Questions and Answers

1. Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?

The solicitation is out, and the services have been performed before, the requirement is new this year. The current contract expires 09/30/20 and the incumbent is Landshark Shredding under contract GS-25F-0010U VA256-15-F-1455.

2. Can we as primes sub-contract out to a non-veteran owned company?

You can sub to a non-veteran owned company, but their business size will be required to determine limitations rule above. You do not require a GSA contract for the requirement, but you must be registered SAM and certified in VetBiz as a

SDVOSB

3. Do I my company need to be GSA certified to be awarded this contract.

The solicitation is set aside for Service-Disabled Veteran

Owned Small Business (SDVOSB). So, in order to be considered the company submitting the quote must be a certified and verified SDVOSB. If you subcontract out to another company preferred is SDVOSB but you can sub to another socio-economic status company. However, you must provide documentation as to how you are going to be in compliance with the limitations of subcontracting rule; in which shows the SDVOSB is completing 51% of the service.

4. Will this be a new contract for the Gulf Coast Veteran Health Care

System or is there currently an incumbent contractor performing the shredding service?

This will be a new contract for base plus four option periods.

The service has been performed before by SDVOSB under contract number GS-25F-0010U VA256-15-F-1455 by

Landshark Shredding.

5. How heavily will the determination of a bidder’s ability to adhere to the Limitations on Subcontracting regulations be weighed in this solicitation’s evaluation process?

The limitation of subcontracting will be weighed according: the sdvosb must provide 51% of the work.

For example: if the SDVOSB is bidding and subcontracting then they need to subcontract to another registered SDVOSB or a combination of a SDVOSB and a small or large business.

If they are subcontracting to a large business that is not 51%.

In other words, a combination of sdvosb, small and or large must show that the SDVOSB involved are providing at least

51% of the work.
