580-18-116 Replace AHU in B100 and B110 Clarifications
1. What size are the existing valves that are to be replaced?
See attached file existing AHU Submittal, for existing AHU information including pipe size.
2. Are the valves gate valves, butterfly valve, or ball valves?
Gate valves and ball valves.
3. What type of pipe are we to tie onto IE. Steel or copper?
Black iron and copper.
4. Please provide a unit casing specification.

5. What are the dimensions of the existing units?
See attached file existing AHU Submittal, for existing AHU information including pipe size.
6. What is the smallest opening that the units in each room will have to fit through?
Interested bidders were permitted to measure opening during the organized site visit. Contractors are welcome to return and measure and plan a rigging route.
7. What is the haul route for the new unit to each mechanical room as well as haul route for debris?
SOW calls for all major debris to be removed through the louvers, and new AHU module be rigged in through the louvers as well. For the case of the small AHU that will fit thru the elevator, COR may authorize rigging through the area using service elevators. Contractor shall take extra precautions when rigging in and out material to ensure infection control requirements are met. In case the contractor causes any spill or dust spreading during rigging, contractor shall be required to only use louvers.
8. Will the contractor be provided a key to access all areas?
Yes, there is a deposit of $100 per key, which is refunded after successfully completion of project.
9. Can the period of performance be extended to 450 days?
We can extend to 365 days. AHU shall be replaced during the winter months. Exhaust fans can be replaced at any time during the year.
10. Can work on the units begin in November instead of December?
Yes, only if the average temperature during the weekend is 55°F or less.
11. Is the intent to change out one unit per weekend?
Contractor may install more than one unit per weekend if there are enough contract workers to complete the tasks.
12. Can more time be given on some of the larger units than just Friday at 6:00 P.M. till Sunday at Midnight?
No, unless they are scheduled during a federal holiday weekend.
13. Can the new insulation on the chilled water piping and hot water piping be fiberglass to match the existing? We assume 2” fiberglass on chilled water and 1 ½” on hot water.
See Spec 23 07 11 of the attached file 580 18 116 Spec Book.
14. Are there liquidated damages on the project?
No.
15. In order to bid this we need plans of the existing mechanical rooms. Please provide these plans.

16. What existing power feed goes to each unit as well as breaker brands and sizes?

17. Since there is no sole source justification on Johnson Controls, can we utilize other brands to DDC controls?
Yes, as long it is compatible with existing BAS which is MetaSys by Johnson Controls
18. Please provide an AHU casing specification.
See answer to question 4.
19. What is being done to prevent shell companies that do not self-perform mechanical work from turning in a price as we noticed almost all of them at the walk through didn’t self-perform 25% of the work?
VAAR clause 852.219-10 is included in the solicitation and the resulting contract. Awardee is required to adhere to these terms. The limitations on subcontracting – monitoring and compliance is also included and provides the government the right to inspect at any time.
20. Since it will be winter during the replacement, shouldn’t the heating water be hooked up instead of the chilled water?
Chilled water shall be hooked up during the weekend. Hot water shall be connected shortly after. The AHU will be ran manually or with minor control system until all systems install is complete.
21. Please provide a roof plan for crane purposes of each exhaust fan.

25. How many units can be stored on site at one time?
Units may not be stored onsite. Contractor shall deliver units when ready to install.
26. Will a location and power be provided for an office trailer?
Contractor may be provided with some exterior location for trailers, but they are responsible for installing electrical connections to the trailer. Installation shall include a power meter to measure consumption and contractor shall reimburse the government for power use.
27. Will a location for a piping laydown yard be provided?
A piping lay down area may be provided on the exterior, away from B100.
28. What days can crane picks be conducted?
Crane operations shall be conducted during the weekend.
29. Will onsite parking be provided?
Contractors are authorized to park in Lot W.
30. Is there asbestos or lead paint that will be encounter in the work areas, if so who is to abate and what amounts are there?
There is no asbestos in B100. B110 has some areas of asbestos containing materials, but SOW of this project does not disturb any of those materials.
31. What is the contact name and number of the current building automation vendor?
BAS system is MetaSys by Johnson Controls. Currently Lange mechanical has control technicians to support the system and maintenance.
32. Will a location for a dumpster be provided?
Yes, upon request, location may be away from Building 100.
33. Can propress be used on the copper and steel pipe from 4” to ½”?
No.
34. Can grooved fittings and couplings be used on copper and steel pipe from 8” to 2”?
Yes, from 2-1/2 NPS and up. They should not be used on steam pipe.
35. What power is available in each mechanical room for a welder?
480 V 3 ph or 277 V 3 phase
36. What is the sizing for existing and new control valves for hot water and steam?
Size shall match existing or match new coil size.
37. What control valves are 3 way and what are 2 way?
This is information is contained in the SOW. AHU 87, 89, 91, 95 and 97 heating and cooling coil control valves are 3-way valves.
38. Are the control valves flanged, screwed, or grooved?
Most of them are screwed.
39. Is this project funded?
Yes.
40. What is the size of the plenums to be painted?
Contractor shall field verify this during a site visit. See also existing AHU Submittals for dimensions.
41. Is test and balance of only the units required and not the rest of the items downstream?
Yes only the units, during this process energy control will place all TU boxes on full open position for TAB purposes.
42. Item cc: TAB and Commissioning: Please confirm we are only performing TAB services on the AHU’s and exhaust fans and no VAV Boxes or supply air grills outside the mechanical room.

43. General: Is there asbestos in any of the areas in the scope of work?
See answer to question 30.
44. Can we assume for the purposes of this bid that the isolation valves will hold? If any are found deficient, they will be handled outside the contract?
SOW is specific that the contractor shall plan to freeze all pipe lines to allow C/O valves replacements. Previous experience shows around 60% of valves did not hold flow.
45. Scope of work states that the AHU to be removed thru existing intake louvers. Since these are smaller AHU’s, can we transport the material up the elevators and thru the doorways?
