.
Deficiency
A material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level.

Phase I Factor 1 – Experience:

(a) Solicitation Submittal Requirements:

The Offeror shall submit the following information:

1. Construction Experience:

Submit a minimum of one (1) and a maximum of three (3) construction projects for the offeror that best demonstrates your experience on relevant projects that are similar in size, scope, and complexity to the RFP. The offeror shall have relevant construction experience as a prime construction contractor managing multiple subcontractors. For purposes of this evaluation, a relevant project is further defined as a construction contract consisting of installing a commercial power distribution system. Project(s) shall have a minimum value of $500,000 and shall have been completed, including all options, within the past five (5) years of the date of issuance of this RFP.

A project is defined as a construction project performed under a single task order or contract. For multiple award and indefinite delivery/indefinite quantity type contracts, the contract shall not be submitted as a project; rather, offerors shall submit the work performed under a task order as a project.

The attached Construction & Design Experience Project Data Sheet (Attachment D) is MANDATORY and SHALL be used to submit project information. If the same project is being used to demonstrate construction and design experience, submit separate Project Data Sheets for construction and design. Except as specifically requested, the Government will not consider information submitted in addition to this form. Individual blocks on this form may be expanded; however, total length for each project data sheet shall not exceed one (1) double-sided page (or two (2) single-sided pages).

For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (e.g.: unique features, area, design/build methods). In addition, the description should also address any sustainable features for the project, including specific descriptions of those features. Provide applicable documentation on projects that were validated and/or certified through U.S. Green Building Council (USGBC) or the equivalent organization or process.

If the offeror is a Joint Venture (JV), relevant project experience should be submitted for projects completed by the Joint Venture entity. If the Joint Venture does not have shared experience, projects shall be submitted for each Joint Venture partner. Offerors who fail to submit experience for all Joint Venture partners may be rated lower. Offerors are still limited to a total of three (3) projects combined.

The offeror may utilize experience of a subcontractor that will perform major or critical aspects of the requirement to demonstrate construction experience under this evaluation factor. The Offer must provide a letter of commitment and an explanation of the involvement that the subcontractor will have in performance of this contract.

1. Design Experience

Submit a minimum of one (1) and a maximum of three (3) design projects for the A/E firm that will be used for this project that best demonstrates design experience on relevant projects that are similar in size, scope, and complexity to the RFP. For purposes of this evaluation, a relevant project is further defined as designing the installation of a commercial power distribution system. Project(s) shall have a minimum “construction” value of $500,000 and shall have been completed, including all options, within the past five years of issuance of the RFP.

For design projects, the design of the contract shall have been completed within the past five (5) years of the date of issuance of this RFP.

A project is defined as a complete design effort performed under a single task order or contract/subcontract.

For all submitted projects, the description of the project shall clearly describe the scope of work performed and the relevancy to the project requirements of this RFP (e.g. unique features, area, construction methods).

The offeror may utilize experience of a design subcontractor to demonstrate design experience under this evaluation factor. The Offer must provide a supporting joint venture agreement, partnership agreement, teaming agreement, or letter of commitment and an explanation of the involvement for the design subcontractor.

(b) Basis of Evaluation:

To be considered acceptable for this factor, the offeror must demonstrate construction experience as a prime construction contractor managing multiple subcontractors on a minimum of one (1) construction project for installing a commercial power distribution system with a minimum value of $500,000.00. Additionally, the offeror must demonstrate design experience for the A/E being indicated on the team as a subcontractor on a minimum of one (1) project for designing the installation of a commercial power distribution system with a minimum construction value of $500,000.00.

Factor 2 – Safety

(a) Solicitation Submittal Requirements:

The Offeror shall submit the following information: (For a partnership or joint venture, the following submittal requirements are required for each Contractor who is part of the partnership or joint venture. EMR shall not be submitted for subcontractors.)

1. OSHA or EPA Violation(s):

Offerors shall provide a letter affirming that the offeror has no more than three serious, or one repeat, or one willful OSHA or EPA violation(s) in the past 3 years. Additionally, the offeror may provide OSHA Form 300A, Summary of Work-Related Injuries and Illnesses to further substantiate this information.

(2) Experience Modification Rate (EMR):

Offerors shall provide documentation to show that the offeror has an Experience Modification Rate (EMR) of equal to or less than 1.0.

(b) Basis of Evaluation: The Government will evaluate the documentation to ensure that the contractor has no more than three serious, or one repeat, or one willful OSHA or EPA violations(s) in the past three years; and must have an Experience Modification Rate (EMR) of equal to or less than 1.0.

NOTE: Failure to submit the OSHA or EPA violation documentation and EMR will result in the proposal being considered deficient and an overall rating of unacceptable will be assigned.

Factor 3 – Past Performance:

(a) Solicitation Submittal Requirements:

If a completed Construction Contractor Performance Assessment Reporting System (CPARS) evaluation is available, it shall be submitted with the proposal for each project included in Factor 3 for design/build experience. If a completed Architect-Engineer (A-E) CPARS evaluation is available, it shall be submitted with the proposal for each project included in Factor 3 for design experience. If there is not a completed CPARS for either construction or A-E evaluation then submit Past Performance Questionnaires (Attachment C) for each project included in Factor 3 for both Construction Experience and Design Experience. The offeror should provide completed Past Performance Questionnaires (PPQ) in the proposal. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before proposal closing date, the offeror shall complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the respective project(s). The Government may make reasonable attempts to contact the client noted for that project(s) to obtain the PPQ information. However, offerors should follow-up with clients/references to help ensure timely submittal of questionnaires. If the client requests, questionnaires may be submitted directly to the Government’s point of contact, Donna Gillette, donna.gillette@va.gov.

Offerors may provide any information on problems encountered and the corrective actions taken on projects submitted under Factor 1 – Experience. Offerors may also address any adverse past performance issues. Explanations shall not exceed two (2) double-sided pages (or four (4) single-sided pages) in total.

The Government reserves the right to contact references for verification or additional information. The Government’s inability to contact any of the offeror’s references or the references unwillingness to provide the information requested may affect the Government’s evaluation of this factor.

Performance award or additional information submitted will not be considered.

(b) Basis of Evaluation:

This evaluation focuses on how well the offeror performed on the relevant projects submitted under Factor 1 – Experience and past performance on other projects currently documented in known sources. In addition to the above, the Government reserves the right to obtain information for use in the evaluation of past performance from all sources including sources outside of the Government. Other sources may include, but are not limited to, past performance information retrieved through the Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of Contractors who are part of a partnership or joint venture identified in the offeror’s proposal, inquiries of owner representative(s), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), and any other known sources not provided by the offeror.

The Government will consider the currency and relevance of the information, the source of the information, context of the data, and general trends in the Contractor’s performance. This evaluation is separate and distinct from the Contracting Officer’s responsibility determination. The assessment of the offeror’s past performance will be used as a means of evaluating the offeror’s probability to successfully meet the requirements of the RFP.

Offerors lacking relevant past performance history will not be evaluated favorably or unfavorably in past performance and will receive an Unknown Confidence rating.

Factor 4 – Technical Approach:

(a) Solicitation Submittal Requirements:

Provide a brief narrative (page limitation: one page (in 12-point Times New Roman font) for brief narrative) describing the offeror’s method to manage the project to achieve design and construction design objectives as described in the RFP. If the page limits are exceeded, the pages more than the limit will not be read or considered. Include at minimum all aspects covered in the scope of work. The following shall be included in the narrative:

1. Design Approach: Describe the techniques and methods for an efficient, effective design and;

2) Construction Approach: Describe the techniques and methods for this construction projectto include coordination with the design packages, projected timelines and coordination of work.
(b)Basis of Evaluation:

The basis of evaluation will include the offeror’s proposed technical approach for this design-build project as defined in the solicitation submittal requirements. The assessment of the offeror’s method to manage the project shall be used as a means of evaluating the offeror’s ability to successfully meet the requirements of the solicitation.

Factor 5 – Technical Solution

(a) Solicitation Submittal Requirements:

Provide a narrative describing the technical solution to the project that meets the requirements of the RFP. Include the following:

· Describe your team approach to designing and installing a commercial power distribution system.

· Describe your ability to analyze existing site conditions.

· Describe your approach to site security that ensures safe environment is maintained for adjacent patient occupants as indicated on Scope of Work.

Narrative shall not exceed three (3) double-sided pages (or six (6) single-sided pages). Up to three (3) conceptual drawings may be provided to supplement the narrative.

Basis of Evaluation:

The Government will evaluate the narrative and conceptual drawings (if included) considering the extent to which the offeror demonstrates a clear understanding of the architectural and engineering requirements of the project. The Government will evaluate the offeror's technical solution to determine adherence to the technical requirements of the RFP.

Factor 6 – Schedule

(a) Solicitation Submittal Requirements:

(1) The progress schedule will be in a time-scaled bar graph format. The horizontal axis will be scaled for time beginning with the Notice to Proceed and concluding with contract completion. The vertical axis will show the milestones and major portions of the contract work. All schedule items will show a start date and a completion date. The detailed schedule, will indicate specific tasks with dates for each step of the process including:

1. Design Period: The design period sub periods (i.e., first and second reviews, other meetings, internal quality assurance/quality control plan reviews, etc.).

1. Construction Period: Mobilization; Demolition method and sequencing; plans to avoid utility outages; submittals and material delivery; generator relocation etc.

1. General Project Delivery Schedule and Narrative - Show relationships between construction document development/completion (including required review activities) and construction activities.

d. Schedule shall indicate all elements of the design and construction timeline, from notice to proceed (NTP) (to establish a common baseline among all offerors, assume NTP date of October 1, 2018) to contract completion, including but not limited to preconstruction meetings and submittals, design and design phase approvals, utilities, demolition, material lead times, utility installations, testing/adjusting/balancing, construction and post-construction submittals, close-out. Use period of performance listed on the solicitation.

(2) The offeror shall specify how much allowance has been made for severe weather in the schedule, the days of the week and the hours of construction operations during each phase of the work, and the percentage of contract completion that will be achieved at the end of each month of the contract.

(3) Short Schedules - The offeror will provide a written commitment as to the time frame (number of days after receipt of the notice to proceed) within which the offeror will guarantee completion. The maximum anticipated completion of this project (including design and construction of the entire project) is indicated in the SOW. Shorter schedules (must include required Government review times), if obtainable, will receive more favorable evaluation. The offeror’s schedule will establish the contract completion date and will be incorporated into the award.

(b) Basis of Evaluation:

The basis of evaluation will include the bar graph detailed schedule considering the extent to which the offeror demonstrates a clear understanding of the architectural and engineering requirements for the construction period and general project delivery. The Government will evaluate the likelihood that the work will be performed in accordance with the stated schedule given the technical requirements of the RFP.

(b) Basis of Evaluation:

Price will be evaluated based on its reasonableness, and acceptability to the Government subject to availability of funds. Pricing shall be entered onto the Offer Schedule located within the SF1442. Analysis will be performed using one or more of the below techniques to ensure a fair and reasonable price:

1. Comparison of proposed prices received in response to the RFP.

1. Comparison of proposed prices with the Independent Government Cost Estimate.

1. Comparison of proposed prices with available historical information.

1. Comparison of market survey results.

Questions

1.. I noticed that the UPS system in the customer’s one-line drawing shows a 4-wire system.

a. What is the type of load the UPS will be supplied? Network Servers and Radiology equipment.

b. Is it Medical Equipment? It feed panels that supply power to various types of radiology equipment.

c. Is a neutral needed? Note: UPS systems of this size are typically 3-phase, 3-wire input & Output but we could add a transformer if a neutral is required.

Answer: A neutral is not needed at the UPS. The Neutral is fed from Panel MBPBBL to Panel MBPBBL2XX. But the VA recommends field verification.

2. What Network Protocol does the Xpert Gateway Card and ISBM use?

Answer: Connects to both Eaton and third-party electrical equipment; communicates to INCOME, ModbusT TCP, and Modbus RTU devices.

• Modbus TCP, BACnet/IP and SNMP v.1 / v.3 support facilitates integration with third-party monitoring solutions

• Ethernet/Web-based support uses your existing network infrastructure.

3. For purposes of this evaluation, a relevant project is further defined as a contract that was awarded as a design/build consisting of installing a commercial power distribution system. Project(s) shall have a minimum value of $500,000 and shall have been completed, including all options, within the past five (5) years of the date of issuance of this RFP.

This may limit competition in the local market, would the VA consider changing this to design bid build in lieu of design/build for the experience?

Answer: The new evaluation factors are included.

4. Please confirm that the page limitation for Factor 4 – Technical Approach is limited to only one (1) page.

Answer: Provide a brief narrative (page limitation: one page (in 12-point Times New Roman font) for brief narrative) describing the offeror’s method to manage the project to achieve design and construction design objectives as described in the RFP. If the page limits are exceeded, the pages more than the limit will not be read or considered.

File details come from the government source that posted it.
