A new SOW and Price Schedule have also been added to this solicitation as well. See attachments.

1. Who is the current incumbent for this contract?

· Mid-Atlantic Security Agency, LLC

2. What is the current value of this contract?

· Total contract value is $395,287.50

3. If the Department is willing and able, would they provide the contract in its entirety to prospective offerors?

· Must be requested under the Freedom of Information Act (FOIA)

4. Are there any vehicles required for this contract?

· No

5. If so, how many?

· None

6. Are lunch breaks paid or unpaid?

· Paid. This is due to the expectation that the Guard will be expected to be available on-site during the entire work day to provide services.

7. Will the Department provide the wage determination for this region?

· Wage Determination for this region is WD 15-5029 (REV. -7) 01/01/2019

8. Will the Department provide a separate line item for Supervisors?

· Yes. An hourly rate for the supervisor should be included with the contractors bid.

9. Is there a set number of Security Officers that will be required to be on each shift?

· Yes. One.

10. Will all contractor employees be required to be registered in the e-QIP system, or just the contractor?

· All contract employees must be registered in e-QIP.

11. In addition to being a licensed Private Security Contractor, we are also a licensed Private Detective Agency and LiveScan Fingerprint Vendor. If awarded this contract, would it be acceptable for us to conduct the fingerprint based criminal history record background check in house and have the results (RAP Sheet) sent to the appropriate office directly from the FBI?

· No. Security Services is all that is being contracted for.

12. The Price/Cost Schedule in Section B.3 lists 3,250 as the total number of hours per year for this contract. However, when using the hours of coverage listed in #2 in the Statement of Work, with one guard per shift, and allowing for the federal holidays also listed in #2, we calculate 15,625 hours per year. Please verify the total number of hours.

· Based on service requirements, hours listed above total 62.5 hours each week. Annual calculation for work hours is as follows:

· 62.5 hours/week X 52 weeks/year = 3,250 total hours

13. SOW #2 states “hours of coverage for both locations.” This indicates that multiple posts need to be manned for the period of coverage hours listed on page 7, which would result in even more hours. Please provide more information on the locations, number of posts, and whether the period of coverage hours would need to be duplicated for pricing.

· As there is only one location (post) that requires guard services, the word “both” has been removed from the solicitation.

· As stated in the Scope of Work on page one, only one location requires unarmed security guard services. That location is identified in the SOW section as the Rockford Community Based Outpatient Clinic (CBOC) located at 816 Featherstone, Rockford, IL 61107.

· As there is only one location (post) that requires services, no duplication of pricing is necessary.

14. SOW #3(i) states the contractor should provide a supervisor on-site for monthly inspections and direct communication with the guard on duty. Later in the section, it says field supervisors must visit quarterly.

0. Does the contractor need to provide both an on-site supervisor and a field supervisor? Clarification regarding supervisors is provided below.

0. Does the 3,250 hours listed in Section B.3 include supervisory hours, or will these be additional hours we would need to factor into our pricing? Yes. Quarterly visits by a contractor supervisor will be coordinated with either the COR or the CBOC Clinic manager and hours of the visit will be a minimum of one (1) hour but no more than four (4) hours per visit.

· We agree that the language outlining supervision is confusing. To clarify, please replace the first four (4) bullet points under Section 3) Personnel, i) Supervisor with the following two (2) bullet points.

· Supervisors shall have a background with a minimum of two (2) years of successful experience in field supervision (civil community law enforcement, military service law enforcement or security, commercial or industrial guard service or security).

· Supervisors will monitor the hours of duty of personnel in order to assure compliance with the requirements of the contract. Supervisors must visit the Rockford CBOC quarterly. These visits will be scheduled with the COR and/or CBOC Clinic Manager for the purpose of reviewing physical security issues, staff performance and any other issues that may affect contract requirements. The Security Guard(s) must be present at the CBOC and must actually be performing the required services for the period specified in the contract or the contract cost will be decreased accordingly during each billing cycle (i.e., time and attendance record) and other contractual taken. The contractor will have a Security Guard at the CBOC at all times during the hours of operation as listed herein.

15. Is there an Incumbent ? If so does the First Right to Refusal apply?

· Yes, see question 1. The Right of First Refusal does apply to this solicitation.

16. I did not see the Federal Wage Requirement for Guard 1, can you post this?

· See Wage Determination attached.
