ST LOUIS – VALET PARKING

Questions for Solicitation 36C25524Q0079

1. What is a daily average appointment count?

• Section does not tract number of appointments; it is irrelevant to the number of valet parked cars. 450 to 600 vehicles per day.

2. Google Earth shows six lanes at the entrance labeled Valet. Is this area still available to valet?

• Answered in 3.c.i in the SOW

3. How were the valet number of 450 to 600 vehicles per day estimated?

• Valet Counts number of Cars parked and reports the numbers to VA Police.

4. Is the Sextro Parking lot the only lot to be used for parking valeted vehicles?

• Sextro is the only parking lot as of now, however per SOW, VA Police can request another lot to be used based off the needs of the VA.

5. How many parking spaces are available for the valet to park Veterans’ vehicles?

• 300

6. What are the current traffic flow issues? Normal traffic on Grand and Spring.

7. What is the VA procedure when the valet lot is full?

• We have not had our lot full to the best of our knowledge however, in the case of a full lot, VA Police will be notified, and another lot will be designated for overflow.

8. Please list the type of vehicles other than the valet cars using the valet staging area.

• Surrounding the front parking lot, where Valet stages vehicles, are handicapped parking spots. Veterans not valeting their vehicle can park in those spots.

9. If parking spaces in the valet area are not numbered, may the contractor number the spaces?

• No. This is beyond our authority to answer. Facility maintenance would have to be consulted.

10. Is there a secure storage space where supplies can be stored?

• Yes, in the front lobby

11. At what time does the valet service stop receiving vehicles?

• 6pm.

12. Can the valet staff VA TRAINING/ORIENTATION be conducted on the Saturday before the start of the service?

• Training will be arranged but will mostly be through the work week.

13. Will the valet staff be allowed to wear uniform shorts in the summer months?

• Yes.

14. Is the Grand Boulevard entrance just for valet use? If not, who else may use that entrance?

• Veterans using the outer parking spots use the Grand Blvd entrance.

15. Are you interested in technology that would provide text ability to request their vehicle, when it is available, scan the vehicle for damage, and see the status and number of employees on-site?

• The Vender is responsible for any additional services they wish to provide.

16. SOW Para 1 says the contractor will have "access to VA-provided wheelchairs." Are we responsible for doing something with them, like taking one to a valet patron's car and assisting them into the building? If so, where do these responsibilities start and stop?

• Valet is not responsible for the wheelchairs or assisting veterans into the building.

We have transporters to assist. Valet can speak to the front desk attendant in the front lobby to request assistance with a veteran.

17. SOW Para 2(a) says the "volume of vehicles parked average between 450-600 vehicles per day". The Price/Cost Schedule "estimates 9,900 vehicles per month", which is ~470/day (average 21 work days a month). Which should we use for our quote?

• We cannot tell you what to bid.

18. SOW Para 2(b) says the wheelchairs are at the "Ambulatory Care Entrance". Is this the same as the Main Entrance, Building 1 referenced in Para 1 for the location of valet operations?

• Ambulatory Care Entrance is the Emergency Room entrance.

19. SOW Para 2(c) says "valet controlled parking" and Para 3(a)(vi) says "The contractor is responsible for parking control and monitoring in the designated parking lots assigned to the operation by responding to alerts or emergencies, by providing assistance to injured or stranded persons in emergency situations, and by notifying the VA Police.". Do we need to provide a dedicated parking attendant to control access to the Sextro parking lot or will the VA secure the lot and enforce valet use only?

• VA Police will conduct routing patrols throughout the day of the Sextro Parking lot.

If VA Police is notified of non-valet vehicles parking in the Valet lot, VA Police will run vehicles to locate the owners, and have them immediately move their vehicles.

20. If the contractor is providing Sextro parking access control, what is the procedure for non-compliance? Will the VA Police ultimately enforce parking and write tickets or have vehicles towed?

• Any issues with non-compliance should be reported to VA Police immediately. VA Police does enforce parking and write tickets.

21. Will VA Police close and lock the Sextro parking lot gate from 6pm until 6am Mon-Thu nights and 6pm Fri until 6am Mon?

• The Sextro Lot does not get locked at night, however it is monitored by cameras & routine patrols by VA Police.

22. How many parking spaces are designated for valet use only? Is it the entire Sextro parking lot?

• Valet has 300 parking spaces available to them in the Sextro Lot. The Sextro Lot is split in two, one part being for employees, and the other being for patients/valet.

However, we can expand the lot for Valet Parking if more space is needed.

23. What is the expected procedure when the valet parking area is full? Since vehicles are not allowed to stay in the valet lanes, should we turn people away or have them wait until a vehicle leaves and a space in the lot becomes available?

• VA Police will be notified and an overflow lot designated based on the needs of the

VA.

24. SOW Para 2(c) says keys must be "secured in a secure lock box always monitored by

Valet." Does this mean that the podium/key lock box must have a person standing next to it at all times?

• Yes.

25. Is the SOW Para 3(a)(iii) reference to moving vehicles "immediately" to be understood as defined in Para 7 to be "within 5 minutes"?

• Yes

26. SOW Para 7 requires an efficient operation with time standards. When does the stopwatch start for the 5 and 10 minute performance requirements? Typically it is when a vehicle enters the queue for arrival and when a patron presents a claim ticket for retrieval.

• When Vehicle enters queue for arrival and when patron presents claim ticket.

27. SOW Para 3(a)(iv) states "valet will be allowed two lanes, one to stage vehicles until they can be shuttled to the Sextro parking lot and one lane for returning to the vehicle’s driver" and Para 3(i) reiterates this. Having only one lane for inbound vehicles will be a significant bottleneck given the volume. Is the VA aware of the staffing and cost that will be needed to keep that one lane clear and open for incoming valet patrons? Are additional lanes available for use during peak demand? If so, how many?

• Additional lanes can be opened during peak hours if needed but VA Police will need to be notified as to why the additional lanes are needed and for how long it will be needed.

28. Will the government please explain the liability aspect of the contractor turning over unclaimed keys to the VA Police at 6:00 pm?

a) Once the contractor provides the keys to the VA Police, will a full vehicle inspection be conducted for damage? NO

b) Who will be responsible for damages while in the VA Police possession? Resulting investigation will be the determining factor. VA Police do not move vehicles. VA Police only hold the keys in case a veteran comes out after hours. VA Police do not inspect the vehicles.
