About this file
This amendment to solicitation 36C25223Q0878 provides answers to questions from potential offerors. The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 12 seeks offers for medical coding services to code approximately 59,700 outpatient encounters and 600 inpatient encounters annually. Offerors are not required to have a GSA schedule and will code remotely using the VA's coding module in CPRS. Coding includes inpatient diagnoses but not ambulatory procedures or clinical documentation improvement. The response due date of December 8, 2023 remains unchanged.

Contract Specialist Answers to Questions asked:
1. Are these services provided remotely or on site? Remotely.
2. Are you required to have a GSA schedule in order to participate? No.
3. What were previous annual quantities on predecessor contract? 600 Inpatient and 60,000 outpatient encounters.
4. Will the government please clarify there are 59,700 outpatient visits charts to be coded? Yes, we estimate there will be 59,700 outpatient encounters per year.
5. Is there any expectation for the contractors to do Ambulatory Procedure Visits? No. Contract coders will not be doing any coding for ambulatory (same day) surgical procedures.
6. Is there any expectation for contractors to do IPSR charts? If so, will this include rounding, consults, and surgical procedures during admission? Contractor is expected to inpatient PTFs. Rounding and consults are a part of the inpatient stay and the coder would have to refer to the progress notes to code the inpatient stay.
7. Is there a set number of contract personnel expected to perform on contract? That is dependent on your company’s estimate of the number needed.
8. Do contractor coders code on the CPRS/Coding Module in CPRS? Or is the VA asking the contractor to provide a coding tool too? Contract coders use the VA coding module.
9. What is the system the VA currently uses for coding? The system currently used by the VA for coding is called WebVIRR.
10. Does inpatient facility coding include CDI too or just perform DRG coding only? Inpatient facility coding is just DRG Coding.
11. Is VA asking contractors to provide a DRG coding tool (such as 3M) too? VA is not asking contractors to provide any tool. VA currently uses 3M.
