JANITORIAL SERVICES

CENTRAL ARKANSAS VAMC

1. Who is the current/previous contractor?

There isn’t an incumbent

2. What was the total monthly or yearly dollar value of the current contract?

There isn’t an incumbent

3. What was the current contract number?

4. Are there any changes to the scope of work from the last solicitation?

There isn’t an incumbent

5. Please provide separate square footage of seven days per week services and five days per week clean for each site.

NLR – (Monday – Friday = 354,075.1) (Saturday – Sunday = 187,904) LR – (Monday – Sunday = 180,922)

6. Please provide historical data on the number of employees, patients, and visitors for each site.

Unknown

7. I would like to confirm that this is a SCA contract or falls under the SCA contract guidelines. ($10.58 an hr. plus $4.22 an hr. fringe benefits).

8. How much is the budget that we are working with?

9. Can we recommend other chemicals that are used in other VA facilities that works?

10. Can we subcontract the floor strip and wax, when needed?

11. The President has signed it into law that all federal employees will abide by $15.00 per hour minimum wage. Effective from January 2022. How will this affect our pricing. Will there be provision for modification in January?

12. The proposal is due on 7/5- with that date being the day the holiday is observed will the solicitation date will be extended?

Solicitation was extended to 07/22/2021 0900 CST.

13. Can you please provide the square footage of different floor types (VCT, Carpet, Restroom tile, etc) so that we may incorporate that in the pricing model?

VCT – 100,000

Tile – 350,000 Carpet – 35,000 Other(Brick, Concrete, Terrazzo) – 50,000

14. Is it possible to hire incumbent employees?

No, there isn’t an incumbent

15. Are there any changes to the scope of work from the previous contract?

No previous contract in place

16. Is there a government provided office onsite for the contractor to use?

Yes, Offices will be provided

17. On page 48 it says: "The CAVHS Little Rock VA shall furnish all Purell, paper products, soap, and feminine products, no equipment will be issued by the VA to contractors for their work.” But on page 50 it includes a loss of government provided equipment:

Government Equipment/ Supplies provided -side to side scrubber and/or side burnisher -riding scrubber -riding burnisher -vacuum cleaner -floor finish/wax -stripping chemicals -mops, brushes, cloths, etc.

-paper products, soap, and feminine products -corridor, stairwell, elevator landing, entry points and exterior cleaning water fountains are located next to each patient elevator.

18. Can we assume correctly that patient care space is excluded?

Yes, No contractor employees will be designated to patient care areas

19. Why is the contract restricted to three years?

Based on what is best for the Government

20. How are these services provided during the period 17:00 – 1:00?

These services will be handled by VA employees during this time

21. The contractor must provide consumables. What is the population and patient census (FTE)? Do you have a record of usage?

Consumables are provided by the Facility

22. Can a site map be provided?

Yes, upon award of contract

23. It is our understanding that there are areas that require 7 days a week cleaning. How do we get paid on those listed VA holidays?

Services are still to be rendered on Holidays.

24. There are some very old buildings in the NLR campus. Are there any specific buildings with Asbestos issues?

Yes, some buildings do contain Asbestos. These buildings have been deemed safe by safety.

25. Can you please provide a map of the NLR campus with locations of dumpsters indicated?

Yes, upon award of contract

26. Can you provide the list of machines and equipment at each location?

Yes, upon award of contract

27. What is the current Recycle Program?

None at this time

28. Are we required to handle Sharp Items and / or Biohazard Materials?

No

29. Are our cleaners required to have Hepatitis vaccination?

Contractor will need to check with Little Rock VAMC hospital to verify.

30. For Cafeteria / Kitchen Cleaning, do we price this based on five days or seven days cleaning?

7 days a week

31. For the LR campus, please specify our responsibilities for the parking lot / parking deck areas.

Pick up and blow debris from parking areas, Pull Trash, Clean Elevators

32. In case we need to have a vehicle to move our cleaners at the NLR campus, what type of insurance is required?

Contract Vehicle will have to be minimally insured in compliance with Arkansas State Motor Vehicle Laws

33. John McClellan-LR locations say: “Cleaning Daily (Monday-Friday): 2 shifts of personnel will be required for the 1st (9:00am – 5:00pm) and 3rd (1:00am – 9:00am) shifts.” However, each area category header (on pages 33-40 of PWS) says “(3RD SHIFT).” Does this mean the contractor is to only clean these locations on the 3rd shift (1:00 am to 9:00 am), or is the contractor to clean these areas on both 1st and 3rd shifts?

This was a Typo the following should be completed 7 days a week:

NLR - Bldg 170, Bldg 76, Bldg 89

LR – All areas

The following buildings in North Little Rock are Monday thru Friday:

34. We were told at the site visit that the shifts at the John McClellan-LR facility are 07:00-15:00 and 15:30-0:00. However, the PWS states the cleaning shifts are to be 09:00-17:00 and 01:00-09:00. Which is correct?

09:00-17:00 and 01:00-09:00 are the correct shifts

35. We were told at the site visit that the contractor is to clean the basement/ground floor, 1st floor, 2nd floor, and 4th floor at the John McClellan facility, but the PWS also gives square footages for the 5th, 6th, and 7th floor stairwells, restrooms, elevators. Are these areas on the 5th, 6th, and 7th floors also to be cleaned by the contractor?

All floors are to be cleaned. The only floor excluded is the 3rd Floor.

35. Eugene Towbin-NLR OUTER BUILDINGS, Building B76 NFS Dining & Admin (11th line in table on page 15 of PWS) and Building B101 ORM/Reproduction (13th line in table on page 15 of PWS) do not list an area/size. Please provide.

Bldg 76 – 7,000 Bldg 101 – 25,000

36. There are 10 holidays listed in the PWS 6.2.1. Is the contractor to include Juneteenth as the 11th standard holiday since it was recently signed into law?

Yes, this holiday can be added. Services are still to be rendered on Holidays.

37. Eugene Towbin NLR references a “FUTURE” elevator at the “CENTER OF BUILDING”. Is this elevator currently in operation?

Yes, this is labeled A-P-2 now.

38. What are the current staffing levels at the Eugene Towbin-NLR facility? At the John McClellan-LR facility?

Unknown

39. PWS Section 4 states: “These restrooms are listed under two groups based on their required cleaning frequencies.” All restrooms are listed by floor. To what two groups is the PWS referring?

All restrooms are to be cleaned at a minimum of 3 times per shift.

North Little Rock – Ground Floor restrooms are more frequently used.

Little Rock – 1st Floor restrooms are more frequently used.

40. In section “g” of instructions to offerors, it states to utilize the Past Performance Worksheet located in Section D. There is not a Past Performance Worksheet listed in Section D; however, there is a Past Performance Questionnaire listed as an attachment. Is the single page Past Performance Questionnaire attachment the document we are supposed to utilize?

Yes

41. Does the offeror need to provide CPARs for each of the three (3) references in the submission?

No

42. The floor maintenance equipment listed in PWS Section 18.1 – at which facility is all that equipment located? Will the contractor be required to move the equipment back and forth between the two facilities as necessary to maintain the floors in both facilities?

Each facility has its own equipment designated.

43. What is the expected value for this contract?

Not able to release this information

44. PWS Section 5 says the stair floors are to be stripped/waxed monthly. However, Section 18.1 says stripping/waxing of hard floors are to be completed every 4-6 months. Since the stairs are hard floors, are they to be stripped/waxed monthly or quarterly/semi-annually?

Stripping/waxing of hard floors are to be completed every 4-6 months. Stairwells are to be swept and mopped only

45. What is the current condition of the hard floors? When was the last time they were stripped/waxed?
