36C25818R0026 Question and Answers Question 1: Has a contractor performed similar work for the government in the past? If available, please provide the incumbent contract number. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?

Answer 1: For this specific requirement, contractors have provided temporary staffing for less than the full requirement. This is the first time the NMVAHCS has attempted to contract for the full requirement. It is safe to assume that this is a new requirement for the Government.

Question 2: The pricing table reflects a start date of October 2018. Please affirm.

Answer 2: This is correct. Due to historic challenges in recruitment for this specific medical sub-specialty, the Government intends to provide as much time as possible between award and performance start. The Government reminds potential offerors that all acceptable candidates are required to be credentialed and privileged. This process takes time (up to 3 months).

Question 3: For proposal submission by mail, will you accept the time stamp received at mail room location or do you have to have the proposal in hand by the deadline? Need to know delay time from facility mail room to you if you need to have by deadline in your hand.

Answer 3: The Government will use the procedures in FAR 15.208 for receipt of proposals. Specific to this question, FAR 15.208(c) requires that a proposal be received at the Government installation by the deadline.

Question 4: Is this contract subject to the New Mexico Gross Receipt Tax.

Answer 4: Yes.
