About this file
This document is a clarification response to questions about solicitation number 36C25624Q0181 from the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 16 for fuel tank cleaning services. The response clarifies that the scope of work requires cleaning underground storage tanks by first pumping out concentrated sludge, water, and dirty fuel, then running clean fuel through filters to which chemicals have been added. These chemicals will remove buildup on the tank walls as the fuel is filtered, leaving the tanks clean without requiring additional tank cleaning. The price schedule also confirms tanks must be cleaned.

RFQ 36C25624Q0108 – Clarification to Q&A #2
The following was received in response to the 2nd set of Q&A posted in response to the solicitation. This is a response to clarify:
The answer to the question below contradicts the overview portion of the bid. The answer to the question below is discussing cleaning and filtering the fuel only. In the scope of work , top paragraph OVERVIEW: it references cleaning tanks. Also, again On page 4 on the price cost schedule section B.2 0002 it states that we must clean underground storage tanks. Filtering fuel and cleaning of fuel tanks are two different procedures. We want to make sure you only want the fuel cleaned based on your answer to the question below. We want to make sure we do not need to include tank cleaning in response to your bid documents.
RESPONSE:
The SOW states that cleaning will be done by first pumping areas of concentrated sludge, water, dirty fuel, etc. from the tanks. Then running fuel through filters. The chemicals added remove the buildup on the tank walls which would be removed while filtering the fuel. This process described will leave the tanks clean.
