1. We do not see any details for Air Compressor (AC-1) material to be used or piping diagrams in the drawings. Will AE please clarify the design requirements?
The air compress is to meet the requirements listed in the Schedule on drawing PL013 and specification 221500. The compressor is to provide compressed instrument air to the softener skid.
2. Will there be a designated place for contractor to stage materials or should we account for our own job trailer/storage connex?
No laydown is available on site. Materials stored off site and delivered as needed. No trailers allowed to park on site.

3. If contractor should provide own storage connex, is there a location on-site to place it ?

No.

4. Reference: Detail 6 on PL-012. Please define the material difference between the “Final Backfill” material and the “Initial Backfill” material?
Initial Backfill material should be well graded sand, gravel, gravel/sand mixtures or crushed stone/gravel. Final Backfill material should be topsoil or other non-clay type of dirt. 16. How many projects are to be submitted for subfactors 2a and 2b ?
No more than 5.
17. To confirm, CPARS will be accepted in lieu of Exhibit B Past Performance and Present Performance Questionnaire ?
Contractors are highly encouraged to have their references submit Exhibit B Past Performance and Present Performance Questionnaires instead of relying solely on CPARS.
18. Reference specification 01 91 00 -17 . Please confirm the Commissioning Agent (CxA) and associated costs are the responsibility of the VA as stated in the specification.
The VA does not have a commissioning agent for this project. Remove all references in Specification 01 91 00 to the VA providing the commissioning agent and replace it with the contractor providing the commissioning agent.
19. Specification 01 00 00 -21 states that “contractor shall provide a written testing and commissioning plan” however, several sections in 01 91 00 state the commissioning plan, check-lists and testing procedures are developed by the VA’s Commissioning Agent. Please confirm these items will be prepared by the CxA.
The VA does not have a commissioning agent for this project. Remove all references in Specification 01 91 00 to the VA providing the commissioning agent and replace it with the contractor providing the commissioning agent.
20. Specification 22 05 11 -7 requires contractors to prepare scaled drawings with plan views, elevations and sections of all new and existing systems. To what extent are the existing systems required in these drawings?
All connections and attachments to existing shall be required on the as-built drawings. The requirement for as-builts are defined in the contract scope of work document.
21. Exterior Brine Tank – Per Drawing PL 006, General Note 2 states “Contractor to provided engineering design for storage tank as part of their construction package. Final design to be approved by the COR”. Per Drawing PL 013, the Water Treatment Schedule shows the External Brine Silo in detail and is showing a quantity of (1). For clarification, will the engineering design and procurement of the Exterior Brine Silo be the responsibility of the Contractor or will it be supplied by the water treatment vendor?
See statement of Work Revised 11-24-2020 for this scope.
22. Valve and Instrument Outside of Skid Boundaries – Drawings PL 006 and PL 007 Process Flow Diagrams A & B show valves and instruments that are outside of the skid boundaries. Per the material schedule on drawing PL 013 only the Bypass Valve will be included by the vendor. For clarification, will all instruments and valves outside of the skid boundaries be provided by the contractor? If so, is there a valve and instrument design table in the specs that can be accessed for proper pricing of materials?
All items showed within the dashed lines are provided by the vendor. All items shown outside of the dashed lines are to be provided by the contractor. The specifications provide the design criteria for these items. There is no valve and instrument design table.
23. Insulation – The Pipe Schedule on Drawing PL 013 shows the Domestic Water and Brine Water lines to be insulated. Will the piping inside the building need to be insulated or will the insulation only be required outside of the building? Is there any requirement for heat tracing on lines which require insulation?
All domestic and brine water piping to be insulated. Heat tracing is not required.
24. Pipe Size and Connection Size Discrepancy – Per drawing PL 008 on the Table Connection Point by Contractor, Connection B (Service Inlet) and Connection C (Service Outlet) show an 8” flanged connections to the skid. Drawing PL 007 details show both Feed Source Piping and To Domestic Water Storage Piping to be 10” Sch 40 CS. Per the material schedule on Drawing PL 013 the Bypass Valve is to be provided by the vendor. If the connection details for the skid is correct then both the Service inlet and outlet piping will have to be resized at some point within the routing, from the existing connection to the skid. The size and placement of the bypass valve will be a deciding factor in where the pipe size reduction occurs in the lines. For clarification, what size is the bypass valve? This could also affect the size of the shutoff valves between the bypass and the skids.
An 8x10 reducer with an 8” valve should be installed at the inlet and outlet to the softener. The bypass valve and piping should be 10”.
25. First Floor Plan Service Building – For purpose of measurement, the scaling on Drawings PL 003, PL 004, and PL 005 have been provided. Where these drawn to ARCH or ANSI Standard and was size D used for scaling purpose? For ease of use, are there plan drawings which have measurements provided?
These are Architectural E size drawings, 42” x 30”. There are no plan drawings with measurements provided.
26. Brine Storage Tank Location – Drawing PL 005 dated 06/26/2020, General Note 2 States “Location of storage tank is shown for planning purposes only. Final location to be confirmed and approved by the COR prior to design and construction”. Has a final location determination been approved for the Brine Storage Tank?
The brine tank (tanks) shall be located to the far corner of the parking lot adjacent to the West side security wall.
27. Brine Storage Tank Foundation – Drawing PL 005 dated 06/26/2020, General Note 1 States “Contractor to provide engineering design for storage tank and foundation for storage tank as part of their construction package”. The question of the storage tank engineered design and procurement was addressed above in Proposal RFI #1. Has the engineering of the foundation for the storage tank been complete at this time or will it remain a part of our construction package as notes in the General Note?
It is not complete. Refer to question 6 above. See Statement of Work Revised 11-24-2020 for this scope.
28. Skid Size and Access Point – Following the site visit the size of the hallways that were identified as installation travel routes for the water softener skid are not large enough to move the skid in while the skid is fully assembled. The skid dimensions provided on Drawing PL 008 show skid dimensions of: Skid Length 245” (20’-5”), Skid Width 110” (9’-2”), and skid height 190” (15’-10”). The main hallway leading from the loading dock to the Fuel Tank Storage room where the equipment is to be installed is 72” (6’-0”) at it’s narrowest width. The hallway leading into the Fuel Tank Storage from the South is on 70” (5’-10”) wide at its widest point. This hallway also has a suspended ceiling which measure approximately 8’ from the finished floor. With the provided skid dimensions and the given physical dimensions of the building either the skid will have to be disassembled or another access point will have to be made into the building. Is there a skid breakdown that show the dimensions of the skid components? The size of the (3) three tanks on the skid and the skid base size will be the larger components on the skid and will determine critical when determining the proper access into the facility. To facilitate the equipment installation is it possible to remove a section of the southeast sheet metal exterior wall to move the equipment in if needed? Will the option to open the wall into the Fuel Tank Storage room be available to get the skid into place?
Regarding the skid, the design intent was for the components to be brought in separately and assembled in the room.
29. Pipe Support Design – Drawing PL 012, Details 4 and 5 shown the rod hanger assembly which is attached to the ceiling by way of a welded beam attachment with pin. During the site visit it was determined that the ceilings were constructed of concrete. Is there an alternate attachment detail for attaching the rod hanger to the concrete ceiling?
The pipe support will need to be anchored into the concrete slab above with an anchor suitable to handle the load on the table. The anchor proposed by the contractor will be reviewed as part of the submittal process during construction.
30. Solicitation Page 15 of 72 ; Subfactor 1c: Technical Management Approach states that the "Contractor shall provide a site-specific Quality Control Plan, describing techniques for maintaining quality control for workmanship." As most site-specific QC plans are more than 25 pages, please confirm that the site-specific QC plan will not count towards the "25 page limit".
The QC plan will not count towards the 25 page limit.
31. We respectfully request that the VA allow for the submission of CPARS or previously completed PPQs (in lieu of new PPQs). It has been our experience in the past that if an official CPARS evaluation exists, the Government client will not complete any additional past performance information, since the CPARS evaluation is an official assessment of the project. Furthermore, several of our main project POCs have since retired, or moved on to other facilities/entities, so acquiring newly completed PPQs from some of these contacts has not always been successful.
Contractors are highly encouraged to have their references submit Exhibit B Past Performance and Present Performance Questionnaires instead of relying solely on CPARS.
32. Solicitation Page 13 of 72; Please confirm if Volume I Past Performance and Volume II Technical Proposal are to be submitted separately from each other (two separate binders) or if it is permissible to submit them together in the same binder. We are accustomed to submitting a Technical Proposal binder (which contains all non-price factors) and a Price Proposal binder. We have never had to submit our Past Performance factor in its own separate binder.
Three separate volumes are required per the terms and conditions of the solicitation.
33. Re: drawings EP002 and EP004, the Government informed us on the site visit that the location of the exterior brine storage tank will be ~75’ further away than depicted. Please confirm, as this really isn’t up to the Contractor on a fully designed plan and specification project. Please provide upsized wiring requirements for this distance.
Please refer to all provided Solicitation documents.
34. SECTION 01 45 00 3.4 “QUALITY CONTROL ORGANIZATION” states: “Personnel Requirements: The requirements for the CQC organization are a Safety and Health Manager, CQC System Manager, a Design Quality Manager (if applicable, verify with COR), and a sufficient number of additional qualified personnel to ensure safety and Contract compliance. One person may fill all these roles if project is deemed small enough by COR to not require multiple members, verify prior to proceeding.” Please confirm the onsite Project Superintendent can fill all these roles.
Verified as long as the Project Superintendent is prior qualified and approved by VA.
35. Please confirm the Government will provide the Contractor with a tax-exempt certificate.
The government will not provide a tax-exempt certificate.
36. Please confirm the Contractor needs to provide a professional videographer to videotape training per 01 91 00.
Confirmed.
37. Who is responsible for the initial fill of brine in the exterior storage tank – the Contractor or the Government?
Contractor.
38. Re: drawing EP003, key note #1, and specification section 22 32 11 2.3-K outside of the concrete equipment pad for the water softener system, what additional “elevated platform” is required? There is no detail for this. The spec states: “The final installed softener skid will be raised 3’ (three feet) above the ground”. Again, no detail.
The softeners need to be elevated 3’ above the ground to allow water to drain and drain piping needs to pass over the curb at the north end of the building. The contractor needs to install a 6” equipment pad as per note 15 on PL004 to install the softener equipment on.
39. Please provide an electrical panel schedule.
The designated panels already have a schedule inside the panels.
40. Is the contractor required to x-ray the concrete slabs before core drilling?
No. A layout of the core drilling must be submitted and approved by the VA prior to drilling.
41. Who is the proprietary fire alarm contractor on campus?
Johnson Controls.
42. Who is the proprietary access control/security contractor on campus?
Johnson Controls.
43. The drawing calls for wall penetration detail, page EP005. Nothing in this area has this. all existing items are just fireproofed. What is required? At the site walk it sounded like only fireproofing caulk.
Weatherproof flange & sealant on exterior face only occurs in one location on an exterior wall. All other penetrations require fireproofing only.
44. Is EMT conduit approved for exterior use?
Yes.
45. Regarding the preferred material for the softener piping, Specification section 22 32 11 2.4.A calls for external softener piping to be Sch. 40 galvanized or SS; 2.5.A calls for brine piping to be Sch. 80 PVC. Drawing No. PL-008, Details: Connection Points by contractor table shows Sch. 80 PVC for all but relief piping. Drawing PL013, Schedules: Water Treatment Schedule calls for Sch. 10 Stainless Steel Product / Face Piping. Please advise as this information contradicts each other.
2.4A refers to water piping provided by the contractor. External water piping is to be galvanized or stainless. Interior water piping to be A53.

2.5A refers to brine water piping. All brine water piping is to be PVC and provided by the contractor.

Dwg PL-008 lists materials specified by the water softener vendor for vendor supplied piping.

Water Treatment schedule is information provided by the vendor on vendor supplied system.

46. Will the card access work need to be done at night?
No. VA needs to be informed in advance of any work on the access card system.
