A.2 STATEMENT OF WORK

1. Project Number: 550-17-102

2. Title of Project: Correct Boiler Safety Corrections Deficiencies

3. Description of Work: VA Illiana Healthcare System (VAIHCS), Danville, IL seeks a contractor to provide all labor, materials, equipment, supervision, and all other resources necessary to construct per plans and specifications Project 550-17-102, Boiler Safety Corrections. The scope of this project is to correct the deficiency in boiler plants building 211, 212, 214 and 216. A pre-bid inspection will be conducted to allow bidders to inspect existing conditions and bring questions to the attention of VA prior to bid submission. The general scope of this project includes the following tasks:

a. Provide a Purge Air Flow Proving Switch for each boiler to prove adequate air flow is provided during the purge cycle.

b. Provide forced draft motor interlocks for each boiler to prove proper power requirements for the fan motor during purge and operation. Current relays are required to protect each leg of the power supply to the forced draft fan motor. Incorporate provisions for testing of current relays.

c. Provide low fire proving safety switches system for each boiler that is separate from control switches/sensors. Redundant low fire proving is not installed on the fuel oil control valve, two (2) parallel natural gas valves, or air damper. The single existing potentiometer must act in coordination with a new installed switch on the air damper to prove low fire. Additional low fire switches shall be installed on fuel oil fuel control valve and each natural gas fuel control valve; redundant to the controls. Each device shall be wired independently to the logic terminal; that is one wire per terminal for each field device.

d. Provide Forced Draft Damper Wide Open Proving for each boiler that is separate from control switches/sensors. Current installed equipment uses a single potentiometer for control feedback and Damper Wide Open Proving. A separate means for proof of opening is required.

e. Modify the Natural Gas and Propane Pilot Fuel Train for each boiler. Install additional valves, test ports, and gauges as required to allow for the following tests: Low Pilot Gas Pressure Switch Test, Automatic Pilot Valve Leak Test, and Pilot Vent Valve Leak Test.

f. Replace the Flame Scanner on each boiler with a UV self-checking type scanner. The current installed flame scanner is not a self-checking type scanner.

g. Replace valves on Combustion Air Pressure Switch, Purge Air Flow Proving Pressure Switch, High Gas Pressure Switch, and High Oil Pressure Switch with Lock “Only” Isolation Valves for each boiler.

h. Modify the Low Atomizing Media Pressure Switch on each boiler to allow testing. Install isolation valves and test ports so the device can be tested.

i. Modify the High Water Alarm on each boiler to function with the burner in the “off” position. The High Water Alarm on each boiler must be functional when control power is available but the burner is in the “off” position. The present arrangement only allows the alarm to function when the burner is “on”.

j. Replace the Fuel Oil Train in each boiler with one that meets VA fuel train specifications and per boiler manufacturer’s guidance.

k. Repair combustion air and damper controls to the boiler plants. Various boilers have electrical jumpers installed on control switches that activate motorized dampers or fans providing combustion air to burners. Evaluate the Combustion Air Controls System and make repairs to controls and actuators as necessary so that no devices are required to be electrically jumpered.

l. Provide a rain cover for the exhaust flue outlet on each boiler.

4. Performance Period: One-hundred-twenty-six (126) Calendar days after receipt of Notice to Proceed.

5. Information Security: The C&A requirements do not apply, and that a Security Accreditation Package is not required.

6. Delivery of Services: Prior to work commencing, direct coordination with Veterans Affairs Illiana Health Care System (VAIHCS) Facility Management Service is required. Primary point of contact is Harishankar Kushwaha at (217) 554-5930 and alternate is Mark Shoviak at (217) 554-4160. Work will be performed at:
