Question & Answers
Q1. To prepare an accurate estimate for our bid, we require additional information regarding the square footage of the basement.
A1. The square footage of the basement is approximately 6,800SQFT.
Q2. Do you have pictures of the areas?
A2. See Mold Assessment Protocol.
Q3. What year was the building built?
A3. The building was built in 1987.
Q4. Provide the Sq. footage of the affected area, the dimensions of the rooms to be serviced, and the ceiling height of the rooms to be serviced.
A4. The square footage of the basement is approximately 6,800SQFT.
Q5. Can the government extend the due the date to short response time after Q&A posting/due date.
A5. The due date has been extended from the original due date.
Q6. The protocol doesn’t give the measurement. Normally is does…what is the sf of the basement?
A6. The square footage of the basement is approximately 6,800SQFT.
Q7. Is water and electricity for the project will be available or does the contractor needs to provide resource? If not, can the contractor use a generator and access water from another building?
A7. The Basement has both water and Electricity.
Q8. Is the contractor responsible to dispose all the equipment and furnishings?
A8. Follow Protocol, Equipment disposal will be coordinated through COR.
Q9. When can the contractor see the location/site visit (a date wasn’t listed in the RFQ)?
A9. The site visit information was provided with Amendment 0001.
Q10. Can the government provide an asbestos survey for the basement?
A10. See attached asbestos survey.
Q11. As written in the Mold Protocol Section 4: “e. Affected pipe insulation and duct wrap shall be removed and replaced”. As written in the SOW: “1. The Garland VAMC, located at 2300 Marie Curie Blvd. Garland, Texas 75042, requires the GC to provide labor, material and equipment to remediate mold, only the demo of the affected areas no build back”. Please confirm which it is here. The protocol states removal and replacement yet the SOW says no build back.
A11. The Statement of Work remains unchanged. There will be no build back.
Q12. How will the VA address areas not seen or not able to be accessed during the site visit and also not covered in the protocol? (i.e. inaccessible rooms, rooms and areas not surveyed but mold is discovered during remediation, etc.).
A12. The governments requirement has been expressed in the Statement of Work and Mold Remediation protocol and has not changed. If during performance additional mold remediation is required, a bilateral contract modification will be executed.
Q13. The Mold protocol and the SOW call for removal of all floor tiles and pipe insulation. Was an asbestos survey performed. There is no results of any sampling performed. Can the VA provide either 1. A copy of sampling results OR 2. A statement that it was completed, results will be provided upon award, AND that there were no detectable levels of Asbestos in the project area.
A13. See attached asbestos survey.
Q14. The Mold protocol and the SOW call for removal of all Floors and ceiling including painted surfaces. Was an Lead Based Paint survey performed. There is no results of any sampling performed. Can the VA provide either 1. A copy of sampling results OR 2. A statement that it was completed, results will be provided upon award, AND that there were no detectable levels of Lead based painted of surfaces in the project area?
A14. See attached Lead-Based Paint survey.
Q15.The mold remediation protocol does not identify how much square footage of flooring, walls, ceiling, and linear feet of pipe which needs to be remediated, can this be provided?
A15. The square footage of the basement is approximately 6,800SQFT.
Q16. There were numerous NON SDVOSB companies at the site visit. This is a SDVOSB set aside. One of the SDVOSB companies was working directly with a NON SDVOSB company thanking them for coming out to perform the site visit. This is a specialty project agreed and the number of SDVOSB companies that are licensed Mold Remediation companies through the TDLR are few, however still a set aside. Will bidding companies be required to submit with their bid a complete list of subcontractors to be utilized by price and percentage of project to ensure all limitations are followed.
A16. The evaluation criteria requires that contractors make certification at VAAR 852.219-75 VA
NOTICE OF LIMITATIONS ON SUBCONTRACTING—CERTIFICATE OF COMPLIANCE FOR
SERVICES AND CONSTRUCTION (JAN 2023) (DEVIATION).
Q17. Are the questions generated from this project's solicitation prior to the site visit going to be released?
A17. All questions submitted to date are listed with answers.
Q18. Is the site visit sign in sheet going to be released?
A18. A copy of the site visit sign-in sheet is attached.
Q19. Will the VA entertain a flat price for the project as written on the mold protocol and then a price per square foot or cubic foot for additional mold discovered after removal of protocol covered areas?
A19. This is a firm-fixed priced contract action for the requested service. The size and scope is expressed in the Statement of Work and Mold Remediation Protocol. The size and scope have not changed. If additional mold remediation is required after start of performance, a bilateral contract modification will be executed.
Q20. During the site visit and upon more detailed inspection of the areas to be remediated, it was noted there were several rooms and spaces that were not listed on the SOW and the Mold remediation protocol. How is the VA planning on addressing those areas and how is the contractor to provide pricing for those areas since they are not part of the protocol? (Areas identified not in the protocol: Fresh air intake 50ft shaft, which is full of visible mold and pipe insulation, two each bathrooms near stair case with visible mold on walls and ceilings, All sheetrock above the grid, pipe insulation above the grid, both with viable mold in multiple locations. Mechanical room in hallway with visible mold on ceiling/wall area where there is piping etc.)
A20. This is a firm-fixed priced contract action for the requested service. The size and scope are expressed in the Statement of Work and Mold Remediation Protocol. The size and scope have not changed. If additional mold remediation is required after start of performance, a bilateral contract modification will be executed.
Q21. The SOW calls for All employees to hold specialty licensing and training. In order to be found technically acceptable is the VA ensuring that all companies who submit bids provide a list of all employees and also provide all training certificates for those employees prior to award.
A21. Quotes will be evaluated in accordance with the Basis for Award.
Q22. During the site visit it was stated that there were HVAC units that were coming out as part of another upgrade contract so not part of the bid. However, those units will be covered in mold spores and will need to be cleaned in order to obtain clearance, how is the VA addressing that?
A22. The size and scope are expressed in the Statement of Work and Mold Remediation Protocol. The size and scope have not changed. If additional mold remediation is required after start of performance, a bilateral contract modification will be executed.
Q23. Can a line drawing or a set of blueprints for the basement space be provided for the areas that the VA is planning on having remediated?
A23. See attached basement drawing. The CAD file will be made available upon request after award.
Q24. What is the VA’s expectation for the length of this project to be in terms of remediation time from start to finish?
A24. It is expected that this project will take three weeks from start to finish.
Q25. Can the ICRA and PICRA please be provided for this project?
A25. The ICRA and PCRA will be provided after award.
Q26. During the site visit there were other contractors working on the elevator. Once this is a TDLR regulated mold project there cannot be any intrusion of non-licensed mold remediation personnel in the space, will those contractors be done with the repairs and also not in the space during remediation?
A26. That is correct. Follow the Protocol.
Q27. What is the VA’s expected size and scope value based on market research for this project?
A27. The size and scope are expressed in the Statement of Work and Mold Remediation Protocol.
Q28. The HVAC main inlet ducting is covered in insulation, this is not part of the protocol, how will this be addressed because there were numerous spots of viable mold on that insulation, is it the VA’s intention to have the MRC remove that insulation as well, since obtaining clearance without removing it would be hard. The Protocol references insulation on pipes and the SOW references insulation. Please clarify.
A28. The size and scope are expressed in the Statement of Work and Mold Remediation
Q29. Is the MAC going to be requested to update the protocol to incorporate the additional spaces that were discovered and have become contaminated since the creation of the protocol.
If so, how will the contractor be able to provide a cost estimate until that is completed, if not completed prior to the closing date?
A29. The size and scope are expressed in the Statement of Work and Mold Remediation
Q30. Page 4 Number 4 of the solicitation states "removal of pipe Insulation", Will all piping insulation be removed?
A.30. Follow the Protocol.
Q31. Page 4 Number 5 states " Duct Insulation removal" Clarification on the square footage of duct insulation will be removed?
A31. Follow Protocol.
Q32. Please provide an Asbestos Report.
A32. See attached asbestos report.
Q33. Request for the Government to provide Plans of the basement.
A33. See attached basement drawing. The CAD file will be made available upon request after award.
Q34. The protocol is 'general' and does not contain specific instructions as to extent of removals (2' up, 6' up, entire wall FTC, etc) nor descriptions of areas where removals are to be done. Is there an architectural plan page of the affected area with the assessor's indicators as to what operations are to take place and where on individual walls and other materials?
A34. See attached photos in survey protocol.
Q35. Without the Asbestos Survey, can we assume all materials to be removed must be considered Asbestos-Containing?
A35. See attached Survey Means and Method are for the General Contractor.
Q36. Has the Asbestos Survey been completed as suggested by the Mold Assessment?
A36. See attached asbestos survey.
Q37. Are there pictures or plans available for the basement?
A37. See mold remediation protocol for pictures.
