Additional RFI Questions NLR Security Project

1. What the Bid Bond percentage needs to be?

Answer: 20% of your bid or 3 million whichever is less.

2. Camera counts/types/models continue to be unidentified. Quantities that are shown on the drawings (site plans and TY502) do not correlate with each other.

Answer: See Attachment A from Amendment 00001 on FedBizOpps.Gov for camera type and model clarification. See Amendment 00003 RFI responses for camera quantity. We recommend each contractor validate their own camera quantities since they will be held responsible.

3. Subsequent Amendment 00002 indicates several camera changes which, when amended on the previous documents mentioned, still display discrepancies.

Answer: No camera changes were mentioned in Amendment 00002.

4. Amendment 00003 the camera Count was confirmed to be 402, which still does not match the information provided.

Answer: 402 is the correct amount for this project. We recommend each contractor validate their own camera quantities since they will be held responsible.

5. Amendment 00003 it states that the Specifications would take precedence over the drawings and/or VA Master Specifications, but that the CO would have the final say. This needs to be defined prior to Bid Submittals so that all parties are working from the same information.

Answer: The plans take precedence over the master specifications to include the RFI responses and Attachment A. Should any issues arise the COR/CO will determine final outcome.

6. Amendment 00003 also indicates that we are to use Standard HID Readers for this project. However, the identified readers do not meet FICAM FIPS 201-2 requirements, do not meet with the manufacturer’s recommendations without the use of additional equipment that greatly increases the cost to the government. Is it possible for you to divulge your formal J&A for any sole source equipment for the statement made in Amendment 0003?

Answer: See RFI responses in Amendment 00003 part numbers for keypad readers and standard readers comply with VA specifications. The part numbers are what we are currently using for our access control system.

7. Are we to assume that the new ACS is to connect to the existing ACS system? If so, we will need the quantity of the existing Hirsch MX4 Panels because they will need to be replaced per your statement in the Amendment 0003 Q7A’s.

Answer: All new door installs will require new MX8 panels. Per the Access Control Chart on TY502 all new installs will require new panels.

8. Are the tables labeled ‘NLR Infrastructure’ Core Switches, Distribution Switches, PoE Injector, Accessories, and Servers a list of new equipment that will be required or a list of existing equipment?

Answer: New equipment to be provided and installed by contractor. Why are 1G SFP fiber modules called for when the Aruba switches they have identified are 10G?

Answer: Please price all network equipment quantities shown on TY502.

9. Are there any existing fiber spares that can be used for this project?

Answer: Bid should include new fiber where fiber connectivity is required. Where is the spec for fiber type and number of strands?

Answer: Provide fiber connectors at all surveillance switch locations as needed for connectivity of dark fiber. TY502 also states provision of fiber jumpers and quantities.

10. Can ½” conduit EMT be used for power wiring and low voltage due to space limitations? “ALL NEW AND EXISTING MAG LOCK INSTALLATIONS FOR DOORS SHALL BE INTERLOCKED WITH THE FIRE ALARM SYSTEM SUCH THAT THE MAG LOCKS RELEASE DURING A FIRE ALARM.” Who is Fire Alarm Contractor and what is their contact information?

Answer: Installation of hardware and wiring is the responsibility of the awarded contractor, programming of the Fire Alarm system to be performed by the VA Engineering Electronics Technicians. The Spec indicates ¾” EMT, but the question was whether or not ½” was acceptable.

Answer: ½” conduit is not acceptable.

11. Are all fiber jumpers from IDF closets to the MDF, in Building 170, included in the quantity on sheet TY502?

Answer: Contractor to provide the necessary quantity of jumpers to provide operational system. Can you provide the type requirement (i.e., OM1, OM2, OM3, 10G fiber)?

Answer: TY502 states the quantity and type of jumpers required.

12. Is the VA providing the patch cables or is the contractor expected to provide patch cables for the Communication room end and the camera end?

Answer: Contractor. Can you provide the Quantity and Length of the patch cables?

Answer: All patch cable lengths will be 10’ at camera end and 7’ at comm room end and provided by the contractor.

13. Could you please clarify the requirement for an RCDD on the project, since there is no design involved? This adds a significant cost to the project.

Answer: No RCDD is required.

14. Could you please clarify the requirement for a BICSI Level I/II Superintendent on the project, since this is a Security project? This adds a significant cost to the project.

Answer: BICSI Level I/II Superintendent not required.

15. How to you intend to verify and insure compliance with these requirements during project performance for the awarded Contractor? The reason we ask, is while we maintain these types of certifications within our staffing, we generally see these types of contracts awarded to local contractors who do not meet these standards.

Answer: See answers to previous questions.

16. You also require (4) past performances, (3) of which is the exact products/configuration. While we understand the reasoning to maintain continuity of the Access Control System (Hirsch) all other components/equipment is COTS, the past performance should be allowed to include any past performance that utilized COTS equipment. We ask this to ensure that we are provided a fair and reasonable opportunity to bid this project with past performance that may include COTS products that meets the scope and size requirement for past performances.

Answer: References of past performance utilizing COTS products will be allowed.

17. In the Amendment 00003 Q&A’s the question of manufacturer substitutions for the cameras was answered by stating that the Sony Cameras were standardized due to the fact that CAVHS holds inventory for the current/existing system. However, during the Site Visit it was indicated that the existing system was analog. With the new system being implemented as an IP system, that inventory would not be useful without additional equipment (i.e., encoders). Can you confirm the type of system is the existing Video Surveillance System?

Answer: The primary system for NLR VA IP base system.
