Contractor Questions: 36C257Q0777
1. Can you explain how the waste handler is reimbursed for costs incurred for tippage? Are you referring to the monetary charge levied upon a given type and quantity of waste received at a waste disposal facility? If so, that is not for us to explain. We do not reimburse vendors for costs incurred in the process of performing services, that be assessed when determining the bid?
2. Is the contractor responsible for providing landfill receipts? Yes, it should accompany the monthly report for each site of the volume of waste materials collected with weight and pick up dates.
3. What is meant by "clean and deodorize" dumpsters and compactors? (Task Two, p. 10). That the contractor is responsible for the sanitation of the contractor owned containers.
4. Are you accepting separate bids for the Waco and Temple locations? The city of Temple has exclusive hauling rights in that City, therefore we are unable to service it.
Not sure where the information about “The city of Temple has exclusive hauling” because we currently are being provided these services by a contractor, not the City of Temple.
5. We would be more than interested in placing a bid on the Waco VA location. We need a contractor who can service both our Temple and Waco locations. We do not want two separate contracts. 2) Does the VA currently own any equipment that could be repurposed for the Waco location? No
6. Who is the current solid waste removal hauler at the Doris Miller VAMC? The vendor servicing our current contract is managing it. (Not the city of Waco)
7. Does the solid waste generated at the Doris Miller VAMC fall into the requirements of having to use the City of Waco containers, having to be hauled by the City of Waco, or hauled to the City of Waco landfill? No. The vendor servicing our current contract is managing it.
8. Who is the current solid waste removal hauler at the Olin E. Teague VAMC? The vendor servicing our current contract is managing it.
9. Does the solid waste generated at the Olin E. Teague VAMC fall into the requirements of having to use the City of Temple landfill? No. The vendor servicing our current contract managing it. (Not the city of Temple)
10. Task One – Deliverable One states “In the event the government owned contractor/s breakdown, the Contractor shall provide a replacement container at no additional cost until the Government Owned compactor is repaired. The size of the container shall be determined by the Contracting Officer or COR.” Will the pull rate paid by the VA for this replacement roll-off be equal to the pull rate of the Government Owned compactor? Maybe I am not understanding the question, but the VA and the Government, as it relates to this SOW, are the same entity.
11. Task Two: “The contractor shall be responsible for the sanitation of the contractor owned dumpster and shall rotate and/or clean and deodorize container no less than once per week.” Is this in reference to all contractor owned containers or just the compactors? Please clarify as once weekly seems to be excessive.
This is in reference to all the contractor owned containers.
12. Task Two - Deliverable Two: “All refused on the ground within 10 feet of the container will be picked up by the Contractor during collection.” Is this in reference to overage waste materials when the container is overflowing?
This is in reference to all refuse on the ground within 10 feet of the container generated during collection.
13. Task Three – Deliverable Three – C: “All vehicles used to collect refuse and recyclable materials shall be weighted on state certified vehicle scales at the landfill. Incoming and outgoing vehicle weights shall be recorded on weigh tickets provided by the operator at the weigh station.” Is this requirement for the roll-offs and compactors only? It would not be cost effective or efficient if this was a requirement for the 8cy Front End Load containers as the truck would be less than 20% filled by the few stop per site. Estimate weights for the FEL’s could be provided monthly by industry standards.
