About this file

This document contains an amendment to solicitation number 36C25723Q0664 from the Department of Veterans Affairs for temporary shelter and homeless veteran care services in San Antonio, Texas. The amendment provides answers to four questions from potential offerors. It clarifies that the incumbent facility owner retains full control and the awarded contractor must secure its own facility. Minimum and maximum contract values are defined as $10,000 and $10,000,000 respectively, with no guaranteed order amounts above the minimum. The number of veteran clients served varies annually based on area need, though 41 beds per night are estimated in the solicitation. The response deadline remains November 17, 2023.

Questions and Answers 36C25723Q0664 Transitional Housing San Antonio, TX

Question #1. The incumbent already had a facility where they were treating patients previously, is that facility dissolved, or can the winning bid continue services within that facility?

Response #1. The incumbent has ownership and complete control over the current facility. The subject solicitation will require offerors to provide all facilities and services required in the solicitation.

Question #2. The estimated quantity states 41 beds per night. Is there a minimum amount of veterans that will be admitted to those 41 beds?

Response #2. Quantities on the Schedule of Services are the yearly projected amounts. Contractual minimum and maximum: the guaranteed minimum contract amount, including the base year and any option years exercised, is $10,000.00 and the maximum contract amount, including the base year and any option years exercised, shall not exceed $10,000,000.00. The Government does not guarantee that it will place any orders under this contract in excess of the guaranteed minimum award amounts.

Question #3. Is this a new program for the Texas area and unsure how many Veterans will start the program?
