About this file
This document is a Request for Information (RFI) regarding a construction project to repair exterior walls at a Department of Veterans Affairs facility. The RFI provides clarification that the site superintendent and quality control manager must be separate individuals from the safety, health, and environmental officer (SSHO) in accordance with occupational safety regulations. Specialized competent persons can have additional duties but the SSHO role must be separate. The RFI response defines the responsibilities of the prime contractor and subcontractors to designate SSHOs and competent persons to administer safety programs. A listing of SSHOs and competent persons is required to be submitted prior to start of work as part of the accident prevention plan. The related federal contract opportunity provides little detail but indicates it is a solicitation for the exterior wall repair project issued by the Department of Veterans Affairs Veterans Health Administration.
