Note: Contractor Performance Assessment Reporting System (CPARS): FAR Subpart 42.15 requires that contractor performance information be collected. FAR Subpart 15.304 requires the evaluation of past performance in certain source selections. Source selection officials rely on clear and timely evaluations of contractor performance to make informed business decisions when awarding government contracts and orders. As such, the government utilizes CPARS as a means to ascertain contractor’s performance information. This information is critical to ensuring that the Federal government only does business with companies that provide quality products and services in support of the agency’s mission. Contractor can enter this module through http://www.cpars.gov/cparsmain.htm.

BASIS FOR CONTRACT AWARD:

SOURCE SELECTION MAY USE TRADE-OFF PROCESS IF DEEMED BEST INTEREST OF THE GOVERNMENT: This is a competitive Request for Proposal (RFP) that represents the best value to the Government conducted under FAR Part 15. The Government intends to evaluate proposals and award a contract without discussions (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal shall contain the offeror’s best terms from a coefficient rate, technical standpoint and price. Offerors are cautioned to submit sufficient information and in the format specified in the instructions to offerors section of this solicitation. Communication conducted to resolve minor or clerical errors will be considered as exchanges and would not constitute discussions and the Contracting Officer reserves the right to award a contract without the opportunity for proposal revisions. There is currently no schedule public bid opening for this award. However, the award information will be posted to FBO.

Award will be made to the responsible, acceptable offeror whose proposal providing the best value to the government utilizing all evaluation factors that when combined are significantly more important than cost or price.

An evaluation for acceptability will be performed on each proposal. To be considered fully acceptable, no technical or quality factors in the proposal may be determined to be unacceptable. Failure of a proposal to meet all requirements under any factor can result in a technically unacceptable rating and preclude proposal from further award consideration. The acceptable offeror with the best value to the government shall be deem the apparent Awardee. Should proposals fail to meet the government acceptable criteria, the government reserves the right to cancel this action in its’ entirety.
