QUESTIONS AND ANSWERS

Q - Is double positioning locks a critical element to the evaluation?

A - The double positioning lock is not vital for 308 of them. For one of the SCI PT clinic lifts, it is important to the users.

Q - Does the VA intend to remain with wall mounted system format or going to all ceiling based lifts?

A - Ceiling mounted lifts are impossible in both CLCs because of a complete lack of ceiling structure. This is a large fraction of the lifts, so we cannot shift to all ceiling-mounted lifts.

Q - 825 lbs lifts were included in the specifications, can this specification be reduced to 800 lbs to allow additional competition?

A - If I must accept 800 pounds, that could be acceptable so long as the rail systems/supports are still built to accommodate a 1000 capacity if necessary, where noted in the SOW.

We keep eating away at what my users have asked for and agreed to. I’m more disappointed in the loss of the ability to stop the rail.

Q - Para 3.a.vi. States “Scales must have a readout in the controller and must not decrease the lifting height of the system.” Having a detachable or bolted on scale as the drawing demonstrates, creates a clearance height of 27 1/8”. When you consider a wheel chair seat clearance is 19”, bariatric bed clearance 17-19”, critical care bed clearance 17”, and bariatric commode at max height is 23”. The addition of a scale does not affect the functional lifting capabilities of the Overhead lift. The drawing is for an 8’6” ceiling height which is lower than typically seen. Our lifts also do not have a readout on the controller but is easily visible on the scale itself. Can this spec be removed in its entirety to allow adequate competition for additional vendors to compete?

A - We have full-body air-fluidized beds, which are even taller, show up all over the building as they are ordered for patients with wounds, pain, etc. Our skin graft patients on the very tall air-fluidized beds show up in ICUs and med/surg rooms sometimes. We have already suffered from lifts that could not lift from bariatric beds because some of our rooms have unexpectedly low ceilings. I can touch some of these ceilings with my hand. And the traveling rail has to be low enough to dodge the obstacles. And larger patients hang lower. I’m afraid I cannot budge on this requirement; the scale must not reduce lifting height.
