NLR Improve Security

Scope of Work This project is to improve security access control and monitoring systems and is fully intended to be a “Turn Key” project at the NLR campus of CAVHS. This project will include security cameras, servers, UPS back up, camera licensing, support agreement, magnetic locks, and card readers such as Hirsch locks. This project will be an upgrade to the existing camera system which must be compatible with the ONSSI-VMS software. All cameras shall have a minimum resolution of 1280x720p at 10 frames per second (fps). Servers shall be IOMNIS base server / specific surveillance server and must have enough storage to have 30 days’ worth of video footage for all cameras.

The overall objective for this project is the replacement of all analog cameras, installation of new high definition IP based cameras, additional network video recorders, client viewing stations, switches, flat panel monitors, and Hirsch access control devices with associated mag-locks and fire alarm relay monitor modules.

Design Criteria The design and specification of all work will be in accordance with latest VA standards and guidelines, with applicable local codes and ordinances, and with codes and industry standards referenced herein. The following is a summary of major organizations with codes and standards applicable to this project:

• NFPA 70 NEC – 2014 National Electric Code

• NFPA 72 – 2013 National Fire Alarm and Signaling Code

• NFPA 101 – 2015 Life Safety Code

• BICSI, TIA, ASTM, IEEE, NEMA, NFPA, and UL Other recommended standards will be used where required to serve as guidelines for design and construction when not in conflict with the above standards.

Other recommended standards will be used where required to serve as guidelines for design and construction when not in conflict with the above standards.

Security Camera – Indoor Indoor cameras will be located throughout the hospital in specific locations. Exact locations, viewing angles and camera types are illustrated on drawings. Camera types to be used will include the following:

· Sony SNC-XM631

· Indoor 1080p HD resolution, 113-degree field of view, Wide-D, fixed lens IK10 vandal resistant mini-dome network camera.

· Sony SNC-EM631

· Indoor 1080p HD resolution, 105 to 35-degree field of view, remote focus/zoom, Wide-D, varifocal IK10 vandal resistant mini-dome network camera.

· Sony SNC-HM662

· SNCHM-662 Minidome, 5MP, 360 degree Immervision panamorph lens, micro SD slot, client image dewarping, IP66, IK10, built-in microphone, audio I/O.

These cameras are consistent with current and/or recent installations and are compatible with the current system.

Security Camera – Outdoor Outdoor cameras will be in parking areas, loading docks, entrances, and gates as defined in Exhibit A attached. Exact locations, mounting heights, viewing angles and camera types will be developed as the design progresses. Camera types to be used will include the following:

· Sony SNC-EM632RC

· Outdoor 1080p HD resolution, 105 to 35-degree field of view, remote focus/zoom, Wide-D, varifocal, IP66, IK10 vandal resistant mini-dome network camera.

· Sony UNIONEP580C7

· Outdoor PTZ, 340-degree pan, 1080p HD resolution, 20X optical zoom, Wide-D, IP66 / IK10 network camera.

· Sony SNC-EB632R

· Outdoor 1080p HD Resolution, 105 to 35-degree field of view, 3X optical zoom, 4X digital zoom, IP66 / IK10 network bullet camera.

These cameras are consistent with current and/or recent installations and are compatible with the current system.

· HP switches equal to new version of now obsolete J9727A

· HP POE+Switch 24 port with 2 SFP

· Limit number of cameras on a switch to 10 cameras

· Comtrol 8 Port POE+ Hardened Switch with power supply and fiber uplink.

· Iomnis VS424 Viewing Stations

· QF-28 4K UHD 28” Monitors

Additions Services to include (but not limited)

· Network/Server Programming

· Infrastructure labor

· Equipment installation

· Software Programming

· OC-ENT-1C Camera Licenses (OnSSI Camera Licenses)

· SC-OC-ENT-1C-3Y OnSSI Camera StayCURRENT

· POE Surge Protection for Outdoor Cameras

· FluidMesh Wireless

· System will be utilized for transferring data wirelessly from parking areas to the nearest building with an IT server room.

Access Control New access control devices will be provided in areas indicated on drawings. Some locations will require changing out an existing prox card reader to a dual level prox card reader/pin code for added security. These locations will already have mag-locks and fire alarm monitoring in place. New access control locations will require power and data with mag-lock, access control device and fire alarm relay monitor module. The basis of design for the access control system is by Hirsch. This system is currently being used throughout the facility and this design will be an expansion of the existing system.
