About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs, Network Contracting Office 16 on January 27, 2026. The amendment provides responses to seven vendor questions regarding solicitation number 36C25626Q0276 for boiler plant safety device testing services at two Alexandria VA Health Care System locations: Eugene J. Towbin Healthcare Center (2200 West Fort Roots Drive, North Little Rock, AR 72114) and John L. McClellan Memorial Veterans Hospital (4300 W 7th St., Little Rock, AR 72205). The contracting officer is Arlene A. Blade.

The amendment clarifies critical scope elements: services are limited to safety device testing only, with no internal boiler inspections or non-destructive testing included. Contractors must follow the 7th Edition of the VHA Boiler Plant Safety Device Testing Manual. OEM authorization letters are not required but will be accepted; however, contractors must provide proof of currently calibrated gauging and measurement equipment and qualify personnel with at least one year of trade school and five years of successful experience in institutional and industrial boiler plants. Minor adjustments and calibrations of safety devices are included in scope if they bring devices into compliance; repairs, parts replacement, and corrective maintenance are excluded and must be quoted separately with written recommendations provided. Emergency response and on-call services are explicitly excluded from this contract and will be handled under separate arrangements.
