MICHAEL E. DEBAKEY VA MEDICAL CENTER

HOUSTON, TEXAS

Project Number: 580-18-116 Project Title: Replace B100 and B 110 AHU’s

1. Contractor shall provide all labor, supervision, transportation, materials, apparatus, tools, and equipment necessary to replace 20 air handling units, 13 return fans and 27 exhaust fans in Building 100 and Building 110 as described in this statement of work. All work shall be done in at the Michael E DeBakey Medical Center (MEDVAMC) located at 2002 Holcombe Boulevard, Houston, Texas 77030.

2. General Requirements:

a. GENERAL:

i. Contractor shall provide ten 1/2 ton and five 1 ton spot coolers (total 15) for the duration of construction. Contractor shall install, monitor and maintain spot coolers while they are in operation and coordinate with COR on the location and schedule of operation.

ii. Replacement of the air handing unit shall occur during winter months. (December- March)

3. Building 100 VAV Air Handling Units:

a. Remove existing AHU through the intake louvers or as directed by the Contracting Officer Representative (COR). Removal shall include all associated materials; i.e:. pipe, valves, actuators, etc. AHUs and associated material shall be discarded per VA Master Specs http://www.cfm.va.gov/til/spec.asp.

b. Contractor shall provide new air handling unit shall be manufactured by Johnson Control or equal (units shall comply with VA master specs attached). Control components shall be Direct Digital Control (DDC) and manufactured by Johnson Controls or equal (shall be compatible with existing building control infrastructure). The new AHU and control components shall interface and communicate with existing Johnson building energy system (BMS). All existing control points shall be transferred to the new AHU. There will be additional control points that will need to be added and programed by contractor.

c. Contractor is responsible for rigging path for new AHU, this will include crane rental and hoisting equipment to rig new equipment. Contractor shall provide a rigging plan for COR approval.

d. Contractor shall clean existing intake and outlet louvers and plenums.

e. Contractor shall prime intake and outlet plenum.

f. Contractor shall install new duct access doors to intake and outlet plenum locations that lack them to allow cleaning. Size of access door shall be 24” x 48” minimum dimensions.

g. Contractor shall design, fabricate, and install new supply and return duct transitions to fit new AHU dimensions. Ductwork shall be in accordance of VA Master Specs and SMACNA standards.

h. Ductwork to be externally insulated by VA Master Specs.

i. Contractor shall modify existing housekeeping pads to accept new AHU footprint.

j. Contractor shall demo existing electrical connections to AHU’s and return air fans.

k. Contractor shall provide new electrical connections to new AHU’s and return fans.

l. Contractor shall provide new variable frequency drive for new fan wall air handling units. Contractor shall provide one VFD for each motor on AHU. VFD shall comply with VA master specifications and shall be properly size for motor HP.

m. Contractor shall replace all existing control devices with DDC Johnson Controls equipment or equal. Devices shall be integrated to existing building automation system. They shall be programmed as needed to comply with control sequence.

n. Contractor shall remove and discard all existing pneumatic control devices and permanently cap pneumatic tubing to source.

o. Replace all existing dampers of the AHU’s and return fans, dampers shall be in accordance of VA Master Specs.

p. Connect existing smoke duct detectors to Building Automation System (BAS). Provide necessary control programming to use these to shut supply and return fan down as well as report alarms to the building automation system.

q. Contractor shall provide new smoke detectors to all locations any smoke detector is being removed as part of the replacement. Smoke detector shall be compatible with BAS and shall be programed and control points input into existing sequence. This task shall be performed by a certified fire protection contractor.

r. AHU shall be furnished with analog and digital pressure differential gauge on pre-filter and final filter sections. Digital filter Gauge (Measurement) shall be connected to BAS. Provide necessary programming to report this alarm to BAS for filter replacement.

s. Install new DDC Chilled Water and Hot Water Control Valves per VA Specs, please note AHU 87, 89, 91, 95 and 97 heating and cooling coil control valves are 3-way valves.

t. Provide new chilled water, heating water and condensate piping to new AHU’s per VA Specs.

u. Replace existing chilled water and hot water cut off valves per VA Specs. Contractor will be required to freeze existing pipe lines to allow replacements. Existing cut off valves may not hold flow properly, contractor shall test existing cut off valves and provide an action plan for replacing valves. Contractor shall coordinate with COR before each AHU replacement.

v. AHU shall be completely installed and functional over one weekend. Downtime may start at Friday, 6pm until 12 am Monday, or as scheduled with the COR. Functional AHU will require operating fan and cooling coil.

w. Preparation for the installation, start-up and re-commissioning of the unit can be accomplished during normal working hours.

x. Contractor shall provide updated control sequence diagrams, drawings, specifications and operation manual for all equipment and control programming performed on the job. Shall be provided in 3 hard copies and data CD.

y. Contractor shall provide programing to modified existing graphics, control sequences, control point, control block and any other programming needed for the unit to comply with control sequence operation see attached.

z. Contractor shall provide a control point checklist and verify proper functioning of all new controls devices. This includes verifying proper functioning of all DDC control devices.

aa. Contractor shall provide new air flows stations on the supply and return side of ductwork per VA Specs and shall be compatible with BAS.

ab. Contractor shall program AHU’s and return fan operation to a volume matching logic, which shall keep as-built design differential at all range of operations. This task may require to modified existing control blocks on the program to be properly achieved.

ac. TAB and Commissioning

i. Contractor shall provide a before and after certified TAB reports for each AHU’s, exhaust fans and return fans. Report shall include volumetric flow, static readings along the system, electrical readings, rpm, fan details, chilled water and heating water flow and pressure losses, etc. TAB shall be performed by a third-party contractor with a current NEBB certifications.

ii. Contractor shall commission the new equipment installation to provide performance per specifications and be compliant with applicable control sequence. Contract shall take any corrective action to assure these conditions. Commissioning will be performed with the assistance of VA personnel.

iii. For details specifications requirement for AHU’s , fan and supporting components see attached specs, schedule and as-builts.

4. Building 100 Return Fans

a. Contractor shall replace existing Return Fans serving AHU’s.

b. Process shall include the following:

i. Contractor shall demolish existing fan and properly disposed per VA specs.

ii. Remove existing fan pneumatic components and permanently cap pneumatic tubing to source.

iii. Replace fan with vaneaxial fixed blade fans that provide same volumetric displacement at design pressure. See attached specs for fans.

iv. Fans shall have motor with new high efficiency inverter rated TEFC motors per VA Master Specs.

v. Motor lead shall be pull outside of the fan housing into the external junction box on the fan housing.

vi. Bearings Bl0 with average operating life of 200,000 hours, and bearing lubrication lines extended to outside of housing.

vii. Fan shall be dynamically balanced per VA master specs, report shall be provided to COR.

c. Contractor shall provide and install new variable frequency drives for return fans, VFD shall be ABB or equal compatible with existing BAS infrastructure. Shall comply with VA Master Specifications.

d. Return fans shall be incorporated in the control sequence for each AHU, with appropriated flow differential

5. Building 100 Exhaust Fan Replacement

a. Contractor shall replace existing exhaust fans serving AHU’s.

b. Process shall include the following:

i. Contractor shall demolish existing fan and properly disposed per VA specs.

ii. Replace fans with a replacement fan of the same type as per schedule.

iii. Fans shall have motor with new high efficiency inverter rated TEFC motors per VA Master Specs.

iv. Motor lead shall be pull outside of the fan housing into the external junction box on the fan housing.

v. Bearings Bl0 with average operating life of 200,000 hours, and bearing lubrication lines extended to outside of housing.

vi. Fan shall be dynamically balanced per VA master specs, report shall be provided to COR.

c. Exhaust shall be incorporated in the control sequence for each AHU, and interlocked with AHU system its serving.

6. Building 100 Constant Volume AHU’s

a. Remove existing AHU through the intake louvers or as directed by the Contracting Officer Representative (COR). Removal shall include all associated materials; i.e:. pipe, valves, actuators, etc. AHUs and associated material shall be discarded per VA Master Specs http://www.cfm.va.gov/til/spec.asp.

b. Contractor shall provide new air handling unit shall be manufactured by Johnson Control or equal (units shall comply with VA master specs attached). Control components shall be Direct Digital Control (DDC) and manufactured by Johnson Controls or equal (shall be compatible with existing building control infrastructure). The new AHU and control components shall interface and communicate with existing Johnson building energy system (BMS). All existing control points shall be transferred to the new AHU.

c. Contractor is responsible for rigging path for new AHU, this will include crane rental and hoisting equipment to rig new equipment. Contractor shall provide a rigging plan for COR approval.

e. Contractor shall prime intake and outlet plenum.

f. Contractor shall install new duct access doors to intake and outlet plenum locations that lack them to allow cleaning. Size of access door shall be 24” x 48” minimum dimensions.

g. Contractor shall design, fabricate, and install new supply and return duct transitions to fit new AHU dimensions. Ductwork shall be in accordance of VA Master Specs and SMACNA standards.

h. Ductwork to be externally insulated by VA Master Specs.

i. Contractor shall modify existing housekeeping pads to accept new AHU footprint.

j. Contractor shall demo existing electrical connections to AHU’s and return air fans.

k. Contractor shall provide new electrical connections to new AHU’s and return fans.

l. Contractor shall replace all existing control devices with DDC Johnson Controls equipment or equal. Devices shall be integrated to existing building automation system. They shall be programmed as needed to comply with control sequence.

m. Contractor shall remove and discard all existing pneumatic control devices and permanently cap pneumatic tubing to source.

n. Replace all existing dampers of the AHU’s and return fans, dampers shall be in accordance of VA Master Specs.

o. Connect existing smoke duct detectors to Building Automation System (BAS). Provide necessary control programming to use these to shut supply and return fan down as well as report alarms to the building automation system.

p. Contractor shall provide new smoke detectors to all locations any smoke detector is being removed as part of the replacement. Smoke detector shall be compatible with BAS and shall be programed and control points input into existing sequence.

q. Filter Gauge (Measurement) shall be connected to BAS. Provide necessary programming to report this alarm to BAS for filter replacement.

r. Install new DDC Chilled Water and Hot Water Control Valves per VA Specs.

s. Provide new chilled water, heating water and condensate piping to new AHU’s per VA Specs.

7. Building 110 Constant Volumn AHU’s

a. Remove existing AHU as directed by the Contracting Officer Representative (COR). Removal shall include all associated materials; i.e:. pipe, valves, actuators, etc. AHUs and associated material shall be discarded per VA Master Specs http://www.cfm.va.gov/til/spec.asp.

b. Contractor shall provide new air handling unit shall be manufactured by Johnson Control or equal (units shall comply with VA master specs attached). Control components shall be Direct Digital Control (DDC) and manufactured by Johnson Controls or equal (shall be compatible with existing building control infrastructure). The new AHU and control components shall interface and communicate with existing Johnson building energy system (BMS). All existing control points shall be transferred to the new AHU.

n. Replace all existing dampers of the AHU’s and return fans, dampers shall be in accordance of VA Master Specs.

o. Contractor shall replace and install new duct mounted preheat coils associated with each AHU. Replace all existing control valves with DDC actuated controls.

p. Connect existing smoke duct detectors to Building Automation System (BAS). Provide necessary control programming to use these to shut supply and return fan down as well as report alarms to the building automation system.

q. Contractor shall provide new smoke detectors to all locations any smoke detector is being removed as part of the replacement. Smoke detector shall be compatible with BAS and shall be programed and control points input into existing sequence.

r. Filter Gauge (Measurement) shall be connected to BAS. Provide necessary programming to report this alarm to BAS for filter replacement.

s. Install new DDC Chilled Water and steam control valves control per VA Specs.

t. Provide new chilled water, heating water and condensate piping to new AHU’s per VA Specs.

u. Provide new pressure reducing station, steam trap, pipe assembly, and condensate return pump stations for each steam coil.

v. Replace existing chilled water and steam cut off valves per VA Specs. Contractor will be required to freeze existing chilled water pipe lines to allow replacements. Existing cut off valves may not hold flow properly, contractor shall test existing cut off valves and provide an action plan for replacing valves. Contractor shall coordinate with COR before each AHU replacement.

8. Building 110 Exhaust Fan Replacement

a. Contractor shall replace existing exhaust fans serving AHU’s.

b. Process shall include the following:

i. Contractor shall demolish existing fan and properly disposed per VA specs.

ii. Replace fans with a general exhaust fan of the same type as per schedule. Fans shall be arranged for horizontal discharge.

iii. Replace existing hood exhaust fans with new strobic air tri-stack exhaust fans or approved equal. Fans shall be sized by manufacturers based on CFM and external static pressure on schedule. The discharge velocity at the nozzle shall be 3,500 fpm. Fan shall be properly sized to match existing fans as per attached schedule.

iv. Fans shall have motor with new high efficiency inverter rated TEFC motors per VA Master Specs.

v. Motor lead shall be pull outside of the fan housing into the external junction box on the fan housing.

vi. Bearings Bl0 with average operating life of 200,000 hours, and bearing lubrication lines extended to outside of housing.

vii. Fan shall be dynamically balanced per VA master specs, report shall be provided to COR.

c. Contractor shall provide new electrical connections to fan properly size for fan hp.

d. Contractor shall provide outdoor rated electrical disconnects to be installed next to exhaust fans.

e. Contractor shall provide manual balancing control dampers for each fan.

9. Submittals

a. Within 10 calendar days of task order award, the Contractor shall submit to the CO and COR the following:

b. Quality Control Plan. Contractor shall establish a quality control plan for all work, including that of his subcontractors, to assure compliance with the contract provisions. Contractor shall submit a copy of his quality control plan concurrently with the quote and schematic submission. Quality control measures shall include, but not be limited to:

i. Obtaining payment and performance bonds, permits, licenses and insurance.

ii. Performing all required inspections and tests.

iii. Listing all subcontractors and services they will perform.

iv. Submittal approval.

v. Inspection schedule.

vi. Compliance with applicable Federal, state and local codes and regulations related to executing the contract.

vii. Correction of unsatisfactory work.

c. Prior to construction the contractor shall submit all plans including, but not limited to:

i. Environmental Protection Plan

ii. Waste Management Plan

d. The VA will verify the contractor's shop drawings, detailed drawings, schedules, descriptive literature and samples, testing labor- laboratory reports, field test data and review the color, texture and suitability of materials for conformity with the RFP Documents and construction documents. All submittals shall be in electronic format and include a VACT Submittal Cover sheet for return as annotated.

10. Code Requirements

a. The VA will obtain the necessary local agency approvals, as required.

b. All work performed under this contract shall be in accordance with the VA Master Specifications (http://www.cfm.va.gov/til/spec.asp).

c. All work shall comply with all local, state, and federal rules and regulations. In the event of a code discrepancy the stricter of the ordinances shall prevail.

11. Proposed Schedule:

a. Mobilization will only occur after all plans, submittals, phasing and equipment are approved by the COR. The project its intendent to be completed during weekend and after hours to minimize effects on hospital operations and patient care. Contractor shall plan to substantially complete the installation of new AHU during a weekend turn around. Substantially complete will require supply fan and cooling coil in operation.

b. Contractor shall plan as necessary to ensure all parts and equipment is readily available to maintain the approved schedule.

c. When no longer needed, the temporary materials shall be removed and any disturbances to the grounds shall be restored to their prior condition.

12. Work Location and Restrictions:

a. The work site location is at the Michael E. DeBakey VA Medical Center in Houston, TX..

b. All work shall be done between Friday evening through Sunday. Non-essential work can be completed during normal working hours Monday through Friday 7:30am thru 4:00pm. When the contractor’s work interferes with hospital functions, such as when work produces excessive noise, odors, dust, utility service interruptions, or other interferences with normal hospital operations that cannot be contained within the area of work, the contractor shall schedule said work at other than normal hours and as directed by the COR.

13. Parking:

a. Parking is rigidly controlled throughout the Medical Center. Contractor parking is only allowed in authorized areas. Contractor shall abide by all VA police requirements. Parking in designated patient parking areas is strictly prohibited. Parking for equipment necessary to perform the work will be authorized in advance of starting the project and must be coordinated with the COR.

14. Storage of Equipment & Materials:

a. The contractor shall arrange with the COR for allocation of required workspace and for the storage of equipment and material to be used for this project. Storage space is very limited. There are no exclusive areas within the campus that can be given to the contractor for their storage needs.

DEBRIS REMOVAL

b. The Contractor/Installer shall be required to remove waste materials and debris daily from the campus. All waste material and debris shall be removed off site by the contractor and shall be disposed of in accordance with applicable State and Federal regulations. All recyclable materials shall be recycled and weight tickets provided to the COR.

15. Site Utilities:

a. The Contractor should note this scope of work does not detail all existing structures, utilities, or components that may potentially interfere with the contract work required or require modifications. The contractor shall field verify any obstruction, utility, or condition that may hinder or interfere with their work prior to award. All proposed utility relocations, reallocations, and shutdowns shall be approved by the COR prior to commencing such work. The contractor shall field verify all existing utility installations and take appropriate action prior to working around any potential utility installation.

b. In the event a shutdown, restriction, or interruption of any utility services is required, a written request must be submitted (at least 2 weeks in advance) and approved by the COR. All utility shutdowns must be reviewed and approved by the VA.

16. Project Safety:

a. Contractor shall comply with the following and keep a copy of the attached on site at all times:

i. OSHA

ii. Interim Life Safety Measure Assessment

iii. Infection Control Risk Assessment

iv. Hot work Permits required as needed

v. Confined Space Permits required as needed

17. Penetrations of Fire and Smoke Barriers:

a. Prior to any installation of equipment, cables, power connections, conduit, piping or other work that penetrates a smoke or fire barrier, all such work must be approved by the COR. A penetration permit must be secured prior to disturbing the integrity of the barrier. The permit must be available for inspection at the project location. After the work is complete, the penetration must be repaired (sealed) according to accepted practice and utilizing materials (including UL/FM-listed through penetration fire stopping materials) that meet the original barrier construction requirements in order to restore the designed specifications for smoke and fire compartmentalization. All penetrations and miscellaneous openings must be protected according to NFPA 101, Chapter 8. Upon completion of any penetration repair, a visual inspection for approval must be requested from, and completed by the COR.

18. Interim life safety and infection control protection measures:

a. Contractor shall comply with SECTION 01 35 26 SAFETY REQUIREMENTS of VA Master Specifications including following requirements of an interim life safety measures and fire protection plan

b. Maintain the construction area to minimize the potential for fire or safety hazards resulting from storage of construction material, construction waste and debris during construction operations.

c. Install and maintain temporary construction partitions to provide smoke-tight separations between construction areas, the areas that are described in phasing requirements, and adjoining areas. Construct partitions of gypsum board or treated plywood (flame spread rating of 25 or less in accordance with ASTM E84) on both sides of fire retardant treated wood or metal steel studs. Extend the partitions through suspended ceilings to floor slab deck or roof. Seal joints and penetrations. At door openings, install Class C, ¾ hour fire/smoke rated doors with self-closing devices.

19. Prevention of False Fire Alarms

a. Contractor shall comply with the requirements to prevent false fire alarms. Contractor shall provide a fire watch when impairment of the fire alarm system exceeds 4 hours in a 24 hour period.

20. Material & workmanship quality:

a. All materials and workmanship shall comply with all codes, standards, and recommendations of all Authorities Having Jurisdiction (AHJ). All work shall be done in a first class manner according to the best trade practices and to the satisfaction of the COR.

b. The Contractor shall provide VA personnel with the necessary training to properly operate all provided equipment and systems. Additionally, the Contractor shall provide complete maintenance service support during the warranty period. All maintenance service shall be performed by factory trained, English speaking, technically qualified servicemen and shall be responsible for recording all work actions in the customer’s maintenance log book. Contractor’s warranty maintenance service support shall include all parts, service, labor, travel time, and expense to perform both preventive and corrective maintenance on the new turnkey installation.

21. Security:

a. All contractor personnel shall obtain a short-term identification badge issued by the VA. Such badge shall be worn by the individual and prominently displayed at all times while on VA property. No employee of the contractor shall enter the project site without a valid identification badge issued by the VA. In order to obtain a short-term identification badge, contractor personnel shall present to the COR two valid (non-expired) photo identification issued by a US federal, state or local government agency.

b. All contractor personnel are subject to inspection of personal effects when entering or leaving the project site.
